The Man who took AZ. Phizo to East Pakistan

IN early 1956, A.Z. Phizo reached Binakandi in Cachar, Assam, seeking a way to East Pakistan. Tadingpou Gangmei, 26 at the time, was practicing medicine at the Burrows Memorial Christian Hospital. Having met Phizo, he wasted no time in joining the ‘Naga national political movement’ in March that year. There on, he was at the forefront in establishing routes that would lead Phizo to East Pakistan (by December 1956, Phizo was already there), and the eventual internationalization of the Naga word.

In an effort to bring out narratives from the Naga movement of the old, the Naga National Archive and Research Centre (NNARC) Dimapur has published its first book titled ‘Tadingpou Gangmei: The Man with A.Z. Phizo in Pakistan’, put together by Gwangphun Gangmei. It documents the narrative of Tadingpou Gangmei who assisted A.Z. Phizo to his destination and led hundreds of their men through the war. The book was released on December 3 along with the opening of the OM Book Fair at the Indigenous Cultural Centre in Dimapur.

“The Naga people of this generation have failed those who fought for the Naga cause. They have forgotten the difficult time Naga people went through,” said Rev. Dr. V.K. Nuh, Chairman of NNARC at the book release. “This book is a way to honour the few Naga national workers from those early years who are still alive. It is the responsibility of a nation to acknowledge its history; this is a gift to the Naga nation."

Speaking on the occasion, interestingly, was Tadingpou himself. Going by his humble demeanor, it was difficult to tell who he was till he stood up to talk in his soft but firm voice. He spoke in Nagamese. “Phizo told us that we, in the Southern most part of the Nagas’ land, are 45-50 Kms from East Pakistan. We had to assist in clearing thick jungles and crossing rivers till there, from where Phizo would go to England,” he explained, sometimes with hand gestures.

Tadingpou, having collected donations from neighbouring villages, went straight into the job. He moved slowly up the ranks, to become Border Intelligence Inspector in the first and second Alee Command to East Pakistan in 1958, and ‘Executive Officer’ to the first Brigade in the Federal Government of Nagaland in 1967.

“We launched two attacks on the Indian army in 1967; Tadingpou was our Brigade Major then and led 100 of us each of those times to success,” said G. Gaingam, former vice president of Naga Hoho, who also fought in the Naga Army. T.A. Rongmei, a retired captain of the Naga Army who worked with Tadingpou since 1957, was elated at the release of Tadingpou’s biography and thanked the NNARC for its “collection and preservation” efforts.

Releasing this book of Tadingpou’s recollections of Phizo’s dialogues and his experience of working with the likes of late Mowu (former C-in-C Naga Army), Savi Liegise, President of Naga Council Dimapur said, “Good history will be written if good history is made. History is a process that should flow in the correct direction, young Nagas should live by the just history created by the Nagas of yore.”

Priced at Rs. 100, the book describes, among other things, Phizo’s desire to bring Gaidinliu (and a range of tribes like Hmar, Paite etc.) into the Naga movement’s folds, a quick recollection of Jadonang’s Naga Raj, photos from various points of the war and annexures to supplement Tadingpou’s being within the army.

Manipur government approves Rani Gaidinliu Nupi Singi Scheme for girl students

IMPHAL, July 10,2022:  MANIPUR government on Sunday approved the ' Rani Gaidinliu Nupi Singi Scheme' which will facilitate financial grant for girl students coming from lower income group studying in Class-XI in Manipur.

Chief Minister N Biren Singh said under the Rani Gaidinliu Nupi Singi Scheme, girl students in Class-XI belonging to lower income group will receive Rs 25,000 over a period of two years to complete their secondary education.

As promised in the election manifesto, the state cabinet has approved the Rani Gaidinliu Nupi Singi Scheme, wherein girl students in their Class XI belonging to lower income group will receive Rs 25,000 over a period of 2 years to complete their secondary education,” Biren tweeted on Sunday.

Recently, of the 39,233 HSLC exam 2022 candidates, 19,146 girls appeared in the examination. While the total pass percentage was 76 per cent, the pass percentage of boys was 76.11 per cent and that of girls was 76.46 per cent.

It may be mentioned that this year, no students from government-run schools made it to the toppers list. While the reason for it is not clear, many attribute it to shortage of teaching staff in the schools.

Meanwhile, the chief minister held a review meeting with works minister and the officials concerned to discussed the progress of the construction of the New Secretariat Complex at Chingmeirong,Imphal.

The chief minister said on Sunday in a Twitter post.

IMPHAL, July, 5,2022: NATIONAL Democratic Alliance (NDA)’s presidential candidate Droupadi Murmu visited Imphal and conducted a meeting with BJP MLAs and ministers at Hotel Imphal on Tuesday.

Murmu arrived at Bir Tikendrajit International Airport on a special flight at around 7 pm as it was reportedly delayed for over an hour from the original schedule.

Chief Minister N Biren Singh, state BJP president A Sharda Devi and other members of state BJP came to receive Murmu at Bir Tikendrajit International Airport where she was received with bouquets from the members of BJP Schedule Tribe Morcha.

She declined from answering any of the queries from the media at the airport. However, the chief minister said that her visit to Imphal is related to the upcoming election for the President of India. The state BJP strongly believes that she will become the next President of India, he added.

During a programme conducted at Sangai hall, Hotel Imphal, state BJP president A Sharda Devi said that Prime Minister Narendra Modi has been taking various welfare measures to empower women including scheduled tribe and caste people of the country.

For empowering women, and people of scheduled tribes and castes, the NDA government has decided to field Droupadi Murmu as the presidential candidate, she added.

Later, a closed door meeting was conducted with Murmu, the state chief minister, state BJP MLAs and ministers including other party leaders at Sangai Hall, Hotel Imphal.

It is learnt that she will leave in the same flight late Tuesday from Imphal.

