KAKCHING, 31 July 2021:  KAKCHING Battalion of Assam Rifles under the aegis of IGAR (S) foiled smuggling of Win cigarettes and beetle nuts in Kakching district on 31 July.



ased on intelligence inputs, troops of Assam Rifles intercepted six vehicles with 13 persons moving on Kakching-Shalluk road on 31 July.

On thorough checking of the vehicles, nearly 79 boxes of Win cigarettes and 37 bags of beetle nuts were seized from the vehicles. The cost of the contraband seized is worth approx Rs 87.32 Lakhs.

Apprehended smugglers and recovered items have been handed over to Customs Department, Pallel for further legal proceedings.

IMPHAL, 31st July, 2021:   AT  about 11:00AM, received a reliable information about the delivery of a huge consignment of Betel leaf by Air India Flight 9I-741 arriving  Imphal @11: 10AM.

On receipt of the information, a team of Tulihal Airport PS led by OC TAPS and commanded by SDPO SJM and under the overall supervision of SP Imphal West rushed at the Bir Tikendrajit Imphal International Airport at @ 11: 30 AM and intercepted a consignment of 16 (sixteen) bags of Betel Leaf at the cargo delivery point of the Imphal International Airport @ 12:30 PM.

On enquiry, it is found that the said consignment of betel leaf were shipped to Imphal from Guwahati via Air India 9I-741 by one Pramod (shipper’s name) via Bhagwati Air Express Pvt Ltd (carrier agent’s name) to consignee namely, SSS at Imphal under consignment no. 09884763991 and was being received by Kangjam Jackson Singh(22) s/o (L) K. Dhananjoy Singh of Utlou Chanura Bazaar on behalf of SSS.

Since during the COVID-19 pandemic, there is an order of the Govt. of Manipur on ban of consumption of betel leaves with betel nuts, tobacco products etc. the above items comprising of 16 bags of betel leaves along with the cargo manifest were seized from the possession of Kangjam Jackson at the spot at 12:45PM and also arrested the said person @ 12:50PM by OC TAPS and the arrested person along with the seizure items were handed over to OC SJM PS for taking up further necessary legal action.

SENAPATI, 30,July,021:   THE United Naga Council (UNC) has called a lightening 12 hours “total shut down” in all the Naga areas of Manipur from midnight of August 2 till 12 noon of August 3  to demonstrate strong support to the Framework Agreement(FA) and also in protest against its failure to materialise even after prayerfully waiting for six long years,” said UNC. 

The UNC statement made available to this media said that it was doing this as a part  of observing the anniversary of the signing of the “Indo-Naga Framework Agreement” (FA) which was signed on August 3, 2015 in New Delhi. 

According to UNC, the schedule demonstration on August 3 will be done by strictly observing COVID-19 SOPs/guidelines. In this regard, UNC “directed tribe presidents” to ensure that the “total shutdown” is strictly enforced in their respective jurisdictions.

Meanwhile, All Naga Students’ Association, Manipur (ANSAM) has expressed appreciation on the initiative of the Parliamentary Core Committee on Naga Political isssue of Nagaland state government for facilitating a reconciliatory process for the “Naga Political Groups” (NPGs).

“We are grateful to all the Naga national political leaders for their leadership and standing firm and their willingness to hammer out differences towards an honorable and logical solution for our land and people,” the ANSAM  press release said.

IMPHAL,31 July:  AT least three personnel of Manipur Police sustained injuries and a police Gypsy vehicle got damaged when a team of Manipur police attempted to pull up some curfew violators at Khurai Heikrumakhong Khomidok area in Imphal East on Friday.

Police have arrested 33 persons in connection with the attack.

According to sources, on July 21, a team of police led by SP Imphal East N Herojit went to Khurai Heikrumakhong area to enforce curfew there. While they were conducting their duty the driver of the SP sustained injury when some curfew violators threw stones towards the police team. 




In follow-up action, police managed to pick up two accused persons involved in the incident. Upon interrogation the duo revealed the identity of another three individuals who engaged in pelting the stones. However, the said persons have been absconding since then.Based on a report about the violation of curfew and that the two accused persons involved in past incident stone pelting at the police vehicle were hiding in Khura Heikrumakhong area, a team of police led by Add SP (Ops) M Roni rushed to the spot on Friday morning at around 7 aM and picked up one of the perpetrators.

