India’s Linthoi Chanambam claimed a historic gold at the World Cadet Judo Championship in Sarajevo:


(Becoming the first from the country to win a medal in the tournament across any age-group)

THE 15-year-old from Manipur prevailed over Brazil’s Bianca Reis in the final to finish on top of the podium in the women’s 57kg contest at the Arena Hotel Hills.

In July, she won a gold and opened India’s medal account on the third day of the Asian Cadet & Junior Judo Championship 2022 at Bangkok.

Linthoi claimed her gold medal in the 63kg category of the cadet event.

One of India’s brightest prospects on the Judo mat, Linthoi first showed glimpses of her talent when she won gold at the Sub-junior National Championships in 2018.

A part of the IIS’ judo programme since 2017, she has been on several exposure trips under the guidance of head coach Mamuka Kizilashvili, including camps at the University of Tsukuba, in Japan, Georgia and most recently in Bosnia and Herzegovina ahead of the World Cadet Championships.

In November last year, Linthoi struck gold at the National Championships in Chandigarh, followed by another at the Asian Cadet and Junior Judo Championships, in Bangkok, in July.

The Sports Authority of India (SAI) took note of the young athlete’s remarkable achievement on Friday.

NRC likely to be enforced in Manipur

IMPHAL, 27 Aug'22:  CHIEF Minister N Biren Singh has reportedly assured members of the Coordinating Committee on Manipur Integrity (COCOMI) and the United Naga Council (UNC) to forward the resolution adopted by the Manipur Legislative Assembly for enforcing National Register of Citizens (NRC) in the state within three or four days.

COCOMI coordinator Longjam Ratankumar said that members of COCOMI along with the UNC called on the Chief Minister on Friday to seek the status of the resolution adopted by the house.

Members of the 12th Manipur Legislative Assembly on August 5 had unanimously adopted a resolution to work for implementation of NRC and to set up a state population commission to check the demographic imbalance caused by influx of illegal immigrants.

Thangmeiband constituency MLA Kh Joykisan had moved the private member's resolution during the last sitting of the full budget session of the 12th Manipur Legislative Assembly.

Ratankumar further said that during the meeting, which went for about an hour, the CM assured them that the resolution will be forwarded along with a proposal to the Centre to implement NRC.

He further said that CM Biren highlighted them about the steps being taken by the home department to forward the proposal. Besides, it was also informed that the government has started consultations for instituting the state population commission, he added.

It may be mentioned here that COCOMI and UNC and several other bodies including JCILPS had raised concern over the threats towards the indigenes by the influx of illegal immigrants.

Jiri-Imp railway sets to meet completion target: MoS Darshana




IMPHAL: The Jiribam-Imphal railway which is being taken up as a national project is all set to meet its completion target, that is, December 2023, said Union Minister of State for Railways and Textiles Darshana Vikram Jardosh said here on Thursday.

The Union Minister was in Imphal on a four-day visit to the State. During her camping in the State, the Union minister personally inspected the progress works of the ongoing 111 km long railway line project, taken up in an estimated cost of Rs 12,264.15 crore. The project is targeted to complete by December 2023.

“The works are progressing well and I am sure the project will meet its completion target,” the Union Minister said.





She said that the construction of the highest bridge as well as the tunnels is now 50 percent completed. Once the project is completed, it will not only enhance the connectivity of Manipur with other major cities of the country but also bring about a marked change in the tourism sector of the State, she added.

Darshana said that the scenic beauty which can be seen from the stretch of the railway line, the project has many futures like world’s highest railway bridge and second longest railway tunnel which would attract tourists.
Besides this, the under construction Imphal railway station will be a world class railway station, she added.





She lauded the State Government for extending full cooperation to the NFR in the implementation of the project.

The Northeastern Frontier Railway in consultation with the state government will develop picnic sites at various locations of the railway line, she said.

Indian Railways always take into account tourism while implementing railway projects and the project implemented in the State has a great tourism potential, she asserted.

Recalling the recent devastating landslide tragedy at the railway project site at Marangching in Noney district, the Union Minister said that all safety measures to prevent occurrence of such tragic incidents will be put in place along the whole stretch of the railway line.

Alarm system will be installed at strategic locations and for this consultations with the IIT and other pertinent authorities are being held, she conveyed.

She said that the Union Railway Ministry took the tragic incident seriously and was always concerned about the safety of the passengers, she added.

The Union Minister also lauded the authorities of the Northeastern Frontier Railways on learning that they are using geotextiles and agro-textiles products in the implementation of the project.

The Jiribam-111 km long Tupul-Imphal rail line involves construction of a total 45 tunnels. Tunnel Number 12 with a length of 10.280 kilometres, will be the longest tunnel in the northeast and second in the country, she explained.