IMPHAL, Jul 5,2022: UNION Minister of State for Education Dr Subhas Sarkar has said that he will urge the Central Government to establish an additional campus for Manipur University and to instal at least one ultrasonography machine in every district headquarters to provide better health care facilities to the masses.

Dr Subhas Sarkar was on a 4 day visit to Manipur and before his departure he addressed the media at BJP Manipur Pradesh office at Nityaipat Chuthek yesterday.

Speaking to the media, the MoS said the role of Manipur University in shaping the lives of youths and in development of the State is tremendous as a number of colleges are affiliated to it apart from having numerous students of its own. Saying that he had interacted with the students and faculty members of the university during his stay in Manipur, Dr Subhas continued that the varsity needs an additional hostel and  more infrastructure to provide better educational facilities to the students.

Further stating that he will consult with the Ministry concerned to set up an additional campus for Manipur University and instal the required infrastructure, the MoS said that he will also monitor the proposal sent by the State Government to keep proper toilet facility and build adequate infrastructure in other educational institutes too.

Dr Subhas maintained that he had discussed the different schemes being implemented in Thoubal district with the District Level Officers (DLOs) concerned and also interacted with some beneficiaries.

He added that he will consult with the Ministry concerned to instal at least one ultrasonography machine in every district headquarters as proposed by the DLOs. The MoS also stated that he will see what can be done to improve the health and education sectors in Manipur and lauded Chief Minister N Biren Sing for taking up initiatives such as Go to Hills, Go to Villages, Chief Minister-gi Hakshelgi Tengbang and others in the interest of the people.

NONEY, July, 5,2022; THE  joint rescue operation team and volunteers continued the search for the 14 missing bodies, but not a single body could be recovered on Tuesday, day six of the tragic incident at Makhuam village in Noney dictrict, Manipur, official sources said.

So far, 18 people of the 79 affected have been rescued and a total of 47 bodies of the landslide victims have been recovered, according to official update.

IMPHAL, July,5,2022:  THREE HUNDRED bags of fertilisers (Urea) were seized from two trucks heading towards Myanmar from Imphal along Tiddim road at Kholmun village in Churachandpur district, Manipur on Tuesday, police sources said.

Manipur Police team, during night patrolling, intercepted the two trucks loaded with Indian Origin Fertiliser, which were moving from Imphal to Myanmar via Behiang along Tiddim road at Kholmun village area in Churachandpur district on Tuesday at around 1.20 am, the police said.

The trucks bearing registration number MN04P-0635 and MN05C-2706 and the driver has been identified as Chinthengthang,(22)s/ Kapmuankap and Chinsuanlam, (28) s/o Khaikhalian; both are from Saiboh Village, Sangaikot subdivision, the police added.

The source said that the fertilisers were seized when they were about to be exported to a foreign country without any valid authority, the police said, adding that the fertilisers were handed over to custom authority for further action.

KAMJONG July 5, 2022: THE Central team of Jal Shakti Abhiyan: Catch the Rain (JSA: CTR)  headed by Manoj Kumar Gupta, Director, Ministry of Labour and Employment visited Kamjong Subdivisional office where women parliament was conducted in relation to water conservation.

The ministerial team deliberated the issue of water availability and its challenges to the participating women. The womenfolk, in turn, explained their traditional way of harvesting water during rain and how they use those water in their daily household activities. They were sensitized on harvesting more water through various techniques of water harvesting.

PK Dorle, Scientist C, Ministry of Jal Shakti who is the technical nodal officer of the visiting  team, also explained how through traditional and local means rain water can be harvested for widespread use.



The officials of the district administration, Kamjong told that their water issues will be resolved at the best level by the year end. The womenfolk appreciated that officials from the Centre and the State government had interacted with them on an issue as essential and important as water, which is very necessary to a woman’s role in her family.

Later, the team also conducted a tree plantation drive at the Transit Camp, Bungpa Khullen, Kamjong. Those officials attended also took a pledge to plant at least one or two trees each in their nearby area.

The team also visited an Amrit Sarovar project site and a minor project at Bungpa Khullen.The Central team expressed its gratitude to the District Administration of Kamjong, especially DC  Peter Rangnamei and also to Chamdanlung Rongmei, Executive Engineer, PHED and also the District Nodal Officer of Jal Shakti Abhiyan.

UKHRUL, July, 2,022: IN a significant development 'Cane and Bamboo Training cum Production Centre' was inaugurated today by former North Eastern Council (NEC) secretary and Ukhrul MLA Qr. Ram Muivah   (Retd.IAS) here on Saturday.

The Ukhrul Centre happens to be the second such initiative of North Eastern Council (NEC) in the whole of India where Guwahati was it's first milestone.

Dr. Shailendra Chaudhari, Managing Director, NECBDC, Burnihat, Guwahati(Assam) on his speech states that under NEC, Ministry of DONeR, Government of India the Ukhrul Cane  and Bamboo production Centre was established at the cost of Rupees 10.30 crore. And iam delighted to express that all this is taken place in reality through the genuine and keen interest of formal NEC secretary Ram Muivah who is now the Ukl MLA . He took up the proposal and done all the requisite process enthusiastically and  finally today he inaugurates the scheme for the larger interest of all the Ukhrul the director added.



It is pertinent to mentioned that Qr. Ram Muivah, Retd IAS and MLA of Ukhrul has inaugurated the very important and prestigious project “Cane and Bamboo Training-cum-Production Centre” on 2nd of July, 2022 at VVD Complex at Hungpung, Ukhrul District of Manipur  in the presence of Prof (Dr) Shailendra Chaudhari, Managing Director, North East Cane and Bamboo Development Council, Government of India, Guwahati and Smt. R. Lalrodingi, Adviser (Banking, Industries & Tourism), North Eastern Council, Ministry of DoNER, Govt. of India, Shillong and several others. The cost of the project is Rs. 10 Core 30 Lakhs funded by North Eastern Council, Ministry of DoNER, Government of India and implemented by North East Cane and Bamboo Development Council, under North Eastern Council, Government of India.