Following the arrest of the person, some locals gathered in the form of a mob and started attacking the police personnel by pelting stones again. Police also retaliated by firing rounds of tear gas shells. In the incident, three  cops sustained injury and a Gypsy jeep allotted to Imphal East OC Commando got damaged.

After getting the informa-tion of the violent repercussions from the civilians, a police team led by SP N Herojit and district magistrate also rushed to the spot.

Later, as many as 33 persons involved in the incident were pulled up and detained at Heingang police station.

Police source informed that the arrested individuals will be interrogated further and those who were found involved in stone pelting at the police personnel will be booked as per law. It appealed to the people not to obstruct the police from performing their duty of enforcing the curfew.

PANAJI,30 July 021: DAYS after two minor girls from North East were allegedly gang-raped in Goa, another such incident has come to light from the state. Reportedly, a girl from the North East was taken to Goa on the pretext of a job, confined and raped for three days. The incident took place in the Quepem area of the state. Reportedly, this is the third rape case reported to the state police.

The accused have been identified as Shambhunath Singh and Sudhakar Naik. Singh is a resident of Delhi while Naik hails from South Goa. Reportedly, the accused brought the girl to Goa on July 26, on the pretext of a job. 

Survivor managed to flee confinement, contacted cops

After bringing her to Goa, the accused allegedly confined the girl and raped her for three days, India Today reported. She, however, managed to escape from the flat where she was being kept by the accused on Thursday. From there, the survivor called the police control room and a complaint was registered under section 376 (rape) and 343 (wrongful confinement) of the Indian Penal Code (IPC).

Goa Chief Minister's remarks on rape:

After the gang-rape case of two minor girls came to light from the state, Chief Minister Pramod Sawant passed a few remarks that sparked a row. In the state Assembly, Sawant said that parents must introspect about why their daughters were 'out late' at night.

He added, "When 14-year-olds stay on the beach the whole night, the parents need to introspect. Just because children don't listen, we cannot put the responsibility on the government and police. "

After the remark was passed, several people slammed the CM for his problematic views on the safety of women and their right to freedom.

Japanese firm keen to offers jobs to 2000 state’s youth

IMPHAL, 29 July 2021:    RENOWNED Yazaki India Private Limited, a part of Yazaki Corporation of Japan, has offered to provide around 1500-2000 jobs to youth of the state by opening a wire harnessing unit in Manipur and expressed its interest in working together with the government of Manipur.


Welcoming the offer from Yazaki India Private Limited and assuring of providing requisite land to the company for establishing a wire harnessing unit in Manipur in consultation with the chief minister, commerce and industries minister Th Biswajit told the officials of Yazaki India Private Limited that law and order situation in Manipur has significantly improved since the coming of BJP government and hills and valley have become one.

Minister Biswajit gave the assurance during a meeting through video conferencing with officials of Yazaki from his office chamber on Thursday.

During the conference, Yazaki India Private Limited managing director Prasant Nayak said that Yazaki is world’s largest wire harnessing company and the its turnover was US 17-billion-dollar last year despite COVID-19 pandemic.
The company has been taking up a joint venture with Tata group of companies in India since 1997.

The company has 11 manufacturing plants in eight states namely Maha- rashtra, Tamil Nadu, Rajasthan, Gujarat, Karnataka, Uttarakhand, Jharkhand and Delhi and provides jobs to more than 12,000 people in these states.

The company ensures zero pollution and zero hazards and would be able to provide jobs to around 2,000 people in Manipur, he said, adding that opening a manufacturing unit of the company in Manipur would not only enhance trade with South East Asian countries but also help in improving state’s economy.

After Prasant Nayak’s speech, minister Biswajit expressed confidence that the problem of unemployment in Manipur would reduce significantly if more entrepreneurs foray into the state.

While welcoming the offer from Yazaki India Private Limited, he noted that outsiders often dread about bad law and order in Manipur but the reality is different now.

Biswajit further said that peace has returned in Manipur since the coming of BJP government and there is no blockade and conditions of roads have improved with the coming of Trans Asian highway.

