Sep 30, 2021:  THE National Investigation Agency (NIA) has raised the cash reward against five cadres of National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) involved in the killing of Arunachal Pradesh legislator for Khonsa, Tirong Aboh from Rs 2-3 lakhs to Rs 7-10 lakhs.

On Wednesday, the investigating agency released their pictures along with their last known addresses and raised the cash reward on information leading to their arrest to Rs 7-10 lakh.

The cash reward for Apem, whose last known location was Tizit in Mon district of Nagaland, Absolon alias Baba and Victor in Ukhrul district of Manipur has been raised to Rs 10 lakh.

Meanwhile, the cash reward for James, whose last location was lodged at Sagaing state in Myanmar and Rabi in Tirap district of Arunachal Pradesh has been raised to Rs 7 lakh.

Last year, the agency announced Rs 3 lakh each for information on self-styled Lieutenant Colonel Apem, Major General Absolon Tankhul, Captain Victor Tankhul; and Rs 2 lakh each on James Kiwang and Rabi Wangno.

It is pertinent to note that Aboh and 10 others were killed when their convoy was ambushed near Pansum Thong village.

 In I Timothy the Bible says “now the Spirit expressly says that in latter times some will depart from the faith, giving heed to deceiving spirits and doctrines of demons”, one of those deceptive doctrines that is roaming the earth is the idea that all religions can “coexist”.

The Higher Committee of Human Fraternity  is now constructing a one world religious headquarters in the UAE called the Abrahamic Family House which will consist of a Church, Mosque and a Jewish Temple located all together in a complex at the Capital of the UAE.

The project is being monitored closely by the Pope, and Grand Imam Ahmed el-Tayeb of al-Azhar, who both condoned the new project.

The Abrahamic Family House, which encloses a synagogue, a church and a mosque in a single complex, and which is scheduled to be inaugurated in 2022, is 20 percent complete, the Higher Committee of Human Fraternity (HCHF) said in a statement on Tuesday. The Committee, which is also supervising the project , said it is inspired by the 2019 Document on Human Fraternity. Constructed on Saadiyat Island in Abu Dhabi, the capital of the United Arab Emirates, the project is closely followed by Pope Francis and the Grand Imam Ahmed el-Tayeb of al-Azhar, who endorsed the design, the HCHF said.

The Abrahamic Family House derives its name from the Old Testament biblical figure, Abraham, who is recognized and greatly revered by Jews, Christians and Muslims.

The Abrahamic Family House’s design, by architect Sir David Adjaye, captures. the values shared by Judaism, Christianity, and Islam, through three main buildings, including a mosque, a church, and a synagogue in one place. “As such, the complex innovatively recounts the history and builds bridges between human civilizations and heavenly messages.”

Besides the 3 places of worship, the site includes a cultural center that aims to encourage people to exemplify human fraternity and solidarity within a community that cherishes the values of mutual respect and peaceful coexistence, while the unique character of each faith is preserved.

The United Arab Emirates will build a new synagogue as part of an interfaith compound that will also house a mosque and church and is reportedly set to open in 2022.

The announcement of the Abrahamic Family House, on the Saadiyat Island in Abu Dhabi, follows a visit by Pope Francis to the UAE in February, the first by a pope to the Arabian Peninsula. During the trip, the pope signed a joint declaration with the grand imam of al-Azhar, Dr. Ahmed el-Tayeb, that called for religious tolerance and dialogue.

An interfaith council to oversee projects advancing tolerance was formed as a result of the declaration, and named the Higher Committee of Human Fraternity. The Abrahamic Family House is its first initiative.

“This is an important opportunity for all who believe in the power of faith and humanity. It will help build bridges between religious leaders and communities as well as foster peace and harmony in an era that is too often defined by difference,” said Rabbi M. Bruce Lustig, senior rabbi at Washington Hebrew Congregation, and a Jewish representative of the committee.

 SIM Cards Should Not be Issued to Minors: DoT

NEW DELHI  Sep' 021:   A person under the age of 18 cannot purchase any SIM cards from any of the telecom operators in the country. The Department of Telecommunications (DoT) has said that telecom operators can't sell any new sim card to any person who didn't cross 18-years of age. Selling a SIM card to a minor or an ineligible person will be an illegal activity by the telecom operator. According to reports, if any person wants to take a new SIM card he/she has to fill a form Customer Acquisition Form (CAF) which is a contract between customer and telecom service provider.

This form specifically states some terms and conditions which should be met by both the TSP and the customer. Since CAF is a contract between the customer and the TSP, it is governed by the Indian Contract Law, 1872. According to the law a person a person making the contract should be at least 18 years of age or 21 years in case the court has appointed him/her a legal guardian. DoT recently said that SIMs should not be given to minors in India. Since it is a contract between the TSP and the customer, only eligible adults can make the contract. So how many SIM cards a customer can purchase in his/her name? 

A person only can by maximum of 18 SIM cards. In which nine can be used for mobile calls and another nine for M2M communication.

Sep'28,021:  FIVE people have been arrested in Rajasthan for trying to cheat in a crucial exam for selection of teachers for government schools. Officials said the candidates were found wearing “slippers” with Bluetooth devices fitted in the sole.

After the first person was caught cheating in Ajmer, the police soon found an entire cheating racket involving candidates in the highly competitive Rajasthan Eligibility Test or REET for teachers across the state. Similar slippers with Bluetooth and mobile devices have been found in Bikaner and Sikar.

Police officer Ratan Lal Bhargava said, “The slippers are such that there is a complete phone and a Bluetooth device inside.


The candidate had a device inside his ear and someone from outside the examination hall was helping him to cheat.”

The police are still uncovering this elaborate fraud conspiracy, which in itself appears to be a small scale industry. Sources said the “fraudulent slippers” were “smartly manufactured” and some reports suggest that candidates for fraud could have been sold with hardware for up to Rs 2 lakhs.

Sep'27, 021:   THE  Centre is keen on resolving the Naga political issue and has invited the NSCN(IM) to New Delhi to continue the dialogue, Nagaland Chief Minister Neiphiu Rio said on Monday. Speaking to reporters on the sidelines of an official programme here, Rio said Union Home Minister Amit Shah has asked him and Assam Chief Minister Himanta Biswa Sarma to assist, and make the Naga groups come to an understanding for a solution.