Ram Muivah said that the overall objective of the Centre is to motivate and promote the Communities, SHGs, Farmers, field functionaries, artisans and Entrepreneurs etc. and also to provide an interactive coupling between technology, economy, environment and society for speedy development of cane & bamboo processing Industries. It will also build up a substantial base for production of value added cane & bamboo products for domestic and export markets with a strong emphasis on clean, green and user friendly technology with suitable marketing network including employment generation. 



The project was initially conceived and conceptualized by Shri Ram Muivah, Retd (IAS) and his team of officers of North Eastern Council during his tenure as former Secretary North Eastern Council & Chairman, NECBDC (the then CBTC). He was instrumental in awarding the project to Ukhrul (Manipur) and also laid down the foundation of the Centre during the year 2018 states Ms. R. Lalrodingi.

The Centre is having training capacity of 30 (Thirty) persons at a time. The Centre has very good facilities like Cane and Bamboo Workshop with advanced tools & machineries, 30 bedded hostel for trainees, Vacuum-Pressure- Impregnation technique based Treatment Plant for Bamboo & Cane and also a Guest house building along with other training facilities. Volunteers for Village Development (VVD), a renowned NGO of Ukhrul District which has 50 years of history  in social upliftment of the community shall be in collaboration with NECBDC for managing the Centre.

First in Manipur: Man gets one-month Jail term for rash driving

IMPHAL,July,3,2022:  IN what could be term as first in Manipur, Chief Judicial Magistrate, Imphal West judge Qr. Alex Muivah on Saturday sentenced a man to one-month simple imprisonment for rash driving on a public way under section 279IPC.

Ningthoujam Doren Singh, 42, son of N Surchand Singh of Leimaram Mayai Leikai was convicted on July 1 for the offence under Section 279 of IPC.

On May 30, 2015 at around 4.30 pm, a Maruti Alto Car bearing Regn. No. ML05G/1338 which was coming from Moirang side towards Imphal side, hit a woman pedestrian in front of Galaxy Senior Secondary School, Sangaiprou along NH-15. The incident was alleged to be due to rash and negligent driving on the part of Alto Car driver, Ningthoujam Doren, thereby causing injury to the pedestrian. Following the incident, the Lamphel police station, under section 279/338 IPC, registered an FIR.

During the sentence hearing, APP for the state submitted that the convict be awarded a maximum sentence of six months' imprisonment and impose a fine of Rs1,000. Further, the APP submitted that such realistic sentencing is important so as to deter any other potential offenders who have no regard for the pedestrian due to rash and negligent driving.

Meanwhile, the counsel of the convict stated that, from the moment of accident, he has extended all cooperation to the victim and in the investigation too. The counsel brought to the attention of the court that the accused had voluntarily borne medical expenses of the victim and had assisted the victim in all possible lengths.

The counsel prayed the court for leniency while awarding sentence by imposing only fine and not to sentence him to prison as the convict is now a reformed person, even though he has no other criminal antecedents.

It may be noted that section 279 IPC read as, “Rash driving or riding on a public way. Whoever drives any vehicle, or rides, on any public way in a manner so rash or negligent as to endanger human life, or to be likely to cause hurt or injury to any other person, shall be punished with imprisonment of either description for a term which may extend to six months, or with fine which may extend to one thousand rupees, or with both.”

Though the court stated that from the fact that the accused has no previous records of commission of the same type of offence in the case, inclined to show some leniency to the accused person while awarding sentence.

After having heard both the counsels and the observations made, including the judgments of Supreme Court of India and considering the mitigating factors submitted by the convict's counsel, the court inclined to award one-month simple imprisonment against the convict for committing the offence under section 279 IPC.

The court further stated that the sentence shall remain suspended for a period of one month from the date of the order thereby the convict is given the opportunity to approach the higher court in case he wants to challenge the judgment and sentence awarded. Unless the judgment is set aside or the sentence is altered, the accused should surrender before the court on August 2, 2022, the court said.

UKHRUL,June 30,2022:  THE Oath-taking ceremony of the Naga People's Front (NPF), Ukhrul Division new office bearers was held on the 30th of June, 2022, at the NPF Ukhrul Division Office in Phungreitang.

The Oath-taking was administered by Qr.C. Shem, Working President of Ukhrul Division.

Qlr. Khayui Raleng, Secretary Ukhrul Division, led the program with the opening hymn song 'To God be the Glory' and invocation by Peter R. Shimray, Vice President, Ukhrul Division.

The ceremony was also attended by  Hon'ble Ukhrul MLA Qr. Ram Muivah (@ Ramnganing Muivah), IAS (Rtd.), party leaders and scores of supporters.

During the ceremony altogether 19 people took the pledge to fully commit to the constitution, principles & policy of NPF.

"I would like to quote the saying of our hon'ble MLA Ram Muivah which he often says, NPF is not just a regional party but a people's movement, I am glad that many people are believing and joining the party. It's even better to see many youths joining the NPF family to support the cause to make it stronger," said C. Shem.

MLA Qr. Ram Muivah expressed his appreciation and honour towards A Kevichusa, the first Angami to graduate, the first Naga to become Indian Civil Service (ICS) and a beloved teacher of Rungsung Suisa, the Naga prophet. He said that Kevichusa founded the NPF with the motto 'Fide Non Armis' which means 'By Faith Not by Arms'. Isn't it beautiful? It is written in the Holy Bible if you have faith, you can move the mountain. Therefore, I truly appreciate the motto."

