RV.Mingthing, former Minister GOM,former Chairman HAC and former chairman ADC  is/was a historian and respectable man with unique ideology. we the in-generation need to honour him for what he has planted and encouraging us to go forward with firm foundation and roots to hold on.

As I can vividly recall him advising me Chiphang you are a journalist so you need  to note all that is worthy as a Jurnos and impart me million dollar  history of Tangkhuls and it's origin including how Tampak was settled by Meities and it's jurisdiction/ boundaries with Tangkhul(with documents) and Burma now Myanmar.
Honestly, I am crestfallen today for we will miss such an octagenerian with rich historian amongst the Tangkhul.
Awo ( Mingthing) as an advisor to one of my founding organisation " Haomee Research Guild"(founded by me and an   advocate)represented by 16 tribes of Manipur.We deeply owes him for all his selfless contribution and his legacy will certainly be inscripted in the anal of Haomee history one fine day.

5th Edition State level SHIRUI LILY Festival 2023 preparation on War footing

(Shirui Lily Festival is the biggest festivals of Ukhrul district; Ram Muivah)

UKHRUL,27 Mar'23: COME May it is the season of one the Majestic and realest flower of the world called non other than ' Shirui Lily' (Kashong Timrawo).

As the season approach nearer by the day the mood of the Ukhrul denizens is changing its hue despite the lack of its infrastructure deficit besides, missing what it terms the worldly luxurious materials .Yet proudly manifest the longing of this  Lily season with tryes of the natural beauty and sociable environment.

Apart from the enthusiastic citizens the government is also gearing up to catch up in time .And the ever energetic and spirited Ukhrul MLA Ram Muivah has already bull up his socks to clean and clear for the showdown.

Nevertheless, in regards for upcoming 5th edition of State level Shirui Lily Festival 2023 the 2nd Meeting of the  Sub Committee for Entertainment was held on 27th March at the conference hall of  the Forest Division office Ukhrul  under the Chairmanship of Shri Ram Muivah, IAS (Rtd.) Honorable MLA 44-Ukhrul (ST) AC  on Monday.

While welcoming the members present,  Ram Muivah, Chairman of the Sub-Committee Entertainment, 5th State Level Shirui Lily Festival 2023 initiated the discussion. And after brainstorming discussion it was  decided to include Arthur Chiphang, IAS, Secretary, Government of Manipur, Worshang Hungyo, IAS, Special Secretary, GOM, IK Muivah, IPS, IGP, Themthing Ngashangva, IPS, Director Fire Services,  Worngam Ningshen, IPS, DIG, Shanngam Shaliwo, IFS, DFO Ukhrul and  Qlr.Thingreiphy Lungharwoshi, President, Tangkhul Shanao Long (TSL) as Co-opted members.

Agenda no 2:
Representative of 7 Sisters Foundation reported that negotiation is going on with 2 foreign bands for performance during Shirock of Shirui Lily Festival 2023. The members expressed displeasure at the absence of the promoters of 7 Sisters Foundation in the meeting. 7 Sisters Foundation shall also arrange Hangars, Marketing and Sponsorship for Shirock 2023. Action: 7 Sisters foundation

Agenda no 3:
Homestay-Shri Chunglenmang Kipgen, ADM, Ukhrul reported that, like in the
previous years, homestay subcommittee shall be constituted with some local Organisation. Creation of Shirui Lily Homestay Website is in the process. Action:ADM/Ukhrul

Local artists- Guru Rewben Mashangva, Padma Shree Awardee shall take charge of Local artists and he shall be provided suitable budget for promotion of local artists.