The tallest pier bridge is being developed across the valley of Ijei river near Noney with a pier height of 141 metres, she added.

Attending the press conference, General Manager of NFR Anshul Gupta informed that by September this year, the track lying work upto Khongsang will be completed and train services will be started upto the completed portion.
All safety measures and a tragic warning system of the latest technology will be installed. Consultants have been appointed for this purpose, he said.

Responding to queries from the reporters, he said that the survey for the extension of the railway from Imphal to Moreh has already started and once the survey is completed and the ground work will be commenced as soon as the Central Government once sanctioned the project.

DIMAPUR, 26 Aug'22: OVER Thousands of “Naga national workers” from “Nagaland state” conglomerated in Dimapur here on Friday and made a “solemn declaration” for a “unified Nagalim”.

  NSCN-IM, sources informed that it was a historic moment today when nearly seven thousand (7000) NSCN members from sixteen (16) regions of “Nagaland state, both civil and army” gathered at Agri Expo, Dimapur, Nagaland under the agenda, “Reaffirming of ‘One people, one nation’”.

The MIP,  NSCN-IM, in a statement, said that this co-ordination meeting of the NSCN members from “Nagaland State” was necessitated as many divisive elements/groups are mouth louding for Naga solution only for “Nagaland state” and ready to forego the “Naga National Flag and Constitution” in the name of Naga solution. According to the NSCN-IM, this is tantamount to selling out the “Naga National identity as stoutly defended by our forefathers”. Significantly, this is against the national principle of “one people one nation” that was laid down by our great Naga freedom fighters, said the NSCN-IM statement.

NSCN-IM further said that in the background of “this treacherous turn of development, Naga National Workers from Nagaland state were compelled to deliberate on the situation in order to save the Naga nation”.

Q. Tuccu, Chairman, NSCN-IM in his speech said, “Nagas are one wherever they are, one common goal, one issue”. The statement further said, “He also made a pointed response to the cry of the public for the delay of Naga solution, saying, ‘We cannot give away our rights for the sake of Naga solution and we can never compromise the Nagas’ rights'”.

At the end of the day, the members adopted a five-point “solemn declaration”.

The first point said, “We do acknowledge the inalienable political foundation laid down by the founding leaders on the basis of the Naga Plebiscite of May 16, 1951, and further, re-affirm the principle and commitment of ‘one people, one nation”.

The second point said, “We reject any kind of divisive and repressive policies perpetrated upon the Nagas by the adversaries and their collaborators on the basis of the arbitrary administrative boundaries”.

The third point of “solemn declaration” said that they firmly believe, profess and stand by the Framework Agreement signed on August 3, 2015 for an early honourable and acceptable solution as two sides have already agreed to work out the details on the competencies.

The fourth point then said that any solution that “disregards historical and political rights of the Nagas by repeating the act of another Naga People’s Convention (NPC) and imposing its will upon us is not acceptable”.

Lastly, the “solemn declaration” said, “As necessitated by the situation, the house does reiterate its stand by the decision of National Assembly held on May 31, 2022 to uphold and protect Nagas’ unique history and national principle at any cost under the leadership of chairman Q Tuccu, vice chairman Tongmeth Wangnao and general secretary Th Muivah.”

CM Biren's remark on ADC Bill 2021 an attempt to politicise tribal issues: ATSUM

IMPHAL, 17 Aug'22: CHIEF  Minister N Biren Singh terming the HAC recommended ADC Bill, 2021 as 'Disintegrating Manipur' has been strongly condemned by the All Tribal Students' Union, Manipur (ATSUM), alleging the statement as an attempt to politicise and criminalise the tribal movement and further deprive the tribal people of constitutional rights.

Strongly reacting to the Chief Minister's charge on HAC recommended ADC Bill 2021, ATSUM said it is unfortunate to learn the head of the state interpreting the existing legislative procedure into his convenient terms.

It reiterated that as empowered by Article 371C, read with the Manipur Legislative Assembly (Hill Areas Committee) orders 1972, the HAC had recommended a landmark ADC Bill, 2021, which is permissible under the law to strengthen the ADC and ensure equitable development in the state of Manipur while adding that the HAC have done their constitutional duty as specified under paragraph 4 (3) and paragraph 7 of the presidential orders 1972.

Therefore, rather than derailing the genuine constitutional demand of the tribal populace, the chief minister should facilitate the flow of the legislative procedures in the Manipur Legislative Assembly by introducing the Manipur (Hill Areas) Autonomous District Councils Bill 2021 which was recommended by the HAC, it added.

Alleging that the remark of the CM is a ploy to mislead the people of the state and foster further misunderstanding between the hill tribes and the valley community, the ATSUM stated that there is nothing as such in the contents of the bill that aims to disintegrate the state but autonomy and equitable development for the hill areas as envisaged in the Article 371 C of the Constitution of India.