Ram who is fondly call AmeiNing  by the  Tangkhuilites further said that "In 1957, the first Naga convention started in Kohima and three thousand leaders came to attend the meeting. He was the Gen. Secretary. It is written in the book that the Naga people convention (NPC) is only a mediating/ facilitating body/group to talk with the underground (Naga) federal government and the Indian government. The second NPC was held in Wokha. The third NPC was held at Ungma, the home for the Ao Nagas. According to the resolution, NPC is a mediating body but the decision was taken that NPC will be talking with the Government of India (GOI). So he walk out and re-signed from the group. NPC went to Delhi and met Jawaharlal Nehru and got the Nagaland statehood. He was deadly against this idea as the Naga federal government and GoI was supposed to talk about being different entities and not mediator. Then how can there be permanent peace if the two entities do not talk?

If Nagas have listened and taken the advice of Kevichusa, the problem would have been resolved long back. We are still fighting to claim our legitimate rights to be recognised. Now his vision & foresight has vindicated. At that time, NPF was the first regional party in Northeast India and the second oldest in India. In October 1963, it was registered by the election commission of India.

Ukhrul MLA  added that,  "According to my understanding, NPF has a very rich legacy and principles to be admired. Another good thing about NPF is, that the founding members never joined the other party. Such kind people with a principle are hard to find. Because we know which side the butter lies and people generally prefer to go after the butter. They live and die by their ideas. I consider NPF as an idea whose time has come and I believe in that. Despite many parties, it is only the NPF party that affiliates with the party outside Nagaland state. It is only in the Constitution of NPF that the party stood for the integration of the Nagas, for the protection of the Naga people, for the tribals, and the indigenous people regardless of boundary, caste, creed, or sect. Actually, in a true sense, no one can criticise the idea of NPF. Because it is not wrong. Since 1953, the founding members A Kevichusa, Vizo, Lanu Shaiza, Aliba Imti, Talinamo, Khuska Sumi never join another party till death. NPF party is unique and distinct from any other party. They live and die by their ideas. Even I want all of us to follow such a principle.  We need to support this kind of party. Even in the Indo-Naga peace talk, seems like NPF is the only party to support the negotiation. We don't know how many of us will stand with the party principle like that of our founding members but it should be our endeavour. I am very happy about your joining in the NPF Ukhrul Division. I understand that it is with personal conviction, commitment, and sacrificial attitude as there is no salary but truly for the love of NPF and nation," concluded Ram.

The program ended with a closing hymnal song 'Guide Me, O Thou Great Jehovah' and a benediction was pronounced bu Wungpam Mahung, President, 43-Phungyar ST/AC.

IMPHAL, June 30,2022: CHIEF Minister Shri N. Biren Singh today visited Tupul Railway Construction Camp, Noney where the unfortunate landslide had occurred last night leaving several casualties and dozens buried alive.

        Speaking to media persons, Chief Minister Shri N. Biren Singh conveyed his deepest condolences and shared grief with the bereaved family members. He informed that an emergency meeting was held in the morning and the government has decided to provide ex-gratia of Rs. 5 lakhs to the next of kin of those deceased and Rs. 50 thousand to the injured persons. He further maintained that all the expenses including medical treatment etc of the injured persons will be borne by the State government.



Mentioning that the rescue work is underway, he said that the rescue team comprising of Manipur Police personnel, SRDF, army personnel etc are being deployed in the area.


The Chief Minister also interacted with the people of the nearby area and expressed his gratitude to the villagers for extending their support and co-operation in the rescue mission.



 MP Rajya Sabha Shri Leishemba Sanajaoba, Chairman of Hill Areas Committee Shri D. Gangmei, Chief Secretary Dr. Rajesh Kumar, Administrative Secretaries, senior Army and Manipur Police officials and others accompanied the Chief Minister during the visit.

Noney landslides 6-dead 50 missing

June 30,2022:  AT least 6 (six) dead bodies have been found and four rescued while over 50 persons are missing following a massive landslides  that occured last night at  the Railways construction company camp site near Makhuam ( Marangching Part -5).

Consequent to the landslides Noney District has been totally blocked and innundated by the debris and mudslides  at the Izei river.

According to the locality ,some army personals and labours might have burried inside the debris .

Now ,the people living in the downstream along the Izei river bank feel apprension that once the river water break the ban and flows down then all the land and paddy fields and property will be  completely submerged .

At the same time Noney - Imphal road has been cutoff since last evening due to landslides near Kotlen. Vehicular moment diverted to Bisnupur - Khoupum road.

Rescue operation is going on till the time of filing this report.

MANIPUR sends rescue team, relief for flood-hit victims in ASSAM

UKHRUL, June 27,2022:  MANIPUR Chief Minister N Biren Singh on Monday flagged off relief goods for flood-affected people in Assam.

The Relief Assistance for Assam was flagged off from Kangla Gate in Imphal.

The items included 135 quintals of Rice, 102 bags of Dal, 120 bags of Salt and 120 boxes of Mustard, the chief minister said.

The state government has deputed 40 personnel of SDRF for rescue operations, he added.

"Flagged off the Relief Assistance for the flood-affected people of Assam at Kangla Gate today. The relief materials consists of 135 quintals of Rice, 102 bags of Dal, 120 bags of Salt, 120 boxes of Mustard oil etc. 40 personnel of SDRF have also been deputed for rescue operations," Biren tweeted on Monday.

According to reports, over 22 lakh have been hit by flood in 25 districts across Assam. Although the flood situation improved on Sunday, the death toll climbed to 126, according to the Assam State Disaster Management Authority (ASDMA).

According to the ASDMA, the flood-affected districts are Bajali, Baksa, Barpeta, Biswanath, Cachar, Chirang, Darrang, Dhemaji, Dhubri, Dibrugarh, Dima-Hasao, Goalpara, Golaghat, Hailakandi, Hojai, Kamrup, Kamrup (M), Karbi Anglong West, Karimganj, Lakhimpur, Majuli, Morigaon, Nagaon, Nalbari, Sonitpur, South Salmara, Tamulpur, Udalguri.