Infrastructure-As usual, the event for the Shirock will be Bakshi Ground. AIl the concerned DLOs including PWD, PHED, Power as well as NHIDCL, BRTF and AR were requested for improvement of the main venue (Bakshi Ground) as well as the Shirui venue. Both EE PHED and DGM Power raised issues about the non-payment of the past expenses in connection with Shirui Lily Festival. Similar issues were received from almost all the Event Managers for non-payment of bills on time. It was decided torequest Tourism Department for timely release of funds for successful celebration of Shirui Lily festival in a grand manner.35" Assam Rifles Somasai was requested to provide good number of tents at the main venue, Bakshi Ground. Cleanliness Drive. President of THYSO reported the past experience of cleaning the mountain of garbage left behind by the tourists at the venues especially Bakshi ground and the highways. They requested suitable budget for cleanliness drive. They also requested construction of grand welcome gate and to grand permission to sell Shirock festival badge and car stickers. Action-Chairman

Bomb blast at Ukl mini- srct'

 

Bomb blast at Ukhrul Mini secretariat complex

UKHRUL, 20 Mar'23: Unidentified miscreants hurled bomb at Ukhrul Mini secretariat at around 4:45pm here today.

Ukhrul police sources informed that the exploted  bomb was  suspected to be Improvised Explosive Device ( IED).

However,there was no human casualty or destruction of property from the bomb blast.

Police sources states that it is highly suspected to be hurled from outside the fencing wall (eastern) of Mini secretariat.

No militants claim responsibility of the bomb blast till the time of filling this report.

Suo moto FIR case registered at Ukhrul PS. And an Investigation including covered operation going on. Hopefully, a breakthrough is expected soon the police source said.

Ukhrul, Kamjong FPS agents face double whammy, threaten stir

March 11, 2023:. THE non-release of food grain for February has come as a double whammy for the Fair Price Shop (FPS) agents’ associations operating in Ukhrul and Kamjong districts.

With their long-pending grievances still awaiting redressal, the FPS agents have threatened to launch intense agitation if the state government does not take immediate steps to procure and release the food grain for February.

For the past one year, the FPS agents’ associations have been demanding redressal of their long-pending grievances pertaining to non-payment of transportation cost and margin money under NFSA and PMGKY. However, the state authorities have not paid any heed to their demands. The non-release of food grain for February has only added to their woes.

On March 9, the agents’ associations of 44-Ukhrul AC, 45-Chingai AC and 43-Phungyar AC convened a press conference in Ukhrul town to decry the lackadaisical attitude of the state authorities and highlight their course of action.

Briefing media persons during the press meet, Ukhrul FPS agents’ association president Luingam Lunghar stated that the agents’ associations of the three assembly constituencies of Ukhrul and Kamjong districts have resolved to launch stringent form of agitation if the food grain for February is not released at the earliest.He said that the agents learnt about the nonrelease of food grain for the particular month when they met the Ukhrul District Supply Officer (DSO) after the commodity failed to reach the FCI go-down in Ukhrul.

“DSO informed us that the allocation for February has been lapsed because 50 percent of allocation for the entire state has been deducted due to inadequate use of e-POS devices and that this was announced by chief minister N Biren Singh in the state assembly recently,” he said, quoting the DSO.

Lunghar contended that the hill areas being poor in internet facility, e-POS application has never been feasible in various locations. However, the agents have been carrying out 90 per cent of transaction using manual/offline registration across the three assembly constituencies.

“So, it is our earnest appeal to our chief minister to look into the matter and prevail upon the authorities concerned to release of the food grain at the earliest. Failing this, we would be compelled to launch a stringent agitation,” he warned.

Regarding their long-pending grievances over non-release of transportation expenses and margin money, Lunghar further appealed to CM Biren Singh to intervene in the matter.

He said that the agents’ associations have repeatedly apprised the CAF &PD minister and other relevant authorities including district administration. However, nothing positive is forthcoming from their end.

The concerned minister has been sitting on the issue of failure of the transport in-charge to disburse the transportation costs and to make himself available at the FCI depot during lifting of food grain.

“This has continued since April of 2022 and is a gross violation of the norms, according to which, the transport contractor/in-charge concerned must be present when the rice is lifted from the FCI go-down and distribute the transportation expenses to the agents,” he mentioned.

According to Lunghar, information has been received from DSO regarding the sanction of a backlog of margin money under NFSA from April of 2022 till January 2023. However, margin money under the erstwhile PMGKY for the same period has not been sanctioned till date.

“Now, PMGKY is wrapped up but the agents had already incurred a huge amount during its implementation,” he pointed out.