It continued that the ADC Bill 2021 provided for a Hill Secretariat to oversee the administration of the ADCs headed by an officer, not below the rank of chief secretary but it does not mean that there shall be a "separate state secretariat" for the hill areas to be headed by a chief secretary.

It also clarified that 'Two secretariats’ or ‘two chief secretaries', as alleged by the CM, is just a figment of his imagination.

In connection with the two proposed Manipur (Hill Areas) District Councils (Sixth Amendment) Bill, 2022, and Manipur (Hill Areas) District Councils (Seventh Amendment) Bill, 2022, ATSUM stated that the two Bills are just eyewash to thwart the movement for the demand of HAC recommended ADC Bill 2021.

ATSUM also regretted the inimical stance of the State Government on the constitutional concept of tribal autonomy and the two proposed Manipur (Hill Areas) District Councils (Sixth Amendment) Bill, 2022 and Manipur (Hill Areas) District Councils (Seventh Amendment) Bill, 2022 as nothing but another dangerous political bait to countermand the HAC recommended the Manipur (Hill Areas) Autonomous District Council Bill, 2021.

ATSUM also rejected the two proposed Bills stating that it is a dissolution rather than devolution, disempowering rather than empowering, inter alia, first, by omitting the operative term "Autonomous" in particular, the State Government attempts to reduce the existing autonomous district councils into mere small-town district corporations.

Second, Section 29 (xxvii) of the proposed Manipur (Hill Areas) District Councils (Seventh Amendment) Bill, 2022 proposed a dangerous land use policy in a blatant attempt to dilute the existing tribal land rights. Apart from the erstwhile requirement of being a Scheduled Tribe, the new land use policy attempts to introduce other "domiciliary" criteria as an alternative qualifying status for the purpose of acquiring land in the Hill Areas. Meaning, any person including a non-tribal can now acquire tribal lands if he is a domicile within a given hill district, it added.

It also stated that the proposed Bills also attempt to exempt the State Government from the existing bar as the State Government may now freely acquire lands in the Hill Areas if it is for public utility purposes.

Third, the proposed omission of the subject "public health and sanitation" and Section 29(2) of the principal Act, i.e., the competency of the District Council to recommend in the matters of (a) appointment or succession of Chiefs; (b) inheritance of property; (c) marriage and divorce; and (d) social customs;

Fourth, the attempt to rob in the Indian Forest Act, 1927;

Fifth, taking away of "protected forest" from the existing power of the autonomous district councils to manage any forest as proposed under Section 29(xiv).

Sixth, the proposed Manipur (Hill Areas) District Councils (Sixth Amendment) Act, 2022 which provides each district council to consist of a maximum of 24 elected members and a minimum of 3 elected members makes a mockery of the Autonomous District Councils.

Moreover, by conferring equal voting rights and privileges to the nominated members and by giving the state government the power to determine the number of Members in each District Council, the Bill attempts to further strangulate the existing autonomous district councils, it added.

Rather than suppressing the democratic aspirations of the hill tribes through threat and intimidation, ATSUM urged the State Government to promptly address the issue in the interest of peaceful mutual co-existence.

IMPHAL, 17 Aug'22: CHIEF Minister N. Biren Singh Tuesday launched and flagged off the Somdal – Imphal Manipur State Transport (MST) Bus Service from the MST Complex, Moirangkhom.

Speaking on the occasion, the Chief Minister stated that the launching of a bus service might be a small programme but it could be taken as a big step towards filling the communication and developmental gaps between different parts of the State.  Maintaining person-to-person communication and sharing ideas, getting in touch with one another among different communities would bring equality to the State, he added.

Maintaining that the State Government had been putting in maximum effort to bring development, N. Biren said that the State has witnessed drastic changes in hill areas with the improvement in road infrastructure, security, education and health sector among others.

Stressing the importance of quality control in the construction work in Pettigrew College of Ukhrul District which had been going on in full swing, he appealed to the public not to make any disturbance that would hinder the construction work. He further expressed the desire and efforts of the Government to bring up the College to the University level.

The Chief Minister informed that the erstwhile Manipur State Road Transport Corporation, which had remained non-functional for a long time, was revived as Manipur State Transport (MST) with the objective of facilitating the public with an accessible low cost transport across the State.

Currently, the MST buses are plying on 21 different roads which will be increased to 22 including Somdal – Imphal bus service launched today. He appealed to the public not to create any disturbance in any road construction works as proper road infrastructure is of utmost importance to bring equal development in all areas of the State. With equal development, there will be a prevalence of peace and healthy relationships among different communities, he added.

Speaker, Manipur Legislative Assembly, Thokchom Satyabrata Singh; Transport Minister, Khashim Vashum; officials of Transport Department and Manipur State Transport and village chiefs of Ukhrul District also attended the launching programme among others.