On September 21, Sarma and Rio had jointly met NSCN(IM) chief negotiator Th Muivah at Dimapur, a day after the Centre’s new interlocutor AK Mishra held deliberations with him.

The chief minister revealed that during their meeting with Muivah, it was conveyed that the Centre was very keen on a solution so that peace and development can be accelerated in Nagaland.

We are also having consultations with the Government of India and sharing the mind of the Centre with the negotiating parties," he said. Rio expressed happiness that the Centre and the Naga groups have resumed negotiations to find a solution to the vexed Naga political problem.

The negotiations had been stalled because of differences in opinions on some issues for about two years, but after a long time both the Centre and NSCN(IM) have agreed to resume the talks with the new interlocutor, Mishra," he said.

Maintaining that there would be only one interlocutor from the Centre to talk to all the Naga groups, Rio said Mishra has come to Dimapur recently and held initial discussions with NSCN(IM) and the Working Committee of seven Naga National Political Groups (NNPGs).

The Centre has been holding negotiations with NSCN(IM) since 1997 and inked the Framework Agreement on August 3, 2015 while parallel dialogue commenced with NNPGs in 2017 with signing of the Agreed Position the same year.

There has been no progress in the talks since October 31, 2019, following the announcement of the completion of negotiations with all the Naga groups by then interlocutor RN Ravi.

On the likely reshuffle of his cabinet, following the formation of the United Democratic Alliance (UDA) of Nagaland — also comprising the opposition Naga People’s Front (NPF), Rio said “it is in discussion". “We are not in a hurry as we have come together on Naga political issue… Let the resumption of the talks and things get in order after which we will think about the opposition-less government," he said.

Sep'25,021:  CHIEF Minister N. Biren Singh on Saturday inaugurated Pandit Deendayal Upadhyaya Multi Utility Youth Centre at Haraorou, Imphal East. An inaugural function for the same was organized by Manipur Development Society (MDS) wherein Chief Minister N. Biren Singh, Chairman, MDS Moirangthem Asnikumar Singh and Rtd. Lieutenant General L. Nishikanta Singh shared the dais as Chief Guest, President and Guest of Honour respectively. The Multi Utility Youth Centre was constructed by Manipur Development Society.

Speaking at the occasion, Biren stated that the newly inaugurated Multi Utility Youth Centre would have facilities like gym and television connected to well informed news channels and other accessories which would be useful for youths in channelizing their energy in a positive direction. Informing that construction of nine other multi utility centres is in progress at different places both in hill and valley regions, he added that the Government was planning to construct 10 more such centres.

The Chief Minister appreciated earlier leaders like Pandit Deendayal Upadhyaya and Syama Prasad Mukherjee for their vision of eradicating poverty and advocating oneness of all communities. He also maintained that India had attained substantial growth in many sectors under the supervision of Prime Minister Narendra Modi and as such the State had also witnessed inclusive development in the last four and half years through various welfare schemes like Ujjwala, Ayushman Bharat and Jal Jeevan Mission among others.

Informing that the State Government had always aimed to provide access to all services for its people affordably, he asked the public to apply for the Manipur StartUp scheme if the latter had any innovative ideas for starting a project. He further informed that one could avail loan for different kinds of farming-related activities from Manipur State Cooperative Bank Ltd. Prevalence of work culture and hard work amongst people would contribute much in making the State self-reliant, he added. 

Regarding a proposal from the locals to construct a mini stadium at YMC Ground, Haraorou, Biren stated that he would surely look at what development could be done under the Khelo India programme. With regard to the forthcoming State Assembly Election, he appealed to the public to choose their leaders who would work with commitment for the welfare of the people.

Chairman, Manipur Development Society M. Asnikumar, while delivering his speech, appreciated the Chief Minister for his swift response in any proposal for development projects and added that construction of the Multi Utility Youth Centre had become successful under his guidance. He stated that the centre would provide certain facilities to the youths of Haraorou and would help them in harnessing their positive energies and become responsible with overall knowledge growth. He also appealed to the youths for proper maintenance of the centre so that its facilities could be utilized for the long run.

After inaugurating the centre, the Chief Minister also paid floral tributes to the portrait of Pandit Deendayal Upadhyaya on his 105th birth anniversary.

No Internet at Dozens Township in Myanmar

Nearly Two Dozen Townships in Myanmar Without Internet as Military Tightens Restrictions

Sep' 25, 021: MYANMAR's  junta has shut down phones and the internet in nearly two dozen townships in Chin state and Magway region to block the flow of information in areas where armed clashes between the military and People’s Defense Force (PDF) militias have intensified in recent weeks, residents said Friday.

On Thursday evening, cuts went into effect in Chin state’s Paletwa, Mindat, Matupi, Falam, Htantalang, Tedim, Tunzang, and Kanpetlet townships, as well as in the Magway townships of Myaing, Gangaw, and Htee Lin. The move stoked fear in residents who recalled similar tactics used by the military when it orchestrated a coup on Feb. 1 and expressed concern over a potential major offensive where they live.

A source in Chin state’s Mindat township told RFA’s Myanmar Service that all lines of communication were cut at around 6:00 p.m., affecting service for connections to all four of the country’s internet service providers—Telenor, MPT, Ooredoo, and Mytel.

“I think they did it to start a news blackout as fighting is continuing in the region,” they said, speaking on condition of anonymity.

A resident of Paletwa township named Tun Wai told RFA that internet and phone services went out at around 7:00 p.m., which he said was strange because there had been no fighting between the military and local ethnic armed organizations (EAOs) until Thursday evening.

“I’m not sure how to say this, but I think it was because of the fighting across Chin state,” he said.

Myanmar’s military has attempted to justify its overthrow of the democratically elected National League for Democracy (NLD) government by claiming the party had stolen the country’s November 2020 ballot through voter fraud.

The junta has yet to provide evidence of its claims and has violently repressed anti-coup protests, killing at least 1,123 people and arresting 6,748 others, according to the Bangkok-based Assistance Association for Political Prisoners (AAPP).

Paletwa township was the scene of severe fighting between the Arakan Army (AA) and the military under the NLD government in June 2019, which led to what observers have said was history’s longest internet shutdown there and in nearby parts of Rakhine state. Fighting subsided by the end of 2020 and in February residents were able to use the internet again to access information about the rest of the country.

Locals said Thursday’s sudden outage could be linked to fighting between junta forces and anti-junta militias in Mindat, Matupi, Kanpetlet, and Thantlang townships in southern Chin state, along the border of Paletwa.