It is learnt that there are 101 rationing agents under 44-Ukhrul FPS Agents’ Association and 73 under 45-Chingai FPS Agents’ Association and 54 under 43-Phungyar FPS Agents’ Association.

State released MGNREGD fund

 

State releases Rs 406.49 Cr MGNREGS fund

UKHRUL,7-Mar-2023 : IN view of the Yaoshang festival and the closure of the financial year, the State Government has released Rs 406.49 crore for payment of MGNREGS wages.

With this amount, the State Government has fully released the whole amount of Rs 756 crore sanctioned by the Central Government.

The Ministry of Rural Development and Panchayati Raj sanctioned Rs 756 crore under MGNREGS for the State of Manipur in June last year.

The amount was meant to pay liabilities of 2021-22 and take up new works in 2022-23, sources informed.

The amount of Rs 406.49 crore released by the State Government today included Rs 31.35 crore for Bishnupur, Rs 9.76 crore for Chandel, Rs 53.10 crore for Churachandpur, Rs 67.20 crore for Imphal East, Rs 38.36 crore for Imphal West, Rs 12 crore for Jiribam, Rs 19.27 crore for Kakching, Rs 11.30 crore for Kamjong, Rs 22.83 crore for Kangpokpi, Rs 11.36 crore for Noney, Rs 6.55 crore for Pherzawl, Rs 34.18 crore for Senapati, 11.20 crore for Tamenglong, Rs 27.04 crore for Tengnoupal, Rs 25.56 crore for Thoubal and Rs 25.38 crore for Ukhrul.

Even though the Central Government sanctioned Rs 756 crore in June last year, the State Government was releasing Rs 100 crore to 150 crore in phased manner on account of its unsound financial condition, said the sources. 

As the sanctioned was not fully utilised, the Ministry of Rural Development and Panchayati Raj did not release funds for MGNREGS material component.

However, as the State Government has fully released the sanctioned amount of Rs 756 crore, the fund for material component is likely to be released after submission of utilisation certificate, said the sources.

As the sanctioned amount of Rs 756 crore should be utilised before the end of the current financial year, the State Government, despite its financial constraints, released the remaining amount of Rs 406.49 crore so that utilisation certificate can be submitted before the closure of the financial year and the material component can be obtained without hassles, added the sources.

The amount for the material component can be between Rs 350 crore and Rs 400 crore and it is likely to be sanctioned within the current month, the sources said.

Even though the works of 2021-22 had been completed, the same works are reflected as ongoing in the MIS as the wages and funds for material components were not released fully and it posed serious hurdles in taking up new works in 2022-23.

As a result, the MGNREGS job card holders are not able to work for a greater number of days, according to the sources.

IMPHAL,Feb'24 : CHIEF Minister N. Biren Singh, who is also the Leader of the House presented the Demands for Grants, 2023-2024 for seven different departments, amounting to Rs. 16,86,03,06,000.00 during the ongoing Assembly session on Friday. The House passed the Grants after a subsequent discussion.

The Demands passed by the House include Rs.18,22,08,000 for Information and Publicity; Rs. 73,64,00,000 for Labour and Employment; Rs.811,57,23,000 for Department of Tribal Affairs and Hills; Rs.547,74,53,000 for Power; Rs.30,05,95,000 for Election; Rs.5,05,50,000 for Science and Technology and  Rs.199,73,77,000 for Information Technology.

Responding to a policy cut motion raised by Opposition MLAs K. Ranjit Singh, Th. Lokeshwar Singh and Surjakumar Okram, Biren who also holds the portfolio of Power clarified that there are two companies applying for solar power plants for producing solar energy in the State.

He informed the House that 221546 families under BPL were given free power connections and that high mast light and LED street lights were installed in 74 spots in all the districts.

The Chief Minister said that the Asian Development Bank expert committee’s decision is awaited regarding the taking over of Loktak Downstream Project and that a survey has been conducted by experts from different countries.

Motion: Discussion on a Matter of Public interest :
Ukhrul  MLA Ram Muivah raised a discussion on the deplorable condition of NH-202 from Yaingangpokpi to Finch Corner (Imphal-Ukhrul road).