The Somdal to Imphal bus will depart Somdal Village for Imphal at 7:00 a.m. and will depart ISBT, Imphal for Somdal at 1:00 p.m. on every working day. The bus fare for the same will be Rs. 200.

KAMJONG, 15 Aug' 22:  IN what can be called an applaudable feat, the national tricolor flag was hoisted at Border Pillar No. 92 along the Indo-Myanmar border on Friday as a part of the Har Ghar Tiranga campaign marking the Azadi ka Amrit Mahotsav and the 75 years of India’s Independence.

Located in one of the innermost corners of the State, Border Pillar No. 92 comes under Ashang Khullen village of Kasom Khullen sub-division.

The flag was hoisted by P Duna Duo, SDO/BDO of Kasom Khullen along with his staff in the presence of the village headman and the village authority. The journey to the border pillar was carried under the guidance of the District Administration, Kamjong led by DC Rangnamei Rang Peter, IAS.

Talking about this special effort to reach the HGT campaign to the remotest part of the state, SDO Duna said, “This is one of the eastern most point of our country and I feel it’s befitting to fly our National Flag at this corner of the vast country to pay respect and tribute to all those freedom fighters who laid their lives for the country and for us.”

IMPHAL, :  THOUGH I am in ruling party I feel I, have  moral responsibility to bring notice to the hon'ble minister at the August House, some of the critical issues that pertains  to my constituencies. I am not here to embrace the government or to embrace anybody in fact, that it is the last thing in my mind; Ram Muivah.

2nd Session of the 12 Manipur Legislative Assembly:
Day - 2  Supplementary Question (Excerpt) :

I have so much respect for the hon'ble minister works, he is one amongst us the veteran minister and I have so much respect for him having said that National Highway (NH) - 102 A was upgraded to National Highway sometimes in 2014. In fact together with NH 202A PWD at that time we upgraded 6 National Highway one each in every Hill district and one (NH) in valley.  it was in the leadership of our than formal chief minister Okram Ibobi Singh and Works minister K. Ranjit Singh we upgraded 6(six) NH and this NH- 102A  is one of them it is one of the critical  roads in the state, the other one was from Parell to Chandel, Maram to Birean, Chumukidima, Churachanpur  to Singsor via Singhat and Kongsang to Tamenglong and another  one is the six NH i,e Wahengpam to Kakching khunou via Mayang Imphal  upgraded way back in 2008 to 2014.





Now this NH 102A is a critical road for Manipur because it connects atleast 4 district, ie, Senapati, Ukhrul, Kamjong and Tengnoupal. It also passes through 5 most backward sub-divisions, Tatubi - Paomada and Senapati Chirivai th n it passes through Ukhrul- Phingyar - Kasom Khullen and ultimately Tengnoupal.

Although it was upgraded National Highway in 2014 this National Highway which is a critical road the actual construction has not started even after laps of 8 years. They have not done but only Ordinary Reparing (OR) no blacktopping but only levering the surface. Giving to my understanding, I have been seeing this road since from childhood the difficulty, pain and anguish by the people of tha area. So it is not entirely on the hands of the work minister but through his good offices I  urge  him to  take up  with MoRTh  government of  India  that why not they started  the trouble  laneing, I am given to understand that NHIDCL has deposited not less than over 70 crore to DC Senapati for acquisition of land and compensation but I believe till today about 50 crore are yet to dispose as a result the land is  not yet handed over to NHIDCL. So, I urge the minister works through his good office to suitably advice DC Senapati to dispose the remaining 50 crore quickly and let NHIDCL start the work.

Regarding the road from Shangshak to Tengnoupal which passes through Phungyar - Kasom Khullen -Tengnoupal is yet to be giving to start the survey even after the lapses of 8 years so this is one of my serious concern and I believe that hon'ble work minister who is also a veteran politician amongst us will surely give importance. Listening to
his reply I think some of the engineer had misled him it is indeed the road  is in bad shap. Now I am aware that state PWD limited budget....   under external Affairs project.... Manipur being one of the special category state that if we post our project convincing the economic affair department 90% liability and the state share of liability will be just 10%  let us avail External Aided project and improve some of the critical roads in Manipur.

In his further supplementary question Ukl MLA ask assurance from work minister that NH - 102 A to be kept in priority under MORTH and Tatubi - Tengnoupal NH work to be taken up  on both sides of the National Highway simultaneous and also to give suitable advice to Senapati DC for early distribution of the remaining 50 crore so that the acquisition of land compensation could be done quickly by the NHIDCL.

Please consider me your Man  man on the ground or your Man on ground zero. I am just bringing the pain and anguish of the people, I feel that it is my moral responsibility to bring this to the hon'ble minister works.