CM Announces Rewards for Successful conduct of  KIDNEY TRANSPLANT AT JNIMS.

IMPHAL, June, 26,2022:   CHIEF Minister  N. Biren Singh announced a reward of Rs. 5 lakh to the team of Doctors, Nurses and other technical staffs of Jawaharlal Nehru Institute of Medical Sciences (JNIMS) who were involved in successfully conduct of kidney transplant. He made the announcement while briefing the media at JNIMS today.

Three operations for kidney transplant were successfully conducted for three patients namely Shri Takhellambam Bikramjit Singh (37 years) from Wangoo Tera, Kakching, Mrs. Kimsary (41 years) from Tuisonjang Village, Churachandpur and Shri Hanso Wungleng (32 years) from Winitang, Ukhrul.

While congratulating the doctors, nurses and others, Hon'ble CM termed the first successful conduct of kidney transplant by Government Hospitals in Manipur as an huge achievement. He continued that many people of the State faced financial hardship for kidney transplant and as such the State Government had taken up certain efforts under mission mode to upgrade the infrastructure and service of JNIMS. Fortunately, operations for kidney transplant had been successfully conducted for three persons, he added.

He expressed his satisfaction that the kidney transplant for the three persons were conducted availing the benefit of Ayushman Bharat- Pradhan Mantri Jan Arogya Yojana (PMJAY) package for Kidney Transplant. The patients didn’t bear any expenses of the operation charges and medicine required. He further expressed his thankfulness to Prime Minister Shri Narendra Modi for saving the lives of many people through the scheme.

Hon'ble CM appealed to the public to avail the benefits of certain welfare schemes of the Government and sought support from the people towards the Government efforts for further development of the State.

Theme, History And Significance



THE International Day against Drug Abuse and Illicit Trafficking, also known as World Drug Day, is conducted by the United Nations. It is observed on June 26 annually. The global event highlights the physical and psychological impact of substance abuse, drug overdose deaths and drug-related humanitarian crises with an aim to eliminate the menace from society.

The event spreads awareness about the dangers of drug abuse not just to adults but also to children, who are the most vulnerable. Attention is brought to the issue of access to controlled illicit drugs for essential pain relief medications and scientific purposes. Below, we look at the theme, history and significance of the day for this year.

Theme

“Addressing drug challenges in health and humanitarian crises” is the theme for 2022’s celebration of the International Day against Drug Abuse and Illicit Trafficking. The event will address the issue of transnational drug challenges, as noted on the United Nations Office on Drugs and Crimes (UNODC) website. The current pandemic, the Ukraine-Russia war, the refugee crisis and communities devastated by violence will also be in focus.

History

During the 93rd plenary meeting of the United Nations General Assembly (UNGA) on December 7, 1987, resolution 42/112, adopted on the reports of the third committee of the General Assembly, was passed.

The date of June 26, was chosen to commemorate the campaign by Lin Zexu, a prominent Chinese politician and philosopher from 18th-19th century China who destroyed, starting June 3, 1839, about 1.2 million kilograms of opium illegally imported by British traders into China. Zexu’s successful campaign had concluded in 23 days.

Significance

The UNODC has put forward a CareInCrises campaign for this year’s celebration of World Drug Day. It highlights data from its annual World Drug Report and urges governments, world citizenry, international organisations and each stakeholder to prevent drug abuse, provide treatment, and restrict the illicit drug supply. Data based on research and evidence is shared with the stakeholders, and suggestions and solutions are provided to tackle the drug menace.

UKHRUL,June 24, 2022:  TEXTILES, Commerce & Industry and Cooperation Minister, Smt Nemcha Kipgen today reaches out to the entrepreneurs of Ukhrul District during her official visit to the District along with MLA, Ukhrul AC Shri Ram Muivah. 

During the visit, Minister Smt Nemcha encouraged the entrepreneurs to utilize the various infrastructures of the government implemented through the Department of Commerce & Industry for improving the industrial sector of the State.

Nemcha  also inspected the Ukhrul District Industries centre office at Mini-secretariat South block and meet the lone staff of Ukhrul DIC Manager  Themreiyo Awungshi who is looking after all the department requirements like a lone soldier. 


Minister informed that once the Industrial Estate of the Ukhrul District is fully functional, there will be employment generation of the local people and the nearby villages. She appealed to the people of the district to extend maximum cooperation in the proper maintenance of the infrastructures of the Department in the larger interest of the people.

And from there she visited one of the largest Handlooms and Handicraft weaving centre of Ukhrul, Ukhrul District Handlooms & Handicraft Cooperative Federation (UDHCF) centre situated at Phugreitang western side and inspected the work sheet and expressed her gratification after witnessing the entire works ethics of the society.

While addressing the gatherings at Ukhrul District Handloom and Handicraft Cooperative Federation, she stressed on the role of women in the society and said, “Women are now actively involved in policy making, which is a sign of equality and empowerment of the women folk”. She further stated that she will consult with the concerned Departments for upgradation of the infrastructures of this Centre. Smt Nemcha also expressed that she felt inspired & encouraged to witness the working style.



During the visit, the Industry Minister also inspected the Industrial Estate, Ukhrul District, Cold Storage, Site inspection for Common Facilitation Centre, District Industries Centre (DIC), Ukhrul at Mini Secretariat amongst others.

 CM proposes solarisation of State’s remote areas

IMPHAL, June, 23,22::CHIF Minister N. Biren Singh virtually inaugurated the Solar Power System for Government Health Facilities of three districts of Chandel, Churachandpur and Tamenglong at the Chief Minister’s Secretariat on Thursday.