Other townships in Magway region are facing internet cuts due to the success of PDF forces in fighting the military, sources said.

A resident of Magway’s Myaing township told RFA on condition of anonymity that although there had been no recent clashes in the area, the internet was cut off after 6:00 p.m. Thursday, forcing all businesses that rely on the internet to cease operations.

“Ooredoo and MPT were the first to lose connections, and Telenor and Mitel were disconnected later,” he said.

“We can’t do anything without internet access, such as online cash transactions.”

Cutting communications

Residents of Magway’s Htee Lin township told RFA that separate branches of the PDF in nearby Gangaw and Myaing townships had been coordinating their resistance online and that the military sought to sever their communications link through the internet blackout.

The internet has been shut down in a total of 22 townships in Mandalay, Magway, and Sagaing regions, as well as in Kachin and Chin states, since Aug. 20.

Salai Za Op Lian, deputy executive director of the Chin Human Rights Organization (CHRO), said that cutting off the internet has threatened the public’s survival and amounted to a violation of basic human rights.

“People are fleeing the war and the internet is a support line for them to survive,” he said.

Over the past few months, the public has speculated that the junta may have been planning a major offensive, noting that most of the townships affected by the internet shutdown have shown strong resistance to military rule.

Friday marked the tenth day of an internet blackout in 10 townships of central Myanmar’s Mandalay, Sagaing, and Magway, regions where residents said they have faced more harassment and arrests by the junta.

The townships of Yinmarbin, Pale, Salingyi, Kani, Mingin, Ayardaw, and Butalin in Sagaing region; Mogok and Myingyan in Mandalay region; and Taungdwingyi in Magway region have all been centers of resistance to the junta since the February coup. Residents there told RFA that the internet shutdown had impacted access to crucial information, education, trade, and financial services.

“People who have to rely on the internet now face a big problem—their livelihoods depend on online access,” said a resident of Ayardaw township, who declined to be named due to security concerns.

“I can't write advertisements now because I don't have the internet, and now I have no income … Online shopping is also important in rural areas and now everything has come to a stop. You can't simply rely on phone lines to communicate with one another.”

The source said he is now considering leaving his family behind and moving to an area where the internet is available so that he can continue to earn a living.

Increase in military harassment

In Sagaing region, the military has stepped up raids on villages and arrests of civilians that residents had previously been able to prevent with information accessed via the internet.

“Previously, we knew exactly when and how to avoid the enemy, but now we are constantly on our toes as it is no longer possible to know when or where they are coming or whether there’s any fighting going on around the region,” said a resident of Kani township.

Without accurate information, it is very difficult to make any move. Things could be better if we regained internet access—even just a bit.”

A member of the anti-junta movement in Mandalay’s Myingyan township said the military is already making arbitrary arrests following the internet shutdown there.

“The number of arrests has risen since Sept. 14. If 50 people were arrested 10 days ago, it has now become 70,” he told RFA.

There are increased guest-list checks in many areas and many arrests have been made. The mobile internet is completely down but our leaders are using text messages to exchange information.”

A resident of Sagaing’s Yinmabin township said shutting down the internet would not be enough for the military to remain in control of the country.

“The junta cut off the internet because they don’t want to relinquish power, but they can’t assume that they will be able to hold on to power by doing this,” he said.

“The people are too much against them. The more they act like this, the stronger the grievances will be. They won’t be able to rule us forever.”

Thinzar Shun Lei Yi of the Committee for the Development of Democracy (ACDD) said the junta’s decision to cut off the internet in areas where they face opposition amounts to a human rights violation.

“The resistance of the people cannot be suppressed by any means,” she said, noting that the year-long internet shutdown in Paletwa township and parts of Rakhine state had “only led to public hatred and resentment.”

“Just as the military’s plan of suppressing the opposition by cutting information off failed then, the junta’s current move will just create more enemies.”

Attempts by RFA to reach junta spokesman Zaw Min Tun for comment went unanswered Friday.

Kohima, Sep'24,021: THE Naga Cucumber, known for its sweetness has been granted the Geographical Indication (GI) tag, under agricultural products of the Geographical Indications of Goods

(Registration & Protection) Act of 1999.

Informing on this, Advisor to Department of Horticulture and Border Affairs, Government of Nagaland, Mhathung Yanthan said, It’s indeed a proud moment for Nagaland that Naga Sweet Cucumber has been granted Geographical Indication tag. GI certification will take our indigenous crops to global scale and boost farmer’s income, Yanthan added.

A Geographical Indication (GI) is a sign used on products that have a specific geographical origin and possess qualities or a reputation that are due to that origin.

The ‘Sweet Cucumber’ from Mokokchung district, which is a cucumber species not found in any other place is the third Agricultural product which was granted the GI tag from Nagaland.

The other two crops which was granted Geographical Indication (GI) tag, under agricultural products in Nagaland are; Naga Mircha, or “King Chilli” the first to receive the GI tag during April 2008 – March 2009 followed by the “Naga Tree Tomato” which received the GI tag during April 2014 – March 2015.

In the month of July, in a major boost to exports of Geographical Indications (GI) products from Nagaland, a consignment of Naga Mircha or King Chilli, also considered as world’s hottest Chilli based on the Scoville Heat Units (SHUs), sourced from Tening, Peren District, was exported to London for the first time.

In another major boost to GI tagged products, India Postal Department has launched special postal cover on GI tagged products from Nagaland, including the Naga Mircha and Naga Tree Tomato. The special postal covers have been put on display in the Philatelic Museum, New Delhi and copies are also sold all over India.

Sep'24, 021:   IN a release issued on Wednesday, TCPF stated that it is stunned by the audacity of the Joint Tribes Council to defend the chief minister's visit to Tamenglong district, as not related to the ‘Go To Hills  2.0,’ till the last minute.

However, the people can clearly see the real intention behind the visit of the chief minister to Tamenglong as a part of 'Go To Hills 2.0', in the guise of inaugurating development projects which are incomplete in reality, stated the release.

It is also clear for the people to see that the well intentioned visit as defended by the JTC has been easily flipped to become 'Go To Hills ' against which all other hill districts have been protesting in solidarity, it stated.