He also told Prasant Nayak that rail line would reach Imphal in the coming few years and assured of providing the land required for opening a manufacturing unit of the company in consultation with the chief minister in the state cabinet meeting.He also invited Prasant Nayak to visit Manipur, if necessary.
The video conference was attended by commissioner (textiles, commerce & industries) RK Dinesh, joint secretary Mercina Panmei, director Lourembam Bikram from the side of government of Manipur while Yazaki India Private Limited was represented by CEO PV Raju and assistant vice president Deepa Dinesh besides Prasant Nayak.It was also agreed at the end of video conference that the two sides will communicate again after 15 days.

UKHRUl July 29,2021:  IT was an entirely different sight when Manipur yesterday proudly welcomed its daughter Mirabai Chanu who had deservedly clinched a Silver Medal in the 49 Kg category in Women’s Weightlifting, Tokyo 2020. It was in fact a 21-year-long wait for India for a medal in weightlifting. Hundreds gathered in the Bir Tikendrajit International Airport while another hundreds stood by the streets to welcome the champion._


The grand reception however received mixed responses as Manipur reels under the relentless impact of the COVID-19 Pandemic. Due to the surge in covid cases, a statewide curfew was announced from 18 -27, July, 2021, with only limited activities allowed. In a video message to the people, the Chief Minister, N. Biren Singh had requested the people to Stay Home while also warning that strict actions will be taken against any curfew violator.


 

As multiple videos surfaced in various online platforms yesterday, many people took the irony of the government and the Chief Minister in particular to ridicule and question the government of its real intention of the curfew. In the videos, hundreds of people were seen massed up in the airport as well as in the streets without minimal adherence to SOPs currently being enforced within the state.


Many were left to wonder if the government had no real concerns for the surging pandemic at all, especially when the Chief Minister himself was present in the reception programme. People responded with incredulity while they deprecate the decisions of the government and its law enforcement agencies. More so, the government was criticised for disregarding the law ,while on the other hand, even the daily wage earners are exacted by the government to strictly adhere to the SOPs.


 The confusion and discontentment over the incongruity of the government intensified when the extension of the curfew for another 7 days was announced on that same day. What is the use of curfew when the government can repudiate it anytime and anywhere as they please, and when law makers become law breakers?

Hongkongers should learn from how Britain treated the Gurkhas

    Britain’s sudden interest in Hongkongers’ welfare is not about democracy or rights, but about securing a post-Brexit workforce and destabilising China.

BRITIAN'S recently adopted policy to grant Hongkongers with British National (Overseas) passports a pathway to citizenship in the UK seems to be a pretty generous offer. Indeed, many Hongkongers have already taken advantage of it.

But there’s also something puzzling about this policy: it is the most interest the British have shown in Hong Kong’s internal affairs since they handed the city back to Chinese sovereignty in 1997.

One wonders, why the sudden change of heart? After all, the British ruled Hong Kong for more than 150 years before the handover.

The explanation given by the British government for the BN(O) scheme was familiar. Under Chinese rule – so the British claimed – democracy, human rights, freedom of speech and press freedom had all eroded drastically, creating an unsafe environment for Hongkongers.

This “explanation” mystified me. What part of Hong Kong were they talking about, I wondered.

I have been living in Hong Kong since 1980 yet, despite not coming from mainstream society, I have never felt my freedom or rights were ever in danger.

And as for democracy, Hong Kong has never been one, even under the British. You cannot take away things that do not exist.

In fact, rather than answer anything, the British “explanation” raises two serious questions.

The first concerns why the British did not seriously try to introduce any democratic policies in Hong Kong during their long period of rule (barring the mischievous last-minute endeavour by the last British governor Chris Patten; whether this was aimed at making or breaking Hong Kong is another story).

Secondly, why have the British started caring so much about Hongkongers now, almost a quarter of a century after leaving? Why the sudden generosity after remaining so quiet and indifferent for such a long time? Why now? Isn’t it strange?

The answer is twofold: Brexit and China.