The NH202 highway blacktopping requires to be completed for upcoming 5th Edition of State Fest "Shirui Lily Festival 2023" before 17th May -20th May, 2023 as per CM Biren's last Shirui Lily Fest Meeting Minutes.

Works Minister Govindas Konthoujam clarified that an expert committee consisting of representatives from the Ministry of Rural Development, National Highways Infrastructures Development Company Limited (NHIDCL) and Manipur Government will be constituted to look into the matter.

He said that steps will be taken up for the speedy completion of repairing of the deplorable condition of NH-202 from Yaingangpokpi to Finch Corner, (Imphal-Ukhrul road).

34 Police outpost

 

34 Police Outpost to be set up in Border areas : CM

IMPHAL, February 24, 2023 : LEADER of the House, Chief Minister, Shri N. Biren Singh stated that with approval of Ministry of Home Affairs, 34 police outpost will be set up in the border area to check infiltration from neighbouring countries.

This was replied during the Question Hour raised by Member of the House, MLA, Shri K. Ranjit Singh, on the Fourth Day of the 3rd Session of the 12th Manipur Legislative Assembly held today.

​CM, Shri N. Biren Singh further informed the house that from 01/01/2012 till date, the state apprehended 393 Myanmarese; out of which 1 was deported, 107 in the judicial custody, 105 in detention center and 180 were released on bail.

​He also highlighted the various measures taken up by the State Government to check/curb infiltration such as biometric surveillance, house to house Aadhaar verification, security alert, amongst others.

​Regarding irrigation of paddy fields, Shri N. Biren replied that irrigation facilities are provided in 46,512 hectares of agricultural land by Minor Irrigation and Water Resource Departments. He continued that ground water extraction through tube wells, rain water harvesting and construction of check dams at the foothills are being taken up to provide continued irrigation facilities.
​On the question raised by Member of the House, MLA, Shri Th. Lokeshwar Singh on Land registration, Leader of the House stated that a cabinet sub-committee verified the land buyers whether they are indigenous people of Manipur. He asserted that strict rules are in place to protect the state’s land from outsiders.

Replying to cut motions moved by opposition members Shri K Ranjit and Shri Okram Surjakumar during the discussion on demand for Information and Public Relations, IPR Minister Shri Sapam Ranjan informed the house that Journalism Courses and workshops are being conducted by the department regularly. He further said that the Department Website is updated regularly.The Minister further said that the result of the recruitment process is in pipeline and after consultations with the Chief Minister the result will be announced. The Minister said District Information Office in the newly created District are functioning in the best level. He informed the house that the state has its own advertisement policy 2013 and most of the pending advertisement bills for local media have been cleared. Other departments are instructed to clear their bills at the earliest, he added.

IMPHAL,Feb'23 (DIPR): On the third day of the ensuing 3rd Session of the 12th Manipur Legislative Assembly on Thursday, the House unanimously passed eight demands for grants amounting to Rs. 4734,93,21,000. The demands are Demand No. 1 – State Legislature, Demand No. 2 – Council of Ministers, Demand No. 3 – Secretariat, Demand No. 6 – Transport, Demand No. 10 – Education, Demand No. 16 – Co-operation, Demand No. 39- Sericulture and Demand No. 40 – Water Resources.

For State Legislature, a sum of Rs. 252,20,86,000, for Council of Ministers, a sum of Rs. 15,27,88,000, Secretariat, a sum of Rs. 180,49,77,000, Transport, a sum of Rs. 62,34,74,000, Education, a sum of Rs. 3291,78,35,000, Co-operation, a sum of Rs. 41,72,37,000, Sericulture, a sum of Rs. 51,25,69,000 and Water Resources, a sum of Rs. 839,83,55,000 have been granted and passed for the financial year ending March 31, 2024.

During the Demand discussion, MLAs K. Ranjit Singh, Th. Lokeshwar Singh and Surjakumar Okram moved the Policy Cut Motion on Demand No. 6, Demand No. 10, Demand No. 39 and Demand No. 40.