SELCO Foundation in collaboration with the Directorate of Health Services has solarised 68 Health Centres across the three districts and provided them with energy efficient equipment, including a Radiant Warmer, Suction Apparatus, Spot light, Solar Direct Drive Vaccine Refrigerator and luminaries. The project is one of the 100 Action Points for 100 days of the State Government.

Interacting with the concerned officials of the three districts and representatives of SELCO Foundation, N. Biren Singh appreciated the SELCO Foundation and Government Officials for successfully implementing the project. He said that with the implementation of the Solar Power System, 68 Health Centres across three districts would be having 24/7 power supply.

The Chief Minister mentioned that remote areas of the State had been facing irregularities in power supply due to prolonged rainy season and its consequences like landslides and floods. He continued that the Government understands the problem faced by Health Centres in remote areas interrupting their services. As such, the Government supported the proposal of SELCO Foundation to provide uninterrupted power supply through solar power systems, he added.

He stressed on the importance of proper maintenance of the solar power projects. He suggested that a person each should be assigned in all the 68 Health Centres to look after the solar panel and other components. Training should be provided to the person in consultation with SELCO Foundation if required, he observed.

Biren also proposed CEO, SELCO Foundation Harish Hande, who attended the programme virtually, to cover all the remote areas of the State by the project and assured all possible support from the Government side.

Chief Medical Officers of the three districts expressed their thankfulness to the Chief Minister for coming up with the initiative to provide uninterrupted power supply to Health Centres, saying the Health Centres are now able to provide better health care services to the public.

Health and Family Welfare Minister Dr. Sapam Ranjan, Chief Secretary Dr. Rajesh Kumar, Additional Chief Secretary V. Vumlunmang, Director, Health Services Dr. K. Rajo and representative of SELCO Foundation also attended the programme among others.

Kohima, June, 23,2022: THE Nagaland Olympic Association (NOA) will conduct the Olympic Day run 2022 on June 25 at the Indira Gandhi Stadium in Kohima.

The race categories include those for officials and invited dignitaries (men & women); veterans (men & women); an open category for women & men, and under-16, under-14 and under-12 categories.

Except for the race for officials and invited dignitaries, cash worth Rs 1.80 lakh will be awarded to winners of the other categories.

The last date of registration is on June 23 and registrations are open for all with no entry fee. Besides the NOA office, registration forms are also available online. After a participant registers, a confirmation call will be sent out to all the participants as a reminder and information about the event on June 24.

On the day of the run, the participants will receive the bib numbers from 08:30 AM to 09:30 AM at the venue.

1961 base year for ILP

IMPHAL, June, 22, 2022: THE State Cabinet in its meeting held today, at the Cabinet Hall of the Chief Minister’s Secretariat, resolved to adopt 1961 as Base Year for determining “Native” status for implementation of Inner Line Permit System in the State. The meeting was chaired by Chief Minister Shri N. Biren Singh.

Manipur State Vision Document 2047 was also presented during the meeting. The Vision Document aims to make the State a vibrant, carbon-neutral and economically, socially and ecologically sustainable state in the next 25 years. It also includes touching and ameliorating lives of people within and beyond its borders, leveraging on its unique legacy to emerge as a sparkling Jewel of India. 

The Cabinet approved the publication of the Draft GIS Based Master Plan for Greater Imphal for the horizon year 2041 for inviting opinion and objections.

The Greater Imphal Plan aims to make Imphal a sustainable regional growth centre and gateway to Asia through appropriate land use and environment management. Further, Cabinet decided to regulate usage of land in the six valley districts of Manipur under MTCP Act and other relevant Acts. Concurrence of State Planning Authority will be mandatory for land use. 

Further, the Cabinet resolved to extend the applicability of existing guidelines for the Idea Category of the Manipur Startup Scheme for Special COVID Pandemic Economic Support. The Cabinet also approved to bring 10 villages, including Phougakchao (Ikhai), Saiton, Salankonjin, Watha Lambi, Nganukon, Leitanpokpi, Heiyaikon, Saiton Awang Ngairong and Torbung (Gram Panchayat area under Kumbi Assembly Constituency) under the jurisdiction of Phougakchao (Ikhai) Police Station, Bishnupur District.

 It was approved in the Cabinet meeting to schedule the election to 27 Urban Local Bodies including Imphal Municipal Corporation around the last week of September this year. The Cabinet also approved to extend the municipal boundary of Wangjing Lamding Municipal Council by including 17 Wards falling under 3 Gram Panchayats subject to concurrence of Rural Development & Panchayati Raj Department and delimitation under relevant Act and Rules.

The State Cabinet also reaffirmed its earlier decision to include Lilong Haoreibi Muslim - Haoreibi Makha Leikai D (of erstwhile Part 1/12 and Part 11/12 of Samurou Municipal Council) in Turel Ahanbi Atoukhong Gram Panchayat, Thoubal District. To enhance the functioning of the Department of ENT, Jawaharlal Nehru Institute of Medical Sciences, it was resolved to create 2 posts of Assistant Professor in the said Department.

To expedite the operationalization of Churachandpur Medical College, the Cabinet approved to create various Non-teaching posts and to fill up the same. It was also decided to fill up various vacant posts of different categories available at District Hospital, Churachandpur. Further, the Cabinet approved to transfer land measuring an area of 17.954 acres at Revenue Village No. 19 – Koirengei, at Thengu Chingjin to the Planning Department, Government of Manipur for construction of Integrated Conference Complex.

Nagas of Nagaland can’t survive under Pan Naga Hoho: KK Sema

DIMAPUR, June 22,2022:  POINTING out two competency clauses of the Framework Agreement (FA), K K Sema, retired bureaucrat, on Tuesday alleged that in the Naga nation, the Nagas of Nagaland cannot survive as the Pan Naga Hoho will control the upper house, and the Nagas of Manipur will also become the citizens of the Naga nation despite no integration of lands.

