IMPHAL, June 30,2022: CHIEF Minister Shri N. Biren Singh today visited Tupul Railway Construction Camp, Noney where the unfortunate landslide had occurred last night leaving several casualties and dozens buried alive.

        Speaking to media persons, Chief Minister Shri N. Biren Singh conveyed his deepest condolences and shared grief with the bereaved family members. He informed that an emergency meeting was held in the morning and the government has decided to provide ex-gratia of Rs. 5 lakhs to the next of kin of those deceased and Rs. 50 thousand to the injured persons. He further maintained that all the expenses including medical treatment etc of the injured persons will be borne by the State government.



Mentioning that the rescue work is underway, he said that the rescue team comprising of Manipur Police personnel, SRDF, army personnel etc are being deployed in the area.


The Chief Minister also interacted with the people of the nearby area and expressed his gratitude to the villagers for extending their support and co-operation in the rescue mission.



 MP Rajya Sabha Shri Leishemba Sanajaoba, Chairman of Hill Areas Committee Shri D. Gangmei, Chief Secretary Dr. Rajesh Kumar, Administrative Secretaries, senior Army and Manipur Police officials and others accompanied the Chief Minister during the visit.

Noney landslides 6-dead 50 missing

June 30,2022:  AT least 6 (six) dead bodies have been found and four rescued while over 50 persons are missing following a massive landslides  that occured last night at  the Railways construction company camp site near Makhuam ( Marangching Part -5).

Consequent to the landslides Noney District has been totally blocked and innundated by the debris and mudslides  at the Izei river.

According to the locality ,some army personals and labours might have burried inside the debris .

Now ,the people living in the downstream along the Izei river bank feel apprension that once the river water break the ban and flows down then all the land and paddy fields and property will be  completely submerged .

At the same time Noney - Imphal road has been cutoff since last evening due to landslides near Kotlen. Vehicular moment diverted to Bisnupur - Khoupum road.

Rescue operation is going on till the time of filing this report.

MANIPUR sends rescue team, relief for flood-hit victims in ASSAM

UKHRUL, June 27,2022:  MANIPUR Chief Minister N Biren Singh on Monday flagged off relief goods for flood-affected people in Assam.

The Relief Assistance for Assam was flagged off from Kangla Gate in Imphal.

The items included 135 quintals of Rice, 102 bags of Dal, 120 bags of Salt and 120 boxes of Mustard, the chief minister said.

The state government has deputed 40 personnel of SDRF for rescue operations, he added.

"Flagged off the Relief Assistance for the flood-affected people of Assam at Kangla Gate today. The relief materials consists of 135 quintals of Rice, 102 bags of Dal, 120 bags of Salt, 120 boxes of Mustard oil etc. 40 personnel of SDRF have also been deputed for rescue operations," Biren tweeted on Monday.

According to reports, over 22 lakh have been hit by flood in 25 districts across Assam. Although the flood situation improved on Sunday, the death toll climbed to 126, according to the Assam State Disaster Management Authority (ASDMA).

According to the ASDMA, the flood-affected districts are Bajali, Baksa, Barpeta, Biswanath, Cachar, Chirang, Darrang, Dhemaji, Dhubri, Dibrugarh, Dima-Hasao, Goalpara, Golaghat, Hailakandi, Hojai, Kamrup, Kamrup (M), Karbi Anglong West, Karimganj, Lakhimpur, Majuli, Morigaon, Nagaon, Nalbari, Sonitpur, South Salmara, Tamulpur, Udalguri.

CM Announces Rewards for Successful conduct of  KIDNEY TRANSPLANT AT JNIMS.

IMPHAL, June, 26,2022:   CHIEF Minister  N. Biren Singh announced a reward of Rs. 5 lakh to the team of Doctors, Nurses and other technical staffs of Jawaharlal Nehru Institute of Medical Sciences (JNIMS) who were involved in successfully conduct of kidney transplant. He made the announcement while briefing the media at JNIMS today.

Three operations for kidney transplant were successfully conducted for three patients namely Shri Takhellambam Bikramjit Singh (37 years) from Wangoo Tera, Kakching, Mrs. Kimsary (41 years) from Tuisonjang Village, Churachandpur and Shri Hanso Wungleng (32 years) from Winitang, Ukhrul.

While congratulating the doctors, nurses and others, Hon'ble CM termed the first successful conduct of kidney transplant by Government Hospitals in Manipur as an huge achievement. He continued that many people of the State faced financial hardship for kidney transplant and as such the State Government had taken up certain efforts under mission mode to upgrade the infrastructure and service of JNIMS. Fortunately, operations for kidney transplant had been successfully conducted for three persons, he added.

He expressed his satisfaction that the kidney transplant for the three persons were conducted availing the benefit of Ayushman Bharat- Pradhan Mantri Jan Arogya Yojana (PMJAY) package for Kidney Transplant. The patients didn’t bear any expenses of the operation charges and medicine required. He further expressed his thankfulness to Prime Minister Shri Narendra Modi for saving the lives of many people through the scheme.