During the discussion on Demand No. 10, MLAs K. Ranjit Singh, Th. Lokeshwar Singh and Surjakumar Okram expressed their views and arguments. Giving clarification to the MLAs, Minister Th. Basanta Kumar Singh who is also the Minister in-charge of Education informed that there are 56 sanctioned posts of Principals, 57 sanctioned posts of Vice-Principals, 182 Headmasters and 374 sanctioned posts of Asst. Headmasters in the Education Department.

Those who are eligible for promotion to the respective post are promoted through proper channels. He also maintained that a committee has been set up to verify the eligibility and take up necessary action to fill up the vacant sanctioned posts. The Minister said that the Education Department is well prepared to implement NEP 2020.

Minister Awangbow Newmai who is also the Minister in-charge of Water Resources, giving clarification informed the House regarding the construction of left and right canals of Dolaithabi Dam that the work for the construction of 17.30 Km long right canal of the dam has been completed. For the left canal, the work for around 700 meters is yet to be completed. Both the canals will be ready very soon, he added. He also mentioned that Manipur has launched the Mobile Water Quality Test successfully.

Later, Chief Minister N. Biren Singh who is also the Leader of the House moved the Manipur Appropriation (No. 1) Bill, 2023 in the House which was passed unanimously.

Feb' 22:      THE Manipur Legislative Assembly on Wednesday unanimously passed the Supplementary Demand for Grant 2022-23 amounting to Rs. 54,96,91,83,000 for various departments. Earlier, as soon as the House met at 1 PM, the Speaker took up the question hours.

Chief Minister N Biren informed the House that there are 6498 beneficiaries or business units identified for the financial support under the Start Up scheme. He said that of these, 5041 beneficiaries are receiving the financial support under the scheme and 4719 units are running profitably. The Chief Minister was replying to a question raised by MLA Surjakumar Okram.

The Chief Minister also informed the House that steps have been taken up to restrict outsiders from purchasing land in the valley areas of the State. Land can be purchased after the approval of the concerned Municipality or Gram Sabha, he added. The Chief Minister was replying to a question put up by MLA K. Ranjit.

Transport Minister Khashim Vashum informed the House that as per VAHAN data, there are 422753 vehicles in the State till January 2023. Out of these, 110674 vehicles are older than 15 years, of which 6965 are diesel run vehicles and 103709 are petrol run vehicles.

He also clarified that the scrapping of vehicles does not depend upon the age of the vehicle but upon the fitness of the vehicles.

Later the House held a discussion on the Budget Estimates, 2023-24. Leader of the Opposition O. Ibobi Singh, MLA K. Meghachandra and Th.Lokeshwor participated in the discussion.

Clarifying on the general discussion of the Budget Estimates, Biren who is also in-charge of the Finance Department said that the budget is people-friendly with focus on the welfare of the people.

Mnp Legislative Assembly approves supplementary grants amounting to Rs 3,111.58 crore

Feb'22,'23:.  ON the second day of the third session of the 12th Manipur Legislative Assembly on Wednesday, the House unanimously approved several supplementary grants amounting to Rs 3111,57,96,000.

The amount of supplementary grants for state legislature is Rs 35,17,28,000; council of ministers is Rs 1,75,42,000; land revenue, stamps and registration and district administration are Rs 4,56,13,000; finance department is Rs 872,03,32,000; transport is Rs 50,00,000; police is Rs 56,72,83,000; public works department is Rs 104,46,85,000; information and publicity is Rs 1,00,58,000; education is Rs 48,71,74,000.

Scrapping of vehicles do not depend on years but on fitness: Transport Minister

IMPHAL, Feb' 22, '23:  STATE  Transport Minister Khashim Vashum on Wednesday said there are a total of 1,10,674 vehicles, including 6,965 diesel vehicles and 1,03,709 petrol vehicles that have crossed 15 years, as per data collected from VAHAN. However, scrapping of vehicles depends on the fitness of the vehicle issued by the authority concerned, the minister said .

He was informing the House responding to the starred question raised by opposition MLA K Ranjit Singh, on the second day of the third session of the 12th Manipur Legislative Assembly session on Wednesday.