He stated that the NSCN (IM) cannot decide the fate of the Nagas without first discussing the FA competency clauses, and that it cannot be implemented in Nagaland if it does not want to show all of the clauses.

Sema was speaking during a consultative meeting of civil society organisations (CSO) and various tribal councils of Nagaland convened by the Nagaland GBs’ Federation (NGBF) at Hotel Saramati in Dimapur.

He added that the flag and constitution held no significance without integration, and that NSCN (IM)’s Yehzabo (Constitution) is a model of communism, and if it is implemented, the government will control all the land and public property.

He said the NSCN (IM) and Government of India were on opposing sides on the issue of ‘shared sovereignty’, adding that the flag and constitution were ‘part and parcel of sovereignty’ and ‘does not require permission from anyone’.

He further alleged that the NSCN (IM) began demanding the flag and constitution only after signing the FA.

Sema said Nagas of Nagaland affiliated with the NSCN (IM) had ‘no idea’ what was going on in the group’s top brass because all the important control points and decision makers consisted of ‘Southern brothers’, and the “words of Muivah” were revered as laws.

He also stated that the presence of too many organisations has confused the Nagas’ voice, and some tribes need to take the responsibility.

Public referendum needed

Former President of Eastern Nagaland People’s Organisation, Kekongchim Yimchunger, said the ‘early Naga solution’ phrase was not a new thing and asked how long they were going to talk about an early solution.

He said closed-door meetings and issuing resolutions were not going to solve the problem. ‘Instead, they should call the public in open ground for a public referendum and with the public mandate, they should move forward,’ he added.

He also pointed out that no one knows the competency of the agreement and if both the negotiating parties are really working on behalf of the Nagas, they should show their competency to the public within a specific time frame or they should not expect any cooperation from the people.

‘Fruits of Nagaland meant for Nagas of Nagaland’

Meanwhile, former NLA Speaker, Z Lohe said that the fruits of Nagaland were meant for the Nagas of Nagaland and if others were allowed to take the fruits from state continuously, the Nagas of the state would starve.

He added that on May 29, 2022, the United Naga Council (UNC) of Manipur issued a resolution after an emergency meeting at Senapati not to pursue early Naga solution, which the NTC had taken serious note of.

He said the ‘Nagas of Manipur feel that no solution is better for them, and there is nothing wrong about it’. Similarly, Nagas of Nagaland should also have the authority to adopt what is best for the Naga people, he added.

Lohe expressed that they have put the model of Naga integration in the laboratory of Nagaland and according to his observation, this model is found to be ‘destructive and unpalatable in a democratic world of the Nagas’.

‘As of now, population integration exists, and it is temporary but if this type of integration is regularised, it will be destructive for Nagaland,’ he said while citing the need of sending a strong voice to Delhi and Naga political negotiators, calling for a solution before election (assembly).

More than 100 participants representing 27 CSO and tribal councils of Nagaland attended the meeting.

The house also unanimously adopted the following four-point resolution during the meeting:

1. To press upon the government of India and the two Naga negotiating groups to conclude the ongoing negotiations on the basis of the understanding that has been reached between the GoI and the Naga negotiators on October 31, 2019.

2. Constitute an action committee under the nomenclature of Nagaland People’s Action Committee to carry out the voice of the people till they get the desired result; to ask the apex tribal hohos to officially delegate one representative each to be a member of the committee.

3. To stage a public rally and pursue other follow up actions.

4. The Nagas of Nagaland would stand as one entity and collectively react to any discriminative action meted out to any individual or community by any element in self-defense.

IMPHAL, June 21,2022:  ACCORDING to information received from the Department of Water Resource, following are the water level of major rivers flowing through Imphal valley area.

Imphal River at Minuthong at 5 pm on Sunday was 787.00 mm while its warning level is 785.900 mm and flood level is 786.900 mm. The water level recorded at Lilong area was 780.700 mm at 5 pm Sunday; while its warning level is 780.350 mm and flood level is 781.350 mm.

Nambul River: Water level at Hump Bridge was 782.225 mm at 5 pm; its warning level is 781.175 mm and flood level is 782.175 mm.

Thoubal River: Water level was 774.00 mm at 5 pm; its warning level is 778.915 mm and flood level is 779.915 mm.

Manipur River: The water level reached 762.200 mm at 5 pm, while its warning level is 769.280 mm and flood level is 769.300.

Iril River:  Its water level was 774.500 mm at 2 pm, while its warning level is 786.700 mm and flood level is 787.700 mm.

Nambol River  TheWater level stood at 774.400 mm at 2 pm; its warning level is 772.700 mm and flood level is 773.700 mm.

To control the situation, gate number 2 and 3 of Ithai Barrage were opened. All gates of Imphal Barrage were also opened.

IMPHAL, June 21,2022:   MANIPUR Chief Minister Nongtongbam  Biren Singh lauded  and distributed cash award of Rs.7 lakh and Rs. 8 lakh respectively to Tengnoupal and Thoubal District Police at the CM's Secretariat on Monday for massive drugs seizures.

Since the beginning of War on Drugs 2.0, the Tengnoupal police have been able to seize 3984 kgs of contraband items that include WY Tablets, Brown Sugar, Crystal Meth, among others, and worth approximately 127 crore 29 lakh and 12 thousand rupees in international market.

Nevertheless, Thoubal Police team were also appreciated with commendation certificate by CM of Manipur for busting a narcotic drug factory at Moijing Mina Bazaar where 222.85 kgs of suspected brown sugar was seized  along with 134 litres of a morphinated liquid solution on the 14th of this month.

Apply Hill Areas Land Ownership Law.