Hon'ble CM appealed to the public to avail the benefits of certain welfare schemes of the Government and sought support from the people towards the Government efforts for further development of the State.

Chief Secretary Dr. Rajesh Kumar, Director, Health Services Dr. K. Rajo, Director, JNIMS Shri Laishram Deben were also present during the press briefing.

International Day Against Drug Abuse And Illicit Trafficking 2022:


Theme, History And Significance



THE International Day against Drug Abuse and Illicit Trafficking, also known as World Drug Day, is conducted by the United Nations. It is observed on June 26 annually. The global event highlights the physical and psychological impact of substance abuse, drug overdose deaths and drug-related humanitarian crises with an aim to eliminate the menace from society.

The event spreads awareness about the dangers of drug abuse not just to adults but also to children, who are the most vulnerable. Attention is brought to the issue of access to controlled illicit drugs for essential pain relief medications and scientific purposes. Below, we look at the theme, history and significance of the day for this year.

Theme

“Addressing drug challenges in health and humanitarian crises” is the theme for 2022’s celebration of the International Day against Drug Abuse and Illicit Trafficking. The event will address the issue of transnational drug challenges, as noted on the United Nations Office on Drugs and Crimes (UNODC) website. The current pandemic, the Ukraine-Russia war, the refugee crisis and communities devastated by violence will also be in focus.

History

During the 93rd plenary meeting of the United Nations General Assembly (UNGA) on December 7, 1987, resolution 42/112, adopted on the reports of the third committee of the General Assembly, was passed.

The date of June 26, was chosen to commemorate the campaign by Lin Zexu, a prominent Chinese politician and philosopher from 18th-19th century China who destroyed, starting June 3, 1839, about 1.2 million kilograms of opium illegally imported by British traders into China. Zexu’s successful campaign had concluded in 23 days.

Significance

The UNODC has put forward a CareInCrises campaign for this year’s celebration of World Drug Day. It highlights data from its annual World Drug Report and urges governments, world citizenry, international organisations and each stakeholder to prevent drug abuse, provide treatment, and restrict the illicit drug supply. Data based on research and evidence is shared with the stakeholders, and suggestions and solutions are provided to tackle the drug menace.

UKHRUL,June 24, 2022:  TEXTILES, Commerce & Industry and Cooperation Minister, Smt Nemcha Kipgen today reaches out to the entrepreneurs of Ukhrul District during her official visit to the District along with MLA, Ukhrul AC Shri Ram Muivah. 

During the visit, Minister Smt Nemcha encouraged the entrepreneurs to utilize the various infrastructures of the government implemented through the Department of Commerce & Industry for improving the industrial sector of the State.

Nemcha  also inspected the Ukhrul District Industries centre office at Mini-secretariat South block and meet the lone staff of Ukhrul DIC Manager  Themreiyo Awungshi who is looking after all the department requirements like a lone soldier. 


Minister informed that once the Industrial Estate of the Ukhrul District is fully functional, there will be employment generation of the local people and the nearby villages. She appealed to the people of the district to extend maximum cooperation in the proper maintenance of the infrastructures of the Department in the larger interest of the people.

And from there she visited one of the largest Handlooms and Handicraft weaving centre of Ukhrul, Ukhrul District Handlooms & Handicraft Cooperative Federation (UDHCF) centre situated at Phugreitang western side and inspected the work sheet and expressed her gratification after witnessing the entire works ethics of the society.

While addressing the gatherings at Ukhrul District Handloom and Handicraft Cooperative Federation, she stressed on the role of women in the society and said, “Women are now actively involved in policy making, which is a sign of equality and empowerment of the women folk”. She further stated that she will consult with the concerned Departments for upgradation of the infrastructures of this Centre. Smt Nemcha also expressed that she felt inspired & encouraged to witness the working style.



During the visit, the Industry Minister also inspected the Industrial Estate, Ukhrul District, Cold Storage, Site inspection for Common Facilitation Centre, District Industries Centre (DIC), Ukhrul at Mini Secretariat amongst others. 

Warmly received by Locals with Traditional Tangkhul Shawl & Handicraft items. Memorandum also submitted by varied societies.

 CM proposes solarisation of State’s remote areas

IMPHAL, June, 23,22::CHIF Minister N. Biren Singh virtually inaugurated the Solar Power System for Government Health Facilities of three districts of Chandel, Churachandpur and Tamenglong at the Chief Minister’s Secretariat on Thursday.

SELCO Foundation in collaboration with the Directorate of Health Services has solarised 68 Health Centres across the three districts and provided them with energy efficient equipment, including a Radiant Warmer, Suction Apparatus, Spot light, Solar Direct Drive Vaccine Refrigerator and luminaries. The project is one of the 100 Action Points for 100 days of the State Government.

Interacting with the concerned officials of the three districts and representatives of SELCO Foundation, N. Biren Singh appreciated the SELCO Foundation and Government Officials for successfully implementing the project. He said that with the implementation of the Solar Power System, 68 Health Centres across three districts would be having 24/7 power supply.