Brexit cost the British access to the European Union’s market and its vast pool of workers. Britain hopes to fill that void with young Hongkongers with their business know-how, skill and expertise. It also hopes rich Hongkongers can stimulate the stalling British property sector to give a much-needed boost to its Covid-ravaged economy.

Then there is China. With the country overtaking the developed world in various sectors the West has got scared and is trying to whack the new kid on the block by any means possible. The Five Eyes spying alliance, of the United States, Canada, Britain, Australia and New Zealand, felt it could not just sit there and watch its power seep away. Instead it saw Hong Kong – the only place within Chinese jurisdiction where its agents can move around and work freely – as an easy target. Its spies provoked the Hong Kong protests and as a result the city faced unprecedented turmoil and chaos. The rest is history.

Take China out of the equation, and I can assure you that nobody would be talking about Hong Kong right now.

You would have to be naive to think that the British genuinely care about Hongkongers. Britain’s offer is all about national interest. Hongkongers are a helpful tool used to achieve its goal, which is to irritate and destabilise China.

Perhaps, Hongkongers can learn a thing or two from the British-Gurkha relationship.

Men from the hillsides of Nepal began joining the British Army in 1815, right after the end of the first phase of the Anglo-Gurkha War of 1814-16. They have been serving the British Crown ever since.

The Gurkhas played an essential role in establishing the British Raj in India and fought for the British in Afghanistan, what was then Burma, Tibet and in countless other conflicts.

In the first world war alone, tiny Nepal, with a population of around five million, sent over 200,000 Gurkhas to fight for the British. One in 10 never returned. In the second world war over 250,000 Gurkhas fought alongside the British and more than 33,000 never returned.

After India’s independence in 1947, the Gurkhas were split between the Indian and the British armies, and the British garrison moved to what was then Malaya and Singapore.

The Gurkhas fought two bloody wars in Southeast Asia, surviving the Malay Emergency and the Borneo Confrontation before moving in 1971 to Hong Kong where they helped contain the illegal immigrant crisis of the early 1980s.

After 1997, the Gurkhas moved to the UK and continued to take part in operational duties around the world.

Indeed, in the past 200 years there has not been a single war fought by the British in which Gurkhas did not fight alongside them to prove their loyalty.

And yet, the British have taken the Gurkhas for granted and mistreated them disgracefully.

Between the second world war and 1994, Gurkhas were paid 10 times less than their British counterparts. Meanwhile, those severely injured in either of the world wars were sent home without severance pay or pensions.

When the British left Hong Kong two-thirds of the remaining Gurkhas were sent packing, many of them forced to die in poverty back in the villages of Nepal.

To fight against the discrimination, inequality, and disparity they faced in the British Army, the Gurkhas have been campaigning for justice since the early 1990s.

They have won some rights along the way, including in 2009 the right of abode in the UK for both Gurkhas and their families.

Still, some grievances remain and need to be resolved. The Gurkhas have drawn up a list of 13 issues, mostly relating to pensions, welfare and legal issues facing Gurkha children coming to the UK. They have appealed to the British government and took to the streets of London in protest on June 15 and July 1, 2021.

Should the British government continue to ignore them, three Gurkha veterans will start a hunger strike at Downing Street on July 21 and starve themselves to death.
Generations apart: Hong Kong Gurkhas and their offspring

Nepal, as a sovereign country, has never been a British colony. And yet, Nepal has for the past 206 years let the British go there and select its best youths to join its army and risk their lives in its battles.

Nepal has always treated Britain as its best friend, yet in return the British have exploited and abandoned the Gurkhas, so much so that they haven’t even updated the 1947 treaty signed between Britain, Nepal and India surrounding their use.

Meanwhile, due to a lack of vaccines and proper medical facilities, Nepal has been overwhelmed by the coronavirus pandemic
and is struggling to save its people from the deadly virus.

Despite repeated requests by the government and other organisations, the British have failed to provide a single vaccine dose for Nepal. Consequently, many people have died, including Gurkha veterans.

If the British can treat the Gurkhas, their loyal friends of over 200 years, with such cruelty and apathy, how do you think they will treat Hongkongers?

UKHRUl, JULY 29,2921: THE Naga People’s Front (NPF) today asked the state Government to review its July 17 notification directing state Government employees for compulsory vaccination, terming it a violation of Fundamental Rights guaranteed under the Constitution of India.