TCPF claimed that the leaders of the JTC have unabashedly claimed to defend the rights of the people, after having sold the rights of the people whom they claim to represent. The district administration too has been harping the same tune assuring that the chief minister’s visit is not related to 'Go To Hills', hoodwinking the public, it alleged.

TCPF stated that "it is clearly seen now that the JTC has played into the well calculated moves of the chief minister and his coteries to rebuild his image, which has taken a severe dent on the account of non-tabling of Hill Areas Committee Bill, 2021 and the move to induct MLAs from assembly constituencies belonging to non-scheduled area into HAC."

"If the JTC leaders still have an iota of self-respect left, they should own up to their grave blunder committed, and have the moral responsibility to resign immediately from their position from the JTC, and their respective tribes' organisation," the release stated.

The release continued that civil voluntary organisations leaders should work for the welfare of the people and should be connected to the pulse of the people. The JTC leaders have totally disregarded the voice of the people and moreover, misled the people, it added.

TCPF stated that, “allowing ‘Go To Hills 2.0’ in Tamenglong district should be condemned by all right thinking citizens of Tamenglong, if we are to stand up against subjugation of tribal rights and identity.”

Tamenglong Concerned People's Forum also claimed that it is not against any individuals, political parties, or organisations. However, it will stand up against any injustice, denial of rights, and entitlements to people, meted out by any individuals or organisations.

Claiming that TCPF stands for the rights of the people of Tamenglong, the forum also condemned the practice of 'Tuluai Puanmei' - carrying a person on a palanquin.

TCPF stated that “Such mentality of servitude and subservience has made it easier for leaders with vested self-interest to exploit and manipulate us and it has to be done away with.”

TCPF further stated that organisers have to be blamed for allowing such a degrading practice to be continued till today.

“It is a clear demonstration of feudal and patronizing attitude on the part of the chief minister, who as the head of the state, has a duty to speak against such practice instead actively taking part in it,” TCPF added.

The TCPF acknowledged the support of the right thinking people by responding to the call for shutdown of Tamenglong town in protest against the visit of the chief minister. The conscientious decision to stand in solidarity with other hill districts in Manipur will go a long way in the fight for the genuine rights of the tribal communities in Manipur, it added.

KOHIMA, Sept 15 : WITH the ruling and opposition parties making hectic efforts for the past few months to form an all-party government in Nagaland, all the political parties will meet on Saturday to finalise the formation of the Nagaland United Government (NUG), sources said on Wednesday.

According to the political parties, the main aim of forming the NUG is to resolve the Naga political issue involving various outfits including the NSCN (IM).

As Nagaland is heading for an all-party government, the opposition Naga People's Front (NPF) is most likely to join the NUG headed by Chief Minister Neiphiu Rio.

NPF legislature party leader T.R. Zeliang said that a joint meeting of the ruling People's Democratic Alliance (PDA), NPF and Independent MLAs would be held on September 18 in Kohima to decide about the Nagaland United Government.

He said that he was optimistic that every aspect of the formation of the NUG would be finalised on Saturday and then formal letters would be given to the state assembly speaker and the governor to change the nomenclature from PDA government to NUG.

An all-party meeting comprising the Nationalist Democratic Progressive Party (NDPP) headed by Rio, Bharatiya Janata Party, NPF and two Independent legislators was held on August 11. It agreed in principle to form an all-party government under the name of NUG.

"Our aim is very clear and transparent. We have come together to resolve the long awaited Naga political issue. We wish the Naga issue is settled before Christmas," Zeliang told the media.

Surprising the political circles in Nagaland and other northeastern states, the Centre on September 9 transferred Nagaland Governor Ravindra Narayan Ravi to Tamil Nadu. He was the government's interlocutor for the much-debated Naga peace talks, which are now in the last stages of finalisation.

Assam Governor Jagdish Mukhi has been given the additional charge as Nagaland Governor.

With the backing of the central leaders the BJP, an ally of the PDA government, in principle also supported the move for an all-party government.

The NPF, which is the single largest party in Nagaland with 25 MLAs, decided to join the proposed NUG government apparently for taking forward the Naga political issue between the Centre and Naga political groups.

Led by Rio, the NDPP with 20 members and the BJP with 12 MLAs are also the leading partners of the incumbent PDA government.

Two independent members are also supporting the government while one seat is lying vacant in the 60-member Assembly after the death of an MLA.

The latest political development comes after almost all parties in the northeastern state came together following the formation of the Core Committee on Naga Political Issue (CCoNPI) led by Rio (convener) on June 16.

Deputy Chief Minister and leader of the BJP legislature party Y. Patton said that his party is also keen to resolve the Naga political issue at the earliest.

Nagaland Pradesh Congress Committee (NPCC) said that the decision of the opposition NPF to join the PDA government "on the pretext of Naga political issue to converge into an opposition-less government" was an insult to the people of the state as they fought the 2018 Assembly polls against the BJP.

The NPCC in a statement also alleged that the main purpose for the political matrimony between the NPF and PDA was to "raid the state exchequer and enjoy the perks of office while delaying the implementation of a Naga political solution".

The Central government has been separately holding peace talks with the Isak-Muivah faction of the National Socialist Council of Nagalim (NSCN-IM) and eight other outfits which came together a few years ago under the banner of 'Naga National Political Groups' (NNPGs).

The NSCN-IM and other outfits entered into a ceasefire agreement with the government of India in 1997 and in the subsequent years and held a political dialogue since then.

The NSCN-IM, the dominant Naga group since August 1997, has held around 80 rounds of negotiations with the Centre.

As per data from business solutions provider Quess, there has been demand for niche tech skills that includes Cloud Infrastructure Tech developer, Full Stack developer, React JS developer, Android Developer and Angular JS developer. These profiles have seen a surge in the demand since last quarter.

Gaming (Unity Developers), DevOps (Bamboo, Jira) and Platforms (Salesforce, SAP HANA) have also seen a surge in skill demand.

Job hirings across India was dominated by IT Hubs Bangalore, Hyderabad and Pune, followed by Chennai, Mumbai, NCR and other key cities.

Bengaluru witnessed the highest demand (40%), followed by Hyderabad (18%) and Pune (18%).

Bengaluru witnessed high demand for Cloud Tech Developers (41%), React JS Developers (44%) and Android Developers (81%), it said.

For Full Stack Developers, Bangalore witnessed (42%) and Hyderabad (37%), while demand for skills like Angular JS Developers was evenly distributed across Hyderabad (25%), Bengaluru (21%), Gurugram (21%), Chennai (16%) and Pune (13%), the report added.