Seeking information through the assembly floor, opposition MLA K Ranjit Singh asked how many vehicles (diesel and petrol vehicles) are there in the state that have crossed 15 years, the validity of a vehicle to be scrapped, and how many vehicles are running in the state by January 2023.

Responding to the starred question, the transport minister informed the House that as per VAHAN data, there are 1,10,674 vehicles including 6,965 diesel vehicles and 1,03,709 petrol vehicles that have crossed 15 years. For the scrapping of the vehicle, it depends on the fitness of the vehicle not in years, he added.

For privately owned vehicles the validity of the vehicles can be extended for about 5 more years if the vehicle has a fitness certificate, he added.

He said according to section 52A of Central Motor Vehicle Rules, vehicles that are utilized for government/PSU/Autonomous bodies/State Transport undertakings/Municipal Corporation or Municipality or Panchayat should be scrapped after 15 years of manufacturing.

The transport minister said there is no provision for reselling those government vehicles that have crossed 15 years from the date of manufacture to the public.

He further said as per data collected from VAHAN there are a total of 4,22,753 vehicles registered under the state till January.

IMPHAL, 2 Jan'23:.  THE third session of the 12th Manipur Legislative Assembly began today with the Governor’s address and highlighting department achievement and development of the State Government.

An official press release of the Manipur  Legislative Assembly states the following achievement and development of the Government.

The Governor began his speech by wishing the members a productive and prosperous New year. Law and order and Justice delivery update of the state was outlined in the Governor’s speech. The Governor informed that law and order situation and security environment in Manipur has  improved significantly in the recent years, and during 2022, 75 insurgents surrendered , 309 extremists were arrested and various arms, ammunitions stc.were recovered.
Giving a further boost to the peace process in the State, the Government of India and the State Government has entered into a cessation of operation agreement with the Zeliangrong United Front that had been active for more than a decade. With improved security scenario, 15 police station areas in 6 districts of the State has been excluded from the Disturbed Area Notification with effect from 1st April,
2022.The Armed Forces Special power Act has been revoked from these areas Government of lndia approved construction of 34 Police Outposts along lndo-Myanmar international Border and 6 Police Outposts along National Highway- 37 (lmphal-Jiribam) with cost of Rs. 80.40 crore under the scheme for Special Assistance to  States. Out of these, construction of 1 2 (twelve) of Border Police Outposts and 3(three) Police Outposts along NH-37 are in progress. Under the initiative of ‘War on Drugs 2.0’, the Government continues its fight against
Drugs, to root out the menace of illigal  drugs and to protect the youths of the state. During 2022, 3517 acres of illicit poppy cultivation were destroyed in different areas of the state and 2,567 kg. of contraband drugs disposed. Over 2,384 kg. of drugs consisting of Heroin, Brown Sugar, Opium, Amphetamine, Ganja, Methamphetamine, Spasmo Proxivon and nearly 40,000 bottles of Cough Syrup were seized. 504 cases
were registered under ND&PS Act and 32 persons were convicted. 84 persons were detained under PlT NDPS Act.
During 2022, about 3,629 FIR cases were registered under different sections of Law. 1883 criminal cases were disposed of with 500 cases charge sheeted and 1,383 in Final Reports. Sensitive cases relating to crime against women and children were given top most priority in investigation. 91 cases relating to crime against women and 52 cases under POCSO Act were registered.