The NPF press release issued by its Press Bureau,  said, “The State Government’s directive for compulsory vaccination of State Government employees vide No. NSDMA-ER-COVID 19/30/2020(Part-II)/5515 dated July 17, 2021 is unreasonable and dictatorial in nature. Neither imposition of forceful vaccination nor demanding COVID-19 negative test report every 15 days on the expense of employees will go down well with any State since the same is not only a clear violation of human rights challenging Article 14 & 21 of the Indian Constitution but a Contempt of Court”.


   It said COVID-19 vaccination is voluntary and the same is validated by the Union Ministry of Health and Family Welfare and the binding precedents of the Supreme Court of India, adding the judgments of the Mizoram High Court and Meghalaya High Court are also clear illustrations that Covid-19 vaccination is purely voluntary.

“COVID-19 vaccination is not mandatory and as such, no one can be forced, coerced, lured, or pressurized to take the vaccine. Individual freedom includes the right to control one’s health and body, free from any interference and therefore, imposing forceful vaccination on its employees by the State Government can only be seen as a deliberate abuse of power”, it said.


Stating that no citizen of the State can be subjected to medical or scientific experimentation without his free consent, the NPF said the state Government cannot consider the COVID-19 vaccine as completely safe since several people around the world have died or suffered from severe adverse effects after COVID-19 vaccination. “Furthermore, there is no guarantee that a vaccinated person will not be infected with COVID-19 after inoculation”, it added.

UKHRUL, 29 July, 2021:  THE Tangkhul Katamnao Saklong (TKS/Tangkhul students  union) is seeking prompt government action from the State Chief Minister on the matter of Manipur Civil Service Combined Competitive Examination – 2016 (MCSCCE-2016).

       

     TKS applauds the leadership and initiatives undertaken by the  Chief Minister  N. Biren Singh so far that have noticeably improved the situation of law and order and overall conditions of the state. 

       In a press statement signed by TKS president Eno. Shimri Raising and Ql. Yuimi Vashum Secretary made available to this media states that the interest of the youth, today we would like to express our deep concern for the imbroglio surrounding the MCSCCE 2016 conducted by the Manipur Public Service Commission (MPSC). When the judgment was passed on 18 Oct. 2019, the general expectation was that, those who were liable for causing the MCSCCE 2016 examination to be quashed would be swiftly penalized.

      However, even after almost two years, not even one person has been held and penalized the press statement alleged. The Hon’ble High Court had observed “It is the right time for the MPSC or for that 

matter, its staff or officials to be penalized for their misdeeds which they have been doing for the last many years and if not penalized now, they would continue to do so in future at the cost of public interest and public money” (page 149), and termed MPSC’s rules as “half baked” (Page 150).


The TKS furture said MCSCCE 2016 imbroglio has not only brought great shame to the State of Manipur, but has also hindered the aspiration of genuine aspirants, and exacted unbearable cost to the ex-officers/selected candidates who were terminated from service after about two-and-half years because of the misdeeds of MPSC. 

The students community do not want to inherit a system where, after succeeding in a competitive examination, our life can be 

so devastatingly destroyed by the incompetence of an agency which is supposed to be the premier recruiting organ of the State, and a constitutional body. We have come to learn that no guilty staff or officials of the MPSC are penalized yet. It is also very disturbing that MPSC has not expressed any remorse, there has been no sign of MPSC conducting any internal inquiry or making attempts to rectify its half-baked rules. We understand that penalizing the guilty and making rules that meet national standards are pre-requisites for all future exams of MPSC.

So for this sorry state of affairs, we make this appeal to the office of the esteemed Chief Minster, to urgently take actions to identify and penalize the persons responsible for the MCSCCE 2016 imbroglio, and to make the findings public, so that the State’s 

Civil Service Recruitment can resume at the earliest with public confidence. It is also petitioned that the government 

should concomitantly take appropriate action to protect the genuine and innocent. No citizen should suffer for the fault and crimes of other, the press statement adds.

UKHRUL,July 13,021:   EVERY-persons passing through National Highway 202 major Ukhrul - Imphal roads a few 28-29 kms from Ukhrul towns will witness a pleasant transformation.