Farmers to Get Pending PM Kisan Scheme Money With Next Instalment

Sep'16, 021:   FARMERS.. who didn’t receive their previous instalments under the PM Kisan Samman Nidhi Scheme can heave a sigh of relief. According to PM Kisan Yojana, if a farmer's name is included in the beneficiary list and due to some reason the instalment gets stuck, the beneficiary will receive the money along with the next instalment.

Media reports suggest that the Government is considering doubling the amount given to farmers under the Pradhan Mantri Kisan Samman Nidhi Yojana. Under the revised scheme, farmers will get Rs 12000 in three instalments instead of Rs 6000 every year. Around 12.14 crore farmer families have benefited from the scheme so far.
A huge number of farmers didn’t receive the 9th instalment because of technical glitches in the system. However, if the farmer's name is included in the list and the money is stuck, he will receive it along with the next instalment. However, there is a condition here: The concerned farmer should ensure there is no error in his application.
Among the common reasons for the farmers not receiving their money include mistakes in Aadhaar details, bank account numbers or other details. Any such mistakes can be corrected by visiting the official portal of PM Kisan Yojana. The website that the farmer needs to visit is: pmkisan.gov.in/Grievance.aspx.

The House takes serious note of the State government's plan to go ahead with the recruitment process for appointment to various posts under the 6(six)ADCs during the absence of Elected ADCs governments in the hills.

It then decided to urged the state govt to halt the said recruitment process until the elected ADCs governments are installed in the 6(six) ADCs and cautioned that if the state government insisted on going ahead with the said recruitment process, it will be compelled to take any sorts of measures or means as deemed appropriate to uphold the dignity of the ADCs.

The House also unanimously expressed its strong resentment towards the Manipur state government for its refusal to table the ADC Bill, 2021 in the last Assembly session.

It also resolved to fully support any kinds of movements launched by the ATSUM and other hill-based CSOs until the ADC Bill, 2021 is tabled and passed in Manipur Legislative Assembly.

While strongly condemning the arbitrary actions of the Speaker of Manipur Legislative Assembly in inducting 8 valley MLAs to HAC, which is allegedly unconstitutional, the House also urged the state government not to redo such unconstitutional moves in the future.

Daughter of Kantilal Patel, a farmer and mother working in the Health Department of Surat Municipal Corporation, Maitri said that she decided she wanted to become a pilot since the age of 8 years after seeing an airplane for the first time.

She completed her 18 month course pilot training program from the United States and got a commercial license to fly planes in record 11 months. 

Maitri now wants to become a captain and fly a Boeing aircraft for which she will begin her training soon.

Imphal/Guwahati, Sep 12, 2021:  AMIDST  the Covid-19 related restrictions and dealing with the serious topographical hurdles and challenges, Manipurs Imphal will be the fourth capital city in the mountainous northeastern region expected to come on the Indian railway map within the next 27 months.

 The North-east Frontier Railways (NFR), which has already connected Assam’s main city Guwahati (adjoining capital Dispur), Tripura capital Agartala and Arunachal Pradesh’s Naharlagun (adjacent to capital city Itanagar), is laying tracks to connect the capital cities of two more northeastern states — Mizoram and Nagaland.

There is no precise plan of the NFR when Meghalaya capital Shillong and Sikkim capital Gangtok would come on the railway network as railway construction work has not even seriously started in the two northeastern states.

 NFR Chief Public Relations Officer Guneet Kaur said that the NFR (Construction) organisation is executing the Jiribam-Imphal new broad gauge railway line (111 km) project at an estimated cost of Rs 12,264.15 crore and the target date for completion of the project is December 2023.

“Eight new station buildings, 11 major bridges, 134 minor bridges, four road overbridges, 12 road underbridges and a record length of over 71,066 meter of tunnelling are being constructed,” she said. 

“Various issues related to timely completion of the project were discussed by all stakeholders. Timely completion of this project is very crucial for further extending rail connectivity to Myanmar in future, in keeping with the “Act East Policy” of the Indian government,” the CPRO said.

A senior engineer of the NFR (construction wing) said that for the first time in India, a safety tunnel for the safe evacuation of people during any emergency at tunnel number 12 has been constructed on the Jiribam-Tupul-Imphal railway line which is significant as the section would have the tallest bridge in the world and the longest railway tunnel in India.

Completion of the project will expose the rich culture of Manipur to the world, he said.

The 11.55 km long tunnel number 12 is the longest railway tunnel in India on the Jiribam-Tupul-Imphal railway line and this tunnel is longer than the famous Pir Panjal tunnel (8.5 km) on the Banihal-Qazigund line in Jammu and Kashmir.

The approximate cost for construction of this tunnel, which lies in the two districts of Manipur, Senapati and Imphal West, and is situated in the western part of the Imphal Valley, would be Rs 930 crore.

“For the safe evacuation of people during any emergency at tunnel number 12, a parallel 9.35 km long safety tunnel has been constructed as per international technical specifications. The main tunnel and parallel safety tunnel will be connected through cross passages at every 500 meter. Rs 368 crore was spent to construct the safety tunnel,” the engineer said.

The 111 km long Jiribam-Tupul-Imphal new broad gauge railway project was taken up in 2008 and was declared a ‘National Project’ owing to its importance.

The first train in the north-east region chugged out from the industrial city of Dibrugarh in eastern Assam around 140 years ago.

The NFR, one among the 17 railway zones in India, operates fully and partially in six of the eight northeastern states, excluding Meghalaya and Sikkim, and in seven districts of West Bengal and five districts of north Bihar.

The NFR engineers said the landscape, soil conditions and other natural challenges have forced the railways to invest more money and to confront diverse challenges in the northeastern region.

“Soil or earth-bearing capacity of the northeastern region is much less compared to other parts of the country. But for the railway engineers, nothing is impossible,” the NFR engineer claimed. (Agency)

RN. Ravi removed as Nagaland Gov

 Why the Stalled Naga Peace Process Led to R.N. Ravi's Removal as Nagaland Governor

11th Sep' 11,021: NEW Delhi: In a late evening announcement on September 9, the President's office declared the appointment of new governors and the reshuffling of others.

Among those who were shuffled by the Narendra Modi government was R. N. Ravi, who transferred out of the Nagaland Raj Bhavan to take over as governor of Tamil Nadu.