The Chief Minister mentioned that remote areas of the State had been facing irregularities in power supply due to prolonged rainy season and its consequences like landslides and floods. He continued that the Government understands the problem faced by Health Centres in remote areas interrupting their services. As such, the Government supported the proposal of SELCO Foundation to provide uninterrupted power supply through solar power systems, he added.

He stressed on the importance of proper maintenance of the solar power projects. He suggested that a person each should be assigned in all the 68 Health Centres to look after the solar panel and other components. Training should be provided to the person in consultation with SELCO Foundation if required, he observed.

Biren also proposed CEO, SELCO Foundation Harish Hande, who attended the programme virtually, to cover all the remote areas of the State by the project and assured all possible support from the Government side.

Chief Medical Officers of the three districts expressed their thankfulness to the Chief Minister for coming up with the initiative to provide uninterrupted power supply to Health Centres, saying the Health Centres are now able to provide better health care services to the public.

Health and Family Welfare Minister Dr. Sapam Ranjan, Chief Secretary Dr. Rajesh Kumar, Additional Chief Secretary V. Vumlunmang, Director, Health Services Dr. K. Rajo and representative of SELCO Foundation also attended the programme among others.

"I was called on by the representatives of Hyderabad FC at my official residence today. We discussed the initiatives on upliftment of young talents in the field of football in Manipur," Biren tweeted.

It may be mentioned that, before he joined politics, Biren was a footballer and played for the BSF team.

Kohima, June, 23,2022: THE Nagaland Olympic Association (NOA) will conduct the Olympic Day run 2022 on June 25 at the Indira Gandhi Stadium in Kohima.

The race categories include those for officials and invited dignitaries (men & women); veterans (men & women); an open category for women & men, and under-16, under-14 and under-12 categories.

Except for the race for officials and invited dignitaries, cash worth Rs 1.80 lakh will be awarded to winners of the other categories.

The last date of registration is on June 23 and registrations are open for all with no entry fee. Besides the NOA office, registration forms are also available online. After a participant registers, a confirmation call will be sent out to all the participants as a reminder and information about the event on June 24.

On the day of the run, the participants will receive the bib numbers from 08:30 AM to 09:30 AM at the venue.

The races will begin from 10 AM onwards based on categories.

1961 base year for ILP

IMPHAL, June, 22, 2022: THE State Cabinet in its meeting held today, at the Cabinet Hall of the Chief Minister’s Secretariat, resolved to adopt 1961 as Base Year for determining “Native” status for implementation of Inner Line Permit System in the State. The meeting was chaired by Chief Minister Shri N. Biren Singh.

Manipur State Vision Document 2047 was also presented during the meeting. The Vision Document aims to make the State a vibrant, carbon-neutral and economically, socially and ecologically sustainable state in the next 25 years. It also includes touching and ameliorating lives of people within and beyond its borders, leveraging on its unique legacy to emerge as a sparkling Jewel of India. 

The Cabinet approved the publication of the Draft GIS Based Master Plan for Greater Imphal for the horizon year 2041 for inviting opinion and objections.

The Greater Imphal Plan aims to make Imphal a sustainable regional growth centre and gateway to Asia through appropriate land use and environment management. Further, Cabinet decided to regulate usage of land in the six valley districts of Manipur under MTCP Act and other relevant Acts. Concurrence of State Planning Authority will be mandatory for land use. 

Further, the Cabinet resolved to extend the applicability of existing guidelines for the Idea Category of the Manipur Startup Scheme for Special COVID Pandemic Economic Support. The Cabinet also approved to bring 10 villages, including Phougakchao (Ikhai), Saiton, Salankonjin, Watha Lambi, Nganukon, Leitanpokpi, Heiyaikon, Saiton Awang Ngairong and Torbung (Gram Panchayat area under Kumbi Assembly Constituency) under the jurisdiction of Phougakchao (Ikhai) Police Station, Bishnupur District.

 It was approved in the Cabinet meeting to schedule the election to 27 Urban Local Bodies including Imphal Municipal Corporation around the last week of September this year. The Cabinet also approved to extend the municipal boundary of Wangjing Lamding Municipal Council by including 17 Wards falling under 3 Gram Panchayats subject to concurrence of Rural Development & Panchayati Raj Department and delimitation under relevant Act and Rules.

The State Cabinet also reaffirmed its earlier decision to include Lilong Haoreibi Muslim - Haoreibi Makha Leikai D (of erstwhile Part 1/12 and Part 11/12 of Samurou Municipal Council) in Turel Ahanbi Atoukhong Gram Panchayat, Thoubal District. To enhance the functioning of the Department of ENT, Jawaharlal Nehru Institute of Medical Sciences, it was resolved to create 2 posts of Assistant Professor in the said Department.

To expedite the operationalization of Churachandpur Medical College, the Cabinet approved to create various Non-teaching posts and to fill up the same. It was also decided to fill up various vacant posts of different categories available at District Hospital, Churachandpur. Further, the Cabinet approved to transfer land measuring an area of 17.954 acres at Revenue Village No. 19 – Koirengei, at Thengu Chingjin to the Planning Department, Government of Manipur for construction of Integrated Conference Complex.