    To give aesthetic look for citizens and commuters and to increase the green cover, Multi-Layer Avenue Plantations (MLAP) with ornamental plants plantation was being taken up today on either side of the main roads initiated jointly by Shangahak police station, Kamjong forest department and Patkai Christian Academy (PCA)authority at road stretches of PCA and inside the Academy complex.

The  plantation projects was taken up under the motto, 'Our survival depends on the survival of plants and animals '.

As per the suggestions by the Forest Department ornamental  plants like Leihao, Uningthou ,Thuga ching,flowering shrubs and ect etc were planted in and around the PCA.

UKHRUL, May 12,021:  UKHRUL District Hospital(UDH) the secondary referral level, responsible for the district to provide comprehensive health care services to the people in the district at an acceptable and sensitive to the needs of people and centres is unable to deliver the services it means to be. 


In an independent investigation made by this journalist today on the ground reality  of problems and difficulties face by the UDH it was found/learn that due to lack of doctors in the district hospital, many patients’ lives have been claimed because of having to travel 84 kilometers to reach the capital of the state, Imphal. 


While talking with the CMO of Ukhrul District Hospital Dr. Kapangring A. Shimray said that seven(7) doctors from UDH were transferred last year and six(6) doctors are supposed to be posted an join at UDH on April 12 last but they are yet to give their joining report till today. The same have been officially acknowledged to the director and we are expecting positively, he said. 


The negligence of the Public Health Care System by the state government must come to an end. We believe that this is a critical issue that needs to be addressed with urgency at this crucial time of COVID-19 pandemic, and that the state government must take responsibility to immediately improve the Ukhrul District Hospital, opions Albert Shaiza a social worker. 


What we need the most at present includes specialists in Anesthesia, Sinologists, Orthopedics, blood Bank, surgeon etc but amongst this we immediately required Anesthesia as without it our UDH ICU will be helpless and many untold incident may befall in days to come said one doctor who refused to take his name. 


It is pertinent to mentioned that shortage of doctors, nurses, medical equipment and facilities have failed the Ukhrul District Hospital to function as a reliable public health care system and such negligence from the part of the state government has caused various deaths, whether directly and indirectly. 


The Ukhrul District Hospital is currently a 50-bedded hospital with a capacity to expand 100 beds which is still underway say only 75 percent was completed which also clearly reflects the negligence of the authority as the rooms expansion lays untouched as of now.  Yet, even with the 50 bedded capacity, it is a shame how the state government has always kept the hospital short of medical equipment and health personnel, it stated.


UDH is supposed to house 30 doctors at the least (21 Specialist doctors, 9 Medical Officers), the Ukhrul District Hospital has just 15 doctors, i.e. 8 Medical officers and just 7 Specialist doctors.


The current 50 bedded hospital should be fully staffed with 30 doctors; 21 Specialist Doctors, 9 Medical Officers. This will not only improve the healthcare system but will also be convenient for the citizens of Ukhrul, where they can get treated in the town itself without having to travel long distances spending thousands and thousands, a front line worker adds. 


It stated that the absence of a basic wing such as a Blood Bank clearly shows the negligence of the state department. For name sake, ECG and Ultrasound equipment are installed but with no one to man the machines, it added.


There have been uncountable cases where patients have died while on the way because the District Hospital had no medical personnel and/or equipment to treat the patient.

 Fund embezzlement, prolonged centralization dog Tribal Affairs & Hills Dept in Ukhrul



UKHRUL, Dec 16,020: Much contrary to the stated objectives to work for development of the tribals, the existence of Tribal Affairs and Hills (TA&H) Department in Ukhrul district has been rendered meaningless without being assigned any developmental schemes for the tribals worth its name.


Years of continued centralization coupled with unbridled embezzlement of funds by unscrupulous officials has been largely blamed for the sorry state of affairs within the department.


The disturbing revelation came to light when TOM TV conducted an independent investigation into the alleged anomalies besetting the department for years.


Though the government claimed that the TA&H department has been decentralized in line with other government departments, all developmental schemes meant for the tribals are being implemented from the State Directorate office in Imphal, according to a highly placed source.