Efforts to modernise the police force in the state are underway. Under the scheme of “Assistance to States and Union Territories for Modernisation of Police”, various vehicles, computers, telecom and forensic equipment were procured. Relief compensation amounting to over Rs. 212 lakh was provided to victims of extremist action and under central and state Victim compensation schemes.
Recruitment for 1 ,830 posts of Riflemen for 10th and 11th IRB were completed. Recruitment is under process for 1385 posts consisting of various ranks. To provide sufficient infrastructure for the Judiciary, construction of District Court Complex
in Kakching, Noney and Senapati was started. Annexe Court building at Bishnupur Court Complex was also inaugurated. The District and Sessions Court at Tamenglong was established. The Court of Chief Judicial Magistrate, Tamenglong has started functioning. The new District Court
building at Tamenglong with residential quarter of Judges is targeted for completion in 2023. The High court and the subordinate courts disposed 7,405 cases during 2022.
For Healthcare, under Chief Minister’s Health for All program, more than three lakh persons in over 870 villages have
been screened for ten non-com-municable diseases through door-to-door screening. The insurance cost available for each enrolled family under CMHT has been enhanced from Rs. 2 lakh to Rs. 5 lakh per annum. A total of over 2.04 lakh families with 6.73 lakh beneficiaries have been
enrolled under CM Hakshelgi Tengbang
Scheme. over 1.30 lakh patients have benefited till date with their treatment
cost of Rs. 148.9 crore born under the scheme.

AB-PMJAY over 1.53 lakh households with 4.76 lakh beneficiaries have been enrolled. 85,866 beneficiaries have availed treatment till date with treatment cost of Rs. 111.80 crore borne under the scheme. State Government medical college at Churachandpur with 100 MBBS seats has commenced its maiden session. MBBS seats in JNIMS have been enhanced to 150 seats. Regarding Finance and Planning, the Government has been taking various steps towards resource mobilization to increase tax revenue. The state’s own tax revenue increased from Rs’ 586 crore in financial year 2017-19 to Rs.1,649 crore in financial year 2021-22. This is an average annual growth of 23% during the period, mainly on account of growth in collection of State GST. The Government has ensured that expenditure on capital outlay is increased vis-d-visn revenue expenditure. During financial year 2021-22, expenditure on capital outlay increased by 33% vis-d-vis 2% for revenue expenditure. Higher expenditure on physical and social infrastructure not only enhances welfare but paves waylfor higher growth through multiplier effect. With increased allocation for expenditure on capital investment at Rs.573 crore for 2022-23 under special Assistance to states under capital investment, the upward trajectory in expenditure on capital outlay is expected to continue.

For Tribal Affairs, Minorities and SC & OBC Welfare 5 tribal health centres have been set up at Impa, Chamu, Morcham, Thingpuikuol and kangjang. These centres provided health care to about 4,376 patients during 2022. To support and provide quality education to poor tribal students, 3 Eklavya Moder Residential Schools are being establishedbat Sapermeina, Moreh and Tamenglong. During 2O22-23, under PMJVK, 116 projects costing Rs.90.93 crore were completed consisting of Sadbhav Mandaps, Hostels, school infrastructure, healthcare facilities, toilets,amongst others. Since the in-
ception of the scheme, 17,417 units amounting to Rs.544.17crore are completed and 382 units amounting to Rs.639.49 crore are ongoing. Under Pre-Matric, Post-Matric and Merit-cum-Means based scholarship
schemes, 57,524 minority students were given scholarship amounting to Rs. 33.11 crore during 2021-22. 10,992 OBC and SC students were also given pre-matric and post-matric scholarships amounting to Rs. 6.77 crore.

For Power Sector, the Government has been providing 24x7 power supply to town areas and around 23 hours per day power supply to other areas. For lighting up important areas, 74 High Mast have been installed across the state. 929 numbers of LED Street Light has been commissioned. Pre-paid energy meter fo r 4.41 Lakh consumers have been installedbtill date. The AT&C Loss for FY 2022-23 is 20% with a target to reduce it to 15% by FY 2024-25bby augmenting to AB Cable and saturation of pre-paid meters. ln the past year, five 33/11 kV sub-Stations at lbudhou Marjing, leimapokpam, Hiyangthang, Khangabok, Moirangpalli and Heirok were operationalized. Various existing 132/33 and 33/11 kV subsations were augmented with additional capacity. At present,B21 new 33/11kV sub-stations
and 2 new 132/33kV Sub Stations are under construction. For safe and secure grid operation and real time power supply management, a wide net-work of Fibre optics cable of about 2,000km is being laidbacross the State. State Load Despatch Centre, Manipur Was conferred the first ever LDC Ex-cellence Award, under the category of Emerging State Load Despatch Centres at the 9th International Conference on Power Systems - 2021.