Nagas of Nagaland can’t survive under Pan Naga Hoho: KK Sema

DIMAPUR, June 22,2022:  POINTING out two competency clauses of the Framework Agreement (FA), K K Sema, retired bureaucrat, on Tuesday alleged that in the Naga nation, the Nagas of Nagaland cannot survive as the Pan Naga Hoho will control the upper house, and the Nagas of Manipur will also become the citizens of the Naga nation despite no integration of lands.

He stated that the NSCN (IM) cannot decide the fate of the Nagas without first discussing the FA competency clauses, and that it cannot be implemented in Nagaland if it does not want to show all of the clauses.

Sema was speaking during a consultative meeting of civil society organisations (CSO) and various tribal councils of Nagaland convened by the Nagaland GBs’ Federation (NGBF) at Hotel Saramati in Dimapur.

He added that the flag and constitution held no significance without integration, and that NSCN (IM)’s Yehzabo (Constitution) is a model of communism, and if it is implemented, the government will control all the land and public property.

He said the NSCN (IM) and Government of India were on opposing sides on the issue of ‘shared sovereignty’, adding that the flag and constitution were ‘part and parcel of sovereignty’ and ‘does not require permission from anyone’.

He further alleged that the NSCN (IM) began demanding the flag and constitution only after signing the FA.

Sema said Nagas of Nagaland affiliated with the NSCN (IM) had ‘no idea’ what was going on in the group’s top brass because all the important control points and decision makers consisted of ‘Southern brothers’, and the “words of Muivah” were revered as laws.

He also stated that the presence of too many organisations has confused the Nagas’ voice, and some tribes need to take the responsibility.

Public referendum needed

Former President of Eastern Nagaland People’s Organisation, Kekongchim Yimchunger, said the ‘early Naga solution’ phrase was not a new thing and asked how long they were going to talk about an early solution.

He said closed-door meetings and issuing resolutions were not going to solve the problem. ‘Instead, they should call the public in open ground for a public referendum and with the public mandate, they should move forward,’ he added.

He also pointed out that no one knows the competency of the agreement and if both the negotiating parties are really working on behalf of the Nagas, they should show their competency to the public within a specific time frame or they should not expect any cooperation from the people.

‘Fruits of Nagaland meant for Nagas of Nagaland’

Meanwhile, former NLA Speaker, Z Lohe said that the fruits of Nagaland were meant for the Nagas of Nagaland and if others were allowed to take the fruits from state continuously, the Nagas of the state would starve.

He added that on May 29, 2022, the United Naga Council (UNC) of Manipur issued a resolution after an emergency meeting at Senapati not to pursue early Naga solution, which the NTC had taken serious note of.

He said the ‘Nagas of Manipur feel that no solution is better for them, and there is nothing wrong about it’. Similarly, Nagas of Nagaland should also have the authority to adopt what is best for the Naga people, he added.

Lohe expressed that they have put the model of Naga integration in the laboratory of Nagaland and according to his observation, this model is found to be ‘destructive and unpalatable in a democratic world of the Nagas’.

‘As of now, population integration exists, and it is temporary but if this type of integration is regularised, it will be destructive for Nagaland,’ he said while citing the need of sending a strong voice to Delhi and Naga political negotiators, calling for a solution before election (assembly).

More than 100 participants representing 27 CSO and tribal councils of Nagaland attended the meeting.

The house also unanimously adopted the following four-point resolution during the meeting:

1. To press upon the government of India and the two Naga negotiating groups to conclude the ongoing negotiations on the basis of the understanding that has been reached between the GoI and the Naga negotiators on October 31, 2019.

2. Constitute an action committee under the nomenclature of Nagaland People’s Action Committee to carry out the voice of the people till they get the desired result; to ask the apex tribal hohos to officially delegate one representative each to be a member of the committee.

3. To stage a public rally and pursue other follow up actions.

4. The Nagas of Nagaland would stand as one entity and collectively react to any discriminative action meted out to any individual or community by any element in self-defense.

IMPHAL, June 21,2022:  ACCORDING to information received from the Department of Water Resource, following are the water level of major rivers flowing through Imphal valley area.

Imphal River at Minuthong at 5 pm on Sunday was 787.00 mm while its warning level is 785.900 mm and flood level is 786.900 mm. The water level recorded at Lilong area was 780.700 mm at 5 pm Sunday; while its warning level is 780.350 mm and flood level is 781.350 mm.

Nambul River: Water level at Hump Bridge was 782.225 mm at 5 pm; its warning level is 781.175 mm and flood level is 782.175 mm.

Thoubal River: Water level was 774.00 mm at 5 pm; its warning level is 778.915 mm and flood level is 779.915 mm.

Manipur River: The water level reached 762.200 mm at 5 pm, while its warning level is 769.280 mm and flood level is 769.300.

Iril River:  Its water level was 774.500 mm at 2 pm, while its warning level is 786.700 mm and flood level is 787.700 mm.