Disclosing that TA&H Ukhrul is left in the dark about any schemes implemented by the department from time to time except Scholarship funds distribution, sources told TOM TV that the district department has been made a dummy one with only three staffs consist of DO in charge cum deputy director base at Imphal, AE and one LDC to guard the empty offfice chambers at Ukhrul mini Secretariat currently. 


It is learnt that Centre is providing various schemes like health care, water supply, housing, animal husbandry, inter village road connectivity etc under the department but the State government has continually left the district department out of the implementation aspect.


At the same time, the contract for building of staff quarters and subsequent repairing of the department's old office building located at Phungreitang East near 6th Manipur Riffles headquarters has been a playing card for some unscrupulous departmental officials to indulge in fund embezzlement.


Sources informed that both the contract works were covertly executed by certain contractors working hand in gloves with high ranking officials of the directorate at Imphal some 15-20 years ago, it adds. 


However, the quarters have not been built with just a single wall erected, while mere whitewash was found done as repairing though bills for the works were drawn a year or decades ago sources added.


Even the contract amount was not disclosed to the district department, sources alleged. Surprisingly, the quarter's wall was found erected above the old office building whose pillars are already crumbling from years of neglect.


Sources said that owing to fear of the ramshackle building crumbling and leaking, the department shifted to the district mini secretariat in 2012 .


The department of TA&H aims for protection of ST people from atrocities through the provisions made under the Protection of Civil Rights Act, 1955 and the Scheduled Tribes (Prevention of Atrocities), Act.1989, apart from promoting Socio economic condition of the ST people through implementation of various developmental programmes and it is also supposed to preserve rich cultural heritage of the ST people through systematic collection, documentation and preservation through Tribal Research Institution.

UKHRUL, Sep'18, 2020::THE Eastern most frontier of Manipur Zingshophai or Choro village under Kamjong district is in serious treaths by Myamar annaxing around 3.7 kms recently shaking the international border boundaries. 


Zingshophai/Choro village is located between border pillar numbers 5, 6 and 7 and is 49 kms away from district headquarters Kamjong. 


In an exclusive interview with Qr. Kaphungyui who is the Headman of Zingshophai Choro village said that a memorandum was submitted to former Prime Minister Dr Manmohan Singh, former CM Ibobi Singh after learning that the State Government was dealing with Myanmar for exchange of land.

The memorandum clearly highlighted the stand of the villagers and their stand against the proposed inclusion of Zingshophai Choro village to Myanmar while relocating boundary pillars.


The villagers had even personally highlighted the matter to Chief  Minister N Biren Singh in 2018 for resurvey and correction of erected international border pillars. 

Despite CM N Biren Singh's assurance, nothing has been initiated from the side of the State Government to resolve the issue, said the village Headman.


The villagers urged the State Government to act swiftly in order to save and protect Zingshophai Choro village.

He further mentioned that in 2004, the State Cabinet decided to relocate 3.7 sq. kms of the village to Myanmar for exchange of land without consulting the village. The villagers strongly opposed the move and had raised their voice to withdraw State Cabinet decision, said the Headman.


“We will continue to defend our land from any intrusion,” Kaphungyui said and added that Zingshophai Choro village is a hill house taxpaying village being inhabited by the Tangkhul community under Kamjong  district since time immemorial.

Zingshophai Choro village has a total population of 235 people and there are about 53 houses in the village.

All developmental activities such PMGSY, MGNREGS , IWMP etc are implemented by the State Government.

Considering all the historical facts and for peaceful co-existence, the State Government should act immediately, added the Headman.


The Headman also asserted the rights of tribals as enshrined in the Constitution of India and referred to Article 371(C) which has special provisions given to the Hill Areas Committee (HAC).Urging the tribal legislators, who are all members of HAC, the Headman said that they are empowered by the Constitution to protect the rights of tribals. 


The Tangkhul Naga Long (TNL) apex civil organization of Tanglhul) has also strongly opposed the moved to hand over the said land to Myanmar by annexing and graping  the land  through State Government's knowledge to move  and gift away Zingshophai/Choro village to Myanmar in return for land at some other place  said the Headman.