The appointment of Ravi, a trusted former Intelligence Bureau (IB) official who after his retirement had served at the Prime Minister's Office as the chairman of the Joint Intelligence Committee, as the governor to Tamil Nadu - a state ruled by a BJP opponent DMK - is in itself newsworthy. Under the Modi government, there is a history of 'friendly' governors in several states either smoothening the path for the BJP to form a government even after failing to get the public mandate or making intermittent attempts at interfering in the day-to-day work of an elected government run by a party opposed to the BJP.

In Ravi's case, lately, such an accusation in the corridors of power in Nagaland was common, even though it is a government led by the Nationalist Democratic Progressive Party (NDPP), an ally of the BJP which too is part of the ruling dispensation. After the news of his transfer reached Kohima, NDPP president Chingwang Konyak expectedly told The Hindu , 'He interfered in the affairs of a popular government.'

There are several examples of his 'interference' in the Neiphu Rio government in local media reports. But the bigger question after Ravi's shift from the Kohima Raj Bhavan to that of Chennai is: how should one look at this development from the prism of the Modi government's prolonged peace talks with a slew of Naga armed groups under ceasefire, particularly with the National Socialist Council of Nagalim (Isak-Muivah) [NSCN(I-M)] faction. This is because Ravi, aside from being the Nagaland governor, is still the serving interlocutor for the stalled peace talks.

For over a year now, the NSCN(I-M) supremo Th. Muivah has been quite vocal about his hostility towards Ravi, triggering a demand from the outfit for his replacement as the interlocutor. Only this would ensure that talks will proceed to a phase where the Naga Accord could indeed be signed with the Union government, bringing down the curtain on India's oldest insurgency movement.

In August 2020, Muivah had made public the clauses of the Framework Agreement signed with the Modi government in the presence of the prime minister in August 2015 in New Delhi - accusing Ravi of doctoring it. The strategic move came after Ravi and Muivah traded accusations. Soon, the NSCN (I-M) also wrote to Modi, seeking his intervention and categorically stating that the outfit had lost trust in Ravi as the interlocutor.

Clearly, the move was meant to shift all the blame for the delay in signing the peace accord on to Ravi alone, while keeping the Union government and Modi's leadership immune from it. It also aimed to send a message to the other Naga National Political Groups (NNPGs) that while Ravi might have roped them into the dialogue, it was with the NSCN (I-M) that the Modi government had signed the Framework Agreement in 2015. Therefore, the outfit's primacy in how the talks should proceed must not be challenged - either by Ravi or the NNPGs.

By then, Ravi had termed the NSCN(I-M) an 'armed gang' and had told the media that the accord would be signed 'with or without NSCN(I-M)', meaning, with the NNPGs alone. In tandem with Ravi, the NNPG convener N. Kitovi Zhimomi also gave media statements expressing their willingness to go ahead without the NSCN(I-M). Together with Ravi, Zhimomi set aside the two core demands of the I-M group - a separate constitution and New Delhi's recognition of the NSCN(I-M)'s flag as the flag of Naga-inhabited areas in the Northeast.

Ravi calling NSCN(I-M) an armed gang was self-contradictory though, considering the prime minister himself had formally flagged off the talks with the group on a ceasefire with India in a photo-op with its top leadership in 2015.

Meanwhile, New Delhi looked on silently while the souring of relations with Ravi had led the NSCN(I-M) to export out of the country three of its top military leaders. The outfit clearly sent a message to New Delhi that it is ready to go back to the jungles to wage war against India if its domination in the peace talks for a solution to the vexed Naga political issue is undermined. The battle lines were firming up in spite of close surveillance by the Indian intelligence agencies. This past August, The Wire had reported that a leaked database featured the phone numbers of the top leadership of the I-M and the NNPGs as potential targets of surveillance by Israeli spyware Pegasus, thus indicating the possibility of using such a tool to monitor their movement.

Despite Modi's 'Historic' Nagaland Deal, Top NSCN Numbers Figure in Snoop List

Overall, these developments make it clear that the strategies used by the former top IB official to squeeze out an accord from the NSCN(I-M) had backfired. Ravi, by using close surveillance and creating factions within the negotiators of the armed groups in the Northeast, hoped to hand out a watered-down deal.

Therefore, it was evident to close observers of the Naga peace talks that it was only a matter of time before Ravi was shunted out as the interlocutor.

After his removal as Nagaland governor, sources in the Ministry of Home Affairs (MHA) have told The Wire, 'Both the governor and interlocutor's positions in Nagaland are interrelated. Ravi was sent as the governor there, much to NSCN(I-M)'s dislike, to do the needful and speed up the peace process. This didn't happen. So his replacement would most likely be announced soon.'

The sources also claimed, 'Ravi will most likely be replaced by Akshay Kumar Mishra, additional/special director of Intelligence Bureau. The 1987 batch IPS officer of Rajasthan cadre has anyway been dealing with the NSCN after relations between Muivah and Ravi plunged.'

According to a source in the Nagaland government, state chief minister Neiphu Rio had two meetings with Union home minister Amit Shah in the past ten days in New Delhi. 'While the first meeting was on the Naga peace talks, the second one, held at the BJP national president J.P. Nadda's house late on September 6, was on a formula to run an all-party government in the state, which was seen as imperative to the smooth conduct of the peace talks.' The source informed, 'The meeting, aside from Shah and Nadda, also had BJP national secretary (organisation) B.L. Santosh and Assam chief minister Himanta Biswa Sarma among some others.'

The Wire has learnt that Muivah has also conveyed to the MHA that 'for the smooth conclusion of the talks, the NSCN (I-M) would need a written assurance from the prime minister himself this time.'

Muivah wants the prime minister to intervene directly and not leave the matter to bureaucrats or any of his ministers.'

Nagas Will Never Join Indian Union Nor Accept India's Constitution': NSCN (I-M) Chief

Rio's meeting with Shah is also significant considering the former had a closed-door meeting with Muivah in Dimapur prior to it. 'In that meeting, Muivah had expressed deep resentment that the Union government was trying to undermine the Naga movement led by the NSCN,' said a reliable source in Kohima. Muivah specifically mentioned the fact that on the Nagaland Statehood Day in December 2020, Ravi had installed at the Raj Bhavan a bust of Imkongliba Ao, the late president of the Naga People's Convention.