Nambol River  TheWater level stood at 774.400 mm at 2 pm; its warning level is 772.700 mm and flood level is 773.700 mm.

To control the situation, gate number 2 and 3 of Ithai Barrage were opened. All gates of Imphal Barrage were also opened.

IMPHAL, June 21,2022:   MANIPUR Chief Minister Nongtongbam  Biren Singh lauded  and distributed cash award of Rs.7 lakh and Rs. 8 lakh respectively to Tengnoupal and Thoubal District Police at the CM's Secretariat on Monday for massive drugs seizures.

Since the beginning of War on Drugs 2.0, the Tengnoupal police have been able to seize 3984 kgs of contraband items that include WY Tablets, Brown Sugar, Crystal Meth, among others, and worth approximately 127 crore 29 lakh and 12 thousand rupees in international market.

Nevertheless, Thoubal Police team were also appreciated with commendation certificate by CM of Manipur for busting a narcotic drug factory at Moijing Mina Bazaar where 222.85 kgs of suspected brown sugar was seized  along with 134 litres of a morphinated liquid solution on the 14th of this month.

Giri on 20th June,1972 signed the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972 and 14th Chairman (HAC) assumed Office. The sacred and clear law as envisaged in the Presidential Order to safeguard the interest of the hill areas of Manipur including the land ownership drawn from ancient time remain mostly on papers only for reasons best known to the hill MLAs and the Government of Manipur. The Hon'ble Governor of Manipur is the link to safeguard the law enshrined under Article 371C and to report to the President of India if the Hill Areas Committee (HAC) was proactive and to appraise regarding the administration of the hill areas of Manipur.

Now, it is high time, the HAC in exercise of the power and responsibility assigned by the Constitution, raise the issue while the Hon'ble Governor in turn communicates the same to the Hon'ble President of India. The law enshrines in Article 371(C) of Indian Constitution providing special provision for the legislation and administration of the hill areas of Manipur in the form of HAC has become vulnerable to be sabotaged even from the side of the Head of the State Government if not taken care of in time. The Hon'ble Chief Minister, N.Biren Singh made an unfortunate remark recently on the hills as, "belonging to Mother Nature and not to any particular community". If the Chief Minister is serious, his statement is bereft of logic and venomous as for our part, we acknowledge the land ownership rights of the valley people on Imphal/Manipur Valley as they inherit from "Mother Nature" created by God.



The shrinking state of HAC and servitude countenance of the hill MLAs have brought the hill areas into such unfortunate situation where their very survival and identity are being threatened. The Chairman of HAC during the last half century time were silent on every issue affecting the hill peoples. The 20 members of HAC both ruling and opposition together opted to stand aloof when the people, the CSOs cried out from time to time for justice. The hill people need not send up representatives anymore to the Assembly if subservient elements remained unchecked. The indigenous hill peoples from ancient time owned lands and administered well without outside interferences. The Britishers knew this fact honestly and put a separate mode of administration to safeguard the interest of the hill people, took cognizance of the freedom of self-determination and the indigenous tradition of land ownership and land holding system. The Britishers knew that the hill people ought to enjoy their habitual way of life lest any alien rule of law strange to the traditional way of life should harm their means of sustenance and survival. Over and above this, it is a recognised established truth known by everyone that the traditional village boundaries of the hill areas have been maintained and safeguarded throughout the centuries and even the erstwhile Maharajas of Manipur deeply respected the rightful traditional boundaries of the indigenous hill people. It is learnt through history and elders that, sometimes the Maharajas used to carry out certain expeditions or sporadic raids in some hill pockets to force the villagers to pay tributes and forced labour who were ill-equipped to challenge the Maharajas and his men physically those days. However, the Maharajas never tried to encroach in hill areas for permanent settlement having deep sense of respect to the rightful owners of the land. This is a historical fact which nobody can deny.    

It is to state that only the "Autonomous Districts" status with Sixth Schedule or any other mode of genuine autonomous separate hill administration with specific hill land law can safeguard the land and resources of hill people. The land ownership as birth right can only sustain the hill tribes. Frequent attacks on the hills areas and land rights inherited as God given land ownership can no longer be tolerated. The dishonest policy of the State leaders facilitated by vulnerable hills MLAs as seen in Manipur Hill Areas District Council Act, 1971 (amended from time to time), clearly reflected the discrimination despite the just law provided by Article 371(C) of the Indian Constitution. The name given outside the actual Act as "Autonomous District Council" was a mockery. And yet again the Manipur Hill Areas Autonomous District Councils Act, 2000 was abruptly repealed in 2006 and the 3rd Amendment Act, 2008 omitted the term " Autonomous" and made it sure that the power and functions of the sham ADCs are even degraded further than the Act of 1971. The HAC and the right thinking leaders were helpless spectators to these hill tribals’ rights taken away systematically.