IT has been 50 years since Hon'ble President of our Indian Republic V.V. Giri on 20th June,1972 signed the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972 and 14th Chairman (HAC) assumed Office. The sacred and clear law as envisaged in the Presidential Order to safeguard the interest of the hill areas of Manipur including the land ownership drawn from ancient time remain mostly on papers only for reasons best known to the hill MLAs and the Government of Manipur. The Hon'ble Governor of Manipur is the link to safeguard the law enshrined under Article 371C and to report to the President of India if the Hill Areas Committee (HAC) was proactive and to appraise regarding the administration of the hill areas of Manipur.

Now, it is high time, the HAC in exercise of the power and responsibility assigned by the Constitution, raise the issue while the Hon'ble Governor in turn communicates the same to the Hon'ble President of India. The law enshrines in Article 371(C) of Indian Constitution providing special provision for the legislation and administration of the hill areas of Manipur in the form of HAC has become vulnerable to be sabotaged even from the side of the Head of the State Government if not taken care of in time. The Hon'ble Chief Minister, N.Biren Singh made an unfortunate remark recently on the hills as, "belonging to Mother Nature and not to any particular community". If the Chief Minister is serious, his statement is bereft of logic and venomous as for our part, we acknowledge the land ownership rights of the valley people on Imphal/Manipur Valley as they inherit from "Mother Nature" created by God.



The shrinking state of HAC and servitude countenance of the hill MLAs have brought the hill areas into such unfortunate situation where their very survival and identity are being threatened. The Chairman of HAC during the last half century time were silent on every issue affecting the hill peoples. The 20 members of HAC both ruling and opposition together opted to stand aloof when the people, the CSOs cried out from time to time for justice. The hill people need not send up representatives anymore to the Assembly if subservient elements remained unchecked. The indigenous hill peoples from ancient time owned lands and administered well without outside interferences. The Britishers knew this fact honestly and put a separate mode of administration to safeguard the interest of the hill people, took cognizance of the freedom of self-determination and the indigenous tradition of land ownership and land holding system. The Britishers knew that the hill people ought to enjoy their habitual way of life lest any alien rule of law strange to the traditional way of life should harm their means of sustenance and survival. Over and above this, it is a recognised established truth known by everyone that the traditional village boundaries of the hill areas have been maintained and safeguarded throughout the centuries and even the erstwhile Maharajas of Manipur deeply respected the rightful traditional boundaries of the indigenous hill people. It is learnt through history and elders that, sometimes the Maharajas used to carry out certain expeditions or sporadic raids in some hill pockets to force the villagers to pay tributes and forced labour who were ill-equipped to challenge the Maharajas and his men physically those days. However, the Maharajas never tried to encroach in hill areas for permanent settlement having deep sense of respect to the rightful owners of the land. This is a historical fact which nobody can deny.    

It is to state that only the "Autonomous Districts" status with Sixth Schedule or any other mode of genuine autonomous separate hill administration with specific hill land law can safeguard the land and resources of hill people. The land ownership as birth right can only sustain the hill tribes. Frequent attacks on the hills areas and land rights inherited as God given land ownership can no longer be tolerated. The dishonest policy of the State leaders facilitated by vulnerable hills MLAs as seen in Manipur Hill Areas District Council Act, 1971 (amended from time to time), clearly reflected the discrimination despite the just law provided by Article 371(C) of the Indian Constitution. The name given outside the actual Act as "Autonomous District Council" was a mockery. And yet again the Manipur Hill Areas Autonomous District Councils Act, 2000 was abruptly repealed in 2006 and the 3rd Amendment Act, 2008 omitted the term " Autonomous" and made it sure that the power and functions of the sham ADCs are even degraded further than the Act of 1971. The HAC and the right thinking leaders were helpless spectators to these hill tribals’ rights taken away systematically.

The Manipur Legislative Assembly in 1989 passed a Resolution in the disguised Bill named, "Money Bill " which incorporated the hill areas under the ambit of MLR & LR Act, 1960 (Patta System). Only 2 MLAs(J.F.Rothangliana - KNA and Ngulkhohao - MRP) walked out to the well of the house in protest. The then, HAC Chairman, I.D. Dijuanang(HAC-15/11/1988-24/02/1995) wrote to the Governor (Burney) who did not sign that and thus, the bill failed through from becoming an Act. Only those three HAC members stood up for the hill people but the remaining members latter allowed the introduction of Patta System in the hill areas through the back door (against the Act meant for Valley alone).

We are strongly opposed to the State policy of violating the just laws and the sinister designs to disrobe the land ownership rights of the hill people. We argue the Governor, the Chief Minister, HAC Chairman and all the right thinking legislators to promptly; (i) apply the laws connected to land ownership of the hill people of Manipur, (ii) re-introduce the Manipur Hill Areas Autonomous District Council (Amendment) Bill, 2021.

The hill people have been thinking that Go To Hills slogan was launched by Honble CM, N. Biren Singh to bring healing touch to the long deprived hill people of Manipur but now many hill people begin to fear that under the shadow of such alluring slogan(s), the indigenous hill people may end up losing their lands under the disguise of Forest Reserved Areas and Forest Protected Areas, etc. since MLR and LR Acts cannot be bulldozed in hill areas. Has the State Government followed the provisions of Indian Forest Act, 1927 (amended from time to time) while declaring Reserved Forests and Protected Areas in the hill areas of Manipur? If so, produce them in white paper. If the State Government claims to have followed them, show us that the provisions enshrined in Article 3 and Article 4 Clause 1, Sub-Clauses a, b & c given in Chapter II and Article 29, Clauses 1, 2, & 3 elaborated in Chapter IV of the Indian Forest Act, 1927 or any other relevant provisions of the Act have been followed in letter and spirit. If the State Government imposes anti-hill people policies, love and harmony that have been generated between the hill and valley people in the last few years might go in vain and this has the potential to jeopardize the peaceful co-existence of the indigenous people of the State.

We would like to remind the Government of Manipur that the hill people will not remain as mute spectators if their fundamental rights and identities are being threatened.