As per local news reports, the bust was unveiled by Ravi as the governor in the presence of Rio and S.C. Jamir, the former Nagaland chief minister and member of the committee which had talks with the Nehru government on the Naga issue. Those talks had led to the 16 point agreement and formation of Nagaland as a state in 1960. Jamir was one of the signatories to that agreement which, however, was rejected by several Naga leaders including Muivah, ultimately leading to the formation of the NSCN and the separatist movement. Imkongliba Ao, considered the primary force behind a movement for statehood to Nagaland, was later assassinated by the separatists.

Jamir, a former governor of Odisha, is widely viewed as 'New Delhi's man in Nagaland' and is often promoted by the BJP-RSS. After Modi became prime minister in 2014, Jamir was among a handful of governors who were left untouched.

Like Imkongliba, Jamir is also from the Ao tribe, one of the largest sub-groups of the Nagas and into which the RSS has made considerable inroads.

Ravi was clearly seen pushing the RSS-BJP agenda in Nagaland through that move. He tried to put the clock back, which was unacceptable to Muivah,' the source added.

A day before news of Ravi's removal became public, news broke that the Ministry of Home Affairs (MHA) had entered into a year-long ceasefire agreement with yet another small Naga armed group, NSCN (Nikki). It is a breakaway faction of the NSCN-Khaplang operating primarily in Myanmar. The group leader Nikki Sumi is an Indian Naga and had split with the parent group after Khaplang's death in 2017 as per their nationality and had returned home in 2019 to form his own group.

The MHA's September 8 move gets more interesting if the Naga sub-group that Nikki belongs to is taken into consideration. Like the NNPG convener N. Kitovi Zhimomi, Nikki is from the Sumi sub-group, yet another large Naga tribe who, like the Ao, mostly reside in the present Nagaland state. After the death of Isak Chisi Swu (I of the I-M faction), the top leadership of the NSCN (I-M) is largely from the Tangkhul tribe which resides largely in the Manipur-Myanmar belt. Muivah too is a Tangkhul Naga.

Therefore, the primacy of the outfit led by him as the 'voice of Nagaland' is at times questioned by a section within the communities residing in the state. Bringing in Zhimomi to the peace talks as the convener of the NNPGs by Ravi is also viewed by some political observers in Nagaland as an attempt to highlight that cleavage and help squeeze out a favourable peace deal for New Delhi.

In an interview to Nagaland Post in 2019, Zhimomi had presented the NNPGs not only as the representative of the Nagas of Nagaland but also of Nagas in other states, a statement that can be read as the creation of a competitive force to the NSCN (I-M) at the negotiating table, at Ravi's behest.

'With the addition of Nikki Sumi to the calculation, it is not difficult to gauge what would be the MHA's expectation from him,' commented a source in the Nagaland government.

Looking back at the trajectory of the Naga peace talks under Ravi, it is now clear that his aggressive and divisive moves against the NSCN(I-M) became the former Nagaland governor's object of failure.

So far, it is advantage Muivah.

Sep' 10,021:  IN a series of operations conducted from wee hours of 9 September till 10 September 2021, Tirap Police along with Assam Rifles apprehended six hardcore insurgents of various groups including NSCN IM & ENNG along with weapons and ammunition from Khonsa. 

According to Tirap Police, based on specific intelligence report regarding presence of three hardcore insurgents in general area Khonsa, a team of Khonsa Battalion of Assam Rifles and representatives of Tirap police launched a joint operation to nab these hardcore insurgents reportedly involved in extortion collection, kidnapping and nefarious activities against locals in the region of Tirap District. 

The joint team arrested three armed insurgents and based on information provided by them three more insurgents were apprehended. All the apprehensions led to a total recovery of six Pistol, live ammunition, Opium and extortion money. 

The insurgents revealed that they had  kidnapped and placed a woman, age 28, under house arrest in suspicion for passing information of underground cadres to Security Forces in Longbo village since June 2021.  

In another shocking revelation of their activities, it also came to light that they were involved in kidnapping a RWD employee from his residence in Sanliam village, Tirap and ruthlessly torturing him and extorting Rs 3 lacs from him. The RWD employee was blindfolded, handcuffed and taken to jungle where he was tortured and brutally beaten while asking him to deposit an additional Rs 10 lakhs to them. They also demanded Rs 50,000 from the GPC of Sinnu village at gunpoint. The insurgents have been involved in extortion activities, kidnapping and nefarious activities against security forces in South Arunachal Pradesh, reported Tirap Police. 

The proactive actions and relentless pursuit of these notorious underground cadres by Assam Rifles and Tirap Police have led to arrest of a number of cadres in Tirap District. The combined efforts of Assam Rifles and Tirap Police have led to restoration of faith of locals in security forces and restoring peace and normalcy in the regionregion the sources said.

UKHRUL,Sep'8,021:  THE Speaker of the Manipur Legislative Assembly on Wednesday withdrew the  September 1, 2021 order in connection with the induction of nine MLAs from the valley in the Hill Areas Committee (HAC)  with immediate effect.

The Speaker, in an order signed by Assembly secretary K Meghajit Singh, stated that the order has been withdrawn to facilitate better understanding among all stakeholders.

The withdrawal order was issued following strong condemnations by several tribal groups in Manipur, demanding that the order be cancelled.

Tribal bodies including All Tribal Students' Union Manipur (ATSUM), the All Naga Students' Association Manipur (ANSAM), the Kuki Students' Organisation (KSO), the Tangkhul Katamnao Saklong (TKS) and the Tangkhul Naga Wungnao Long (TNWL) Ukhrul, have strongly condemned the order issued for induction of eight MLAs “from the assembly constituencies of unscheduled areas” vide orders No.5/11(2)/2021-LA(Secy) on September 1 and denounced it.

They had termed the speaker's orders  “unconstitutional”.

UKHRUL,Sep'6,021:  VARIED tribal groups in Manipur, including the Tangkhul Katamnao Saklong (TKS), a student body in Ukhrul, and the Tangkhul Naga Wungnao Long (TNWL), have strongly condemned the induction of nine MLAs from the valley in the Hill Areas Committee (HAC) and denounced it. Saying that the government’s action is in violation of the constitutional rights of the hill people under Article 371 (C), they announced “non-cooperation” to the state government.