The Manipur Legislative Assembly in 1989 passed a Resolution in the disguised Bill named, "Money Bill " which incorporated the hill areas under the ambit of MLR & LR Act, 1960 (Patta System). Only 2 MLAs(J.F.Rothangliana - KNA and Ngulkhohao - MRP) walked out to the well of the house in protest. The then, HAC Chairman, I.D. Dijuanang(HAC-15/11/1988-24/02/1995) wrote to the Governor (Burney) who did not sign that and thus, the bill failed through from becoming an Act. Only those three HAC members stood up for the hill people but the remaining members latter allowed the introduction of Patta System in the hill areas through the back door (against the Act meant for Valley alone).

We are strongly opposed to the State policy of violating the just laws and the sinister designs to disrobe the land ownership rights of the hill people. We argue the Governor, the Chief Minister, HAC Chairman and all the right thinking legislators to promptly; (i) apply the laws connected to land ownership of the hill people of Manipur, (ii) re-introduce the Manipur Hill Areas Autonomous District Council (Amendment) Bill, 2021.

The hill people have been thinking that Go To Hills slogan was launched by Honble CM, N. Biren Singh to bring healing touch to the long deprived hill people of Manipur but now many hill people begin to fear that under the shadow of such alluring slogan(s), the indigenous hill people may end up losing their lands under the disguise of Forest Reserved Areas and Forest Protected Areas, etc. since MLR and LR Acts cannot be bulldozed in hill areas. Has the State Government followed the provisions of Indian Forest Act, 1927 (amended from time to time) while declaring Reserved Forests and Protected Areas in the hill areas of Manipur? If so, produce them in white paper. If the State Government claims to have followed them, show us that the provisions enshrined in Article 3 and Article 4 Clause 1, Sub-Clauses a, b & c given in Chapter II and Article 29, Clauses 1, 2, & 3 elaborated in Chapter IV of the Indian Forest Act, 1927 or any other relevant provisions of the Act have been followed in letter and spirit. If the State Government imposes anti-hill people policies, love and harmony that have been generated between the hill and valley people in the last few years might go in vain and this has the potential to jeopardize the peaceful co-existence of the indigenous people of the State.

We would like to remind the Government of Manipur that the hill people will not remain as mute spectators if their fundamental rights and identities are being threatened.

History:

Father’s Day was founded in USA, at the Spokane in Washington YMCA, in 1910 by Sonora Smart Dodd. That year, Father’s Day was celebrated on June 19, 1910. Sonora heard about how Anna Jarvis had founded Mother’s Day in honour of her mother and told the pastor of her Church that there should be something similar to celebrate fathers too.

Sonora’s father was Civil War veteran William Jackson Smart, a single parent from Arkansas who raised six children. Sonora was hoping that Father’s Day celebrations would be held on June 5, which was her father’s birthday but the Church’s time constraints ended up pushing this day and the celebration was deferred to the third Sunday of June.

Significance and celebration:

On Father’s Day each year, children acknowledge and appreciate their fathers and father figures who play an important role in their lives, be it emotionally, mentally or even financially. On this day, children understand the importance of the role of a father in one’s life and acknowledge the contribution of fathers to their own families and society at large.



Children buy or make presents for their father or father-like figure, write and draw cards, spend the day engaging in activities that can be enjoyed with one’s father be it hiking, fishing or just sitting around watching some television series. Since most kids have a closer bond with their mothers, this day definitely helps forge a closer relation with one’s dad. Father’s Day is a celebration of fathers, honouring fatherhood, paternal bonds and the role fathers play in society.

IMPHAL, June 19,2022: CHIEF Minister  N. Biren Singh today flagged off a roadshow organised by E-Rickshaw Worker’s Union Manipur, from Kangla, Western Gate.

The roadshow aims to make Imphal City free from hazardous emission, particulate matter and all forms of pollutants and mitigate climate change and global warming.

Speaking on the occasion, the CM expressed the importance of the programme as mitigating climate change and global warming is the need of the hour. He stressed the need for voluntary involvement of everyone in conserving the environment by planting trees and using e-vehicles among others.

He continued that many people in the State had started using e-vehicles to control air and noise pollution. As such, in support of the use of pollution free vehicles, the Government is trying to set up charging points for the same at different places across the State, he added.

Stating that Mother Nature doesn’t need us, rather we need nature for our survival, CM Biren continued that the State Government had been taking mass campaigns against deforestation and pollution of various rivers. The Government had carried out eviction of only those structures which are illegally built at Reserve Forest areas and along the riverside. The Government has no enmity with anyone, he added.




He further maintained that the Government would provide every possible support to e-rickshaw workers and would also request banks to provide loans to those who want to start e-rickshaw service. He also appealed to the public to responsibly take their parts in conserving the environment.

Further, he expressed his solidarity to the uncertainties faced by the people of Assam and Meghalaya due to widespread flood and landslides.

Municipal Administration, Housing & Urban Development Minister Y. Khemchand, Advisor, E-Rickshaw Worker’s Union, Manipur, A. Premkumar Singh and members of the union also attended the programme among others.