Announcing a “non-cooperation” movement against the Biren-led government for its series of alleged “anti-tribal policies”, the TKS pointed out in a release that the real threat to tribal existence, identity, land and culture is the state government itself. It warned of an all-out civil movement for a separate statehood of the hills if the situation compels.

The TKS release was issued by its president Shimri Raising and general secretary Yuimi Vashum.
AThe student body stated that it is also aware of “the aggressive territorial pursuit of the state government, targeting the Hill Areas through legislative fraud such as the Manipur International University Act, 2021 and now the newly introduced Manipur Agricultural Produce and Livestock Marketing (Promotion and Facilitation) Bill, 2021,” it added.

There is no government Khas land in the Hill Areas of Manipur, it stated, adding that the ownership of land situated in the hill villages of Manipur vests in the villagers themselves.

The student body demanded immediate revocation of the impugned Order No. 5/11/(2)/2021-LA(Secy) dated September 1, 2021 issued by the speaker and timely tabling of the proposed Manipur (Hill Areas)  Autonomous District Councils Bill, 2021 as provided under paragraph two of the Third Schedule to the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972 and Rule 12A of the Rules of Business of the Government of Manipur, 1972.

Meanwhile, the Tangkhul Naga Wungnao Long (TNWL), Ukhrul also demanded to revoke the induction of nine new MLAs to the Hill Areas Committee (HAC), while threatening to boycott any activities related with the government of Manipur unless the demand is fulfilled.

It stated that the induction of nine new MLAs from the valley to the Hill Areas Committee (HAC) is not only violating the constitutional rights of the Hill Areas under Article 371 (c).

Questioning on what basis the valley MLAs are to be inducted in the committee when they are not a party to it, it stated that the organisation will not remain silent as the matter concerns the legitimate rights of the Hill people. Such politics is bound to have disastrous impact in the valley and hill areas relations, it added.

In Churachandpur, locals led by student bodies in the district on Monday welcomed Chief Minister N Biren Singh with black flags and banners as he visited Churachandpur to launch ‘Go to Village Mission 2.0’. The people expressed their resentment and non-cooperation stance against the alleged government's indifferent attitude towards the tribals. The student bodies have on Sunday declared “non-cooperation” movement against the Manipur government until the Hill Areas Committee (HAC) ADC Bill 2021 is passed and the order issued “to include nine valley MLAs in the Hill Areas Committee” by the Manipur Legislative Assembly speaker is revoked.

Sep'6,021:  THE Supreme Court on Monday rejected a plea filed by the Manipur government against the high court directing it to frame exhaustive rules to regulate the state’s functioning in combating the spread of Covid-19.

A bench comprising Justices D.Y. Chandrachud, Vikram Nath, and Hima Kohli maintained that the high courts were bastions of ensuring that justice was done amid the Covid-19 pandemic.

The top court also pulled up the Manipur government on the condition of quarantine centres.

“Your standard quarantine centres were pathetic. There were no separate washrooms for males and females,” it said.

The bench further added that healthcare workers did not change the beddings regularly and the high court order was a calibrated order.

“We are not inclined to entertain the Special Leave Petition under Article 136 of the Constitution of India. The Special Leave Petition is accordingly dismissed. Pending applications, if any, stand disposed of,” said the top court in its order.

The Manipur government had moved the top court challenging the high court order passed on July 16 last year, directing it to constitute a “committee of experts” to advise the government on a course of action that may be adopted to prevent the spread of Covid-19.

The high court had emphasized the government should make two plans to combat the spread of Covid-19 – a short-term plan and a long-term plan.

The court had also directed the state government to frame exhaustive rules and regulations to regulate its functioning towards combating the crisis or modify suitably the existing SOPs.

ATSUM requests HAC’s stated position on induction of 9 new members

UKHRUL,Sep' 3,021:  THE  All Tribal Students Union Manipur (ATSUM) on Thursday urged the Chairman of Hill Area Committee, Manipur, and other Committee Members to make their stated position with regard to the induction of nine new members in the HAC within 72 hours or before noon of September 6, 2021.

“With regard to the Orders issued by the Secretary of the Manipur Legislative Assembly vide orders no. 5/11(2)202-LA (Secy) dated September 1, 2021 with regard to the induction of 9 (nine) new members in the Hill Area Committee, Manipur, ATSUM requests you to kindly make your stated position on the same within 72 hours (or before noon of September 6, 2021),” said a letter written to the Chairman of HAC by ATSUM General Secretary, SR. Andria.

The Tribal Body also requested the Chairman to obtained the position of the respective members of the Hill Area Committee along with it.

Mentioned may be made that the Speaker of Manipur Legislative Assembly on Wednesday issued an Orders which inducted altogether nine Legislative Members from the nine Assembly segments of the Valley area as new members of Hill Area Committee.
The Speaker inducted the new members on alledged grounds of Article 371C, Presidential Orders 1972, Delimitation Act and other relevant laws.

2 Ukl Youth Drowned at Litan river

UKHRUL,Sep' 3,021:   TWO youth reportedly drown in notorious  Litan and TM Kasom river in Ukhrul district this evening. 

The incident occurred  at around 4:45pm of September 3 in between Litan and TM section of the river.

One of the two youths was fished out dead while the other youths is still missing till the time of filing this report.

According to report four youths were travelling from Imphal and had a stoped in the river between Litan Sareikhong and TM Kasom for swimming which is near  Imphal - Ukhrul National Highway. 

The four youths are,  PS Khanthing (27years), S/o Jonathan of Tangrei, Toningam Chiphang (23 yrs), S/o Reichumthing Chiphang of Tangrei, Ukhrul have drawn on the river wave. 

The other two friends, L S Lanhor (28 yrs), S/o (L) Sangreiyo of Greenland Ukhrul and  Makanmi Saiza (26 yrs), S/O Pamring Saiza of Tangrei, Ukhrul are stated to be save. 

Amongst the four  youths - Khanthing and Tonmingam have been reportedly drowned in the river at around 4;45pm. And the incident/matter was report to the Litan Police station by the two friends after their friends were missing for over 40 minutes, the source adds. 

On hearing the news, it was reported that Liran police team under the supervision of Litan OC Apem Ngalung rushed the spot and frantically made a search operation for the drowned youths which was later joined by nearby villagers, it states. 

PS Khanthing (27years), S/o Jonathan of Tangrei lwas fished out dead around 6:45pm while Tonmingam Chiphang remain traceless till the filing of this report.