TRUTH MUST BE TOLD






IN view of the unrelenting attack on the Naga national political issue by some people from different quarters, the National Socialist Council of Nagalim (NSCN) has to state its position loud and clear to the people : Rh. Raising

EVERY sensible Naga, even friends and foes understands that the case of the Nagas is a national resistance movement against the aggressor-states. It is neither a secessionist movement nor adomestic problem of India as wantonly propagated by the aggressors. A wrong view comes from a wrong perspective. Seeking political solution from the Indian constitutional perspective is tantamount to giving a wrong treatment to a patient. Solution of the problem will come only when it is viewed from the correct perspective.

The crux of the Indo-Naga problem is GOI not dealing with the issue in the manner that demands political solution. As people and their land are inseparable from each other, so people and their rights, their identity, their culture, their history, politics and religion are also inseparably interwoven. We are created Nagas with Naga materials by God, the Creator of heaven and earth and that we must live as Nagas, speak as Nagas, act as Nagas and die as Nagas. Recognize it or not by the aggressors, Nagas are also a nation among nations. The Naga nation is our identity and our belongingness and no one should doubt about it.

The accepted truth is that all men and women are born free and no one is born slave. Slavery is but the creation of man. However, freedom is not the end of the matter; freedom to choose life or death, God or Baal is the heart of the matter and the end of the matter. Thus said the Lord God of the Hebrews, “Let my people go, that they may serve me.” Exodus: 9:1. The Israelites led by Moses chose God, the Author of life. Those who chose God chose life and freedom. But those who chose Baal looked back to the accursed world of slavery in Egypt and perished.


The Nagas begun their resistance movement from their unshakable rock of national principle and that it will conclude there. Principle is seed. As all trees comes from the seeds, so all nationstates come from their national principles. This takes us to the point that Naga state should come from the Naga principle.

There is no early solution or delayed solution as some people talk of. All solutions are naturally principle-based. The past agreements or accords could not bring solution in our land because
they were not principle-based. Nagas should not repeat the past mistakes. Some other people talk of development of our land by others. No doubt, we NSCN are also for development, but we are for power to develop our land by ourselves. NSCN focuses on power to make money for development. Politics makes development; politics makes money.

There are also people who are fond of talking high of colonial power who they call high command. But politics of the NSCN is to decide the future of the Nagas by the Nagas themselves. Nagas are the master of their world.
In the matter of solution they also say ‘something is better than nothing.’ For NSCN any agreement small or big is considerable if it is transitional to the final goal, otherwise no accord or agreement is far better than accord of treason.

On the question of sovereignty we have to tell to the people that sovereignty does not exist outside the people, it is with the people. It is the soul of our nationhood. The principle of democracy says ‘sovereignty is with the people.’ It is one of the main agreed points of the Framework Agreement.

Nagas are the worst victims of ‘divide and rule, ‘define and rule policy’ of the aggressors. We are divided and placed in different administrative units so that we are reduced to a negligible minority and colonized. We have suffered ruthless oppressions in the hands of the colonial power and their agents for decades. We Nagas fight back the aggressors because we don’t want to die. We must live and are determined to live to fulfill our mission on earth. The Naga people know too well that the present Nagaland state is a political bait, not manna.

We Nagas are made to live with shame and humiliation in our divided land. We must live together; we must work together for our common cause. And therefore, integration of all Naga ancestral domains under one political roof is a must, not a choice. It is said and we have to repeat that Flag and constitution are ingredients of the recognized sovereignty and unique history of the Nagas. Flag and constitution cannot exist apart from the Naga people. They are symbols of our identity and hallmarks of our nationhood.

Last but not the least, a political organization or a political party or a political leadership may be mandated by a people to fight for their cause or advocate for their cause. But no organization or party or leadership in history is ever mandated by the people to sell out the right of the people. Treason is the work of traitors and traitors don’t represent the people and issue of the people. Traitor and collaborator are two faces of the same coin.

Man Shot dead at CCpur

IN yet another horrific incident reported from Manipur’s Churachandpur a businessman  was shot dead by unidentified miscreants on Friday evening.

The gruesome incident took place at Zion Street New Bazar in Churachandpur.

The man identified as Anand Gupta originally hailing from Bihar, runs a variety shop at Zion Street New Bazar was reportedly shot in the abdomen and his right chest.

After receiving information about the incident, the police immediately rushed to the spot and initiated an investigation. Further investigation in the matter is underway.

The deceased was closing his shop in the evening when an unidentified person entered the shop and started demanding money from Gupta. The gunman then fired 5 rounds at the victim and fled from the scene.

Anand Gupta was rushed to the district hospital but unfortunately, he succumbed to his injuries. The body was later taken to RIMS for post-mortem.

IMPHAL,June 18,2022 :  AS part of War on Drugs 2.0 around 610 grams of suspected Heroin No. 4 powder was detected and seized by the team of Kakching Police today at around 11;10am.

The combined team was led by Inspt. Md. Abash Khan OC CDO unit, Kakching along with HC L. Rohit Singh, HC N. Bidyananda Singh and Havaldar N. Chaoba Singh  under the supervision of Binoy Chongtham, MPS Addl. SP (Ops) Kakching, and the overall Supervision of Shrey Vats, IPS, Superintendent of Police Kakching. 

Source informed that while conducting frisking and checking at Pallel CDO Check-post at Leimanai Chingjin one Wagon R (Smoke Grey in colour) vehicle bearing registration No. MN02A/4499 coming from Pallel side was given a signal to stop for checking, but the vehicle tried to escape the check point by speeding the vehicle.

However, the CDO teams swiftly managed to stop the Vehicle at a short distance from the check-post. And the driver of the vehicle and other occupants were detained for verification. They were identified as (1) Lamvah Haokip (38) w/o Onthong Haokip of S P. Saichang, Molnoi Tengnoupal, (2) Letkhogin Haokip (18) S/o Onthong Haokip of S P. Saichang, Molnoi Tengnoupal (3)Ch. Nemneikim Mate (43) W/o Ch. Chunglet mate of Khonomphai Village, Tengnoupal and (4) Nengneichong Haokip (37) W/o Paongam Haokip of Zalenphai Part-1, Moreh ward no. 1 Tengnoupal. 

While the vehicle was check and search after observing legal formalities from the vehicle, 50 (Fifty) soap cases containing suspected (Heroin No.4) powder were detected. Therein, driver of the vehicle along with the occupants was arrested by observing all formalities. On weighing, the suspected Heroin (No.4) powder was found to weigh approximately 610 grams (in total). The siezed drugs is estimated to be worth Rs13. 42 lakhs in local market and 1.34 crores in International market.

The arrested person along with the seized articles was handed over to OC, Kakching Police Station for taking up further necessary legal action.

THE BATTLE TO DECIDE OUR FUTURE:

IN the battle between the Philistines and the Israelites, Goliath, the champion of the Philistines said to the Israelites, “Choose a man for yourselves, and let him come down to me. If he is able to fight with me and kill me, then we will be your servants. But if I prevail against him, and kill him, then you shall be our servants, and serve us.” 1 Sam. 17: 8 & 9.

Today, the Nagas are in the process of entering into a final agreement with the Government of India, which will be a decisive battle for the Nagas. If we win, our national future is saved, but if we lose, everything of us will fall. We are looking for an amicable and honorable solution without betraying our principle. We are fully aware of the fact that any kind of agreement that betrays the principle is no solution. This is our repeated reminder to the Naga people and the Government of India as well.

If the root of a tree is cut off, the tree, the branches, the leaves, the flowers and the fruits die naturally. Can we expect anything good if our national principle is murdered?

If our principle is murdered everything of us – our sovereign right, our history, our politics,
our culture, our identity, our territory, our religion and future will fall and nothing will stand to keep our national identity alive.

Our national principle is the foundation and center of our resistance movement, the bases
of political negotiation and solution. Our relations with others will also be founded on this solid ground.

The Naga people are definitely for solution, a solution that can protect and safeguard their national future. Therefore, they condemned the past agreements that were made at the expense of the national principle.

The future of a people is made by their decisions. All the nation-states today are the products of decisions made by the respective peoples and nations.

In the march for their final destination, the Nagas have faced a number of crucial moments where they took national decision and thereby saved their future.

The free existence of the Nagas was threatened by the intrusion of the British colonial forces in 1832 where they occupied a part of Naga territory. However, the rest remained as free as ever.

On the eve of the British departure, the Naga people took a decisive decision and declared their independence on the 14th August, 1947. It was the right decision taken in the right time.

In 1950, the Indian Constituent Assembly invited the Nagas to join the Union of India, but the Naga people out rightly rejected the invitation. That historic decision saved the future of the Nagas.

In 1960, a section of Nagas made an agreement with the Government of India called the 16 Point Agreement, betraying the Naga national principle. But it was rejected and condemned by the Naga people.

On the 11th November, 1975, another agreement called ‘the Shillong Accord’ was made to sign within the parameter of the Indian constitution. At that crucial point of time, a national assembly was convened by Messrs. Isak Chishi Swu and Th. Muivah, the then NNC Vice-president and General Secretary on the 16th August, 1976.The National Assembly condemned the Shillong Accord as a sell out and reaffirmed the national principle. Had it not been condemned by the national assembly and saved the nation, the history and the future of the Nagas would have been murdered by that very accord of treason.

The future of the Nagas is threatened every now and then by the aggressors. History speaks of how a colonial power used the native people to fight against the native people. In the case of the Nagas, all of us have witnessed how the aggressors used the Nagas to fight against the Nagas. What a diabolic policy it was and it is still being seen today with more divisive venom.

Finally, the Government of India and NSCN had signed the historic ‘Framework Agreement’ on the 3rd of August, 2015, the content of which is self-explanatory.

NSCN leaders have categorically stated time and again that they will uphold the Framework Agreement in letter and spirit. But the representatives of the government of India have started giving wrong interpretation in order to confuse the common people. We too feel apprehensive about the clandestine plot of imposing another accord on the Nagas or hijacking the issue through their surrogates.

The Nagas are again placed at a critical juncture where they have to make a decision to save their national future or perish. This is going to be the turning point of history. And now is the time to decide our destiny.