Water Resources and Management, Jal Jeevan Missionbaims to provide functional household tap connections to over 4.5 lakh rural households in Manipur at estimated cost of Rs. 2,631.96 crore. Household with tap water connection was 5.74% of target in August 2019 and the same has now increased to 75%. Manipur is 11th
Rank at National level and 1st Rank among North Eastern States in coverage of functional household tap connections. Out of 2,555 total villages, state has declared 412 Har Ghar Jal villages. Integrated Water Supply Project for lmphal Planning Area Phase-lll at a cost of Rs. 1,052.49 crore is under progress. Chingkheiching Wa-
ter Treatment Plant for providing additional 45 MLD to lmphal City was also taken up under State Capital Fund and is under trial run. Drinking water distribution network for a total length of 356 km. in lmphal Municipal Corporation areas was completed under AMRUT. lnstallation of Smart WaternMeter for 44,000 households is
also under progress. Integrated
Sewerage System for lmphal City Phase-ll at a cost of Rs. 1,255.84 crore will be taken up with New Development Bank funding. The project will cover 16 IMC wards in lmphal City.
Under National Food Security Act, beneficiaries have been fully digitised in the public portal and all Fair Price shops in the state have been automated. All ration cards have been Aadhaar seeded.

Under Prime Minister Garib Kalyan Anna Yojana, to ameliorate the hardships faced bybthe poor, additional free rice of 5 kg. per person per month was provided to all NFSA beneficiaries till December 2022. 2,00,658
beneficiaries have benefited through free LPG connection under Ujjwala 1.0 and Ujjwala 2.0.

For Education, the government is taking various steps to develop the education sector. Under Mission NAAC 2.5+, the accreditation of 20 Government colleges by National Assessment and Accreditation Council has been achieved. Assist civil service aspirants, free physical classroom coaching has been started for 200 aspirants under the chief Minister’sbScholarship scheme for Civil Services Coaching. Under Chief Minister’s College Maheiroi E-Support Scheme, 2,000bsmartphones were distributed to meritorious students belonging to poor families for providing access to various e-learning platforms. Under School Fagathansi Mission’, 120 High and Higher secondary schools, have been covered. Student enrolment increased by over 30 per cent from 2019 to 2022 academic sessions. An increase of 5.9% was recorded in Phase-ll, To address other gaps, 10,630 pairs of dual desk and benches were provided; 106 new classrooms, 98 new toilets and 32 science Laboratories and
Libraries constructed, and 67 classrooms repaired.

For Agriculture and Allied Activities and Natural Resources, Under PM Kisan
Samman Nidhi yojana, 6.20 lakh
farmers are enrolled and about Rs. 614.19 crore of income support were released to farmers. lnfrastructure development works were taken up under RKW-RAFTAAR. Farmersbtraining hall and hostel at
Wangoi and Chandel are under construction. 4 Agro Market sheds were constructed. Under value addition link production projects, 3,570 farmers were provided financial assistance for purchase of agricultural equipment and 7 Farmers interested Group for Honey Bee Rearing. Financial assistance was also released to 4,50 farmers for conducting demonstration on Wheat and Barley cultivation of 340 hectare and integrated Nutrient Management and integrated pest Management demonstration for an area of 800 hectare.l4s.44Metric tonne of HW paddy seed were distributed covering an area of 2,424 hectare. considering hardship faced by famers due to scarcity of rainfall during Kharif 2022,39 Metric tonne of pea and 54.34 Metric tonne of Mustard certified seeds to cover 650 hectare and 434 hectare respectively were distributed at free of cost as an alternative Crop plan. Under PM Krishi Sinchayee yojana- per Drop More crop, financial assistance through direct benefit transfer were provided to 5,043 individual small and marginal farmers for 5,043 sprinkler sets with water pump set. Financial assistance for construction of 161 water harvesting structures, 4 check Dams and 10 irrigation channels  were provided to 220 farmers creating irrigation potential of 338  hectare.

Kohima, 2 Feb'23: The central government has offered creation of an
autonomous council in the eastern district of Nagaland.

According to reports, the offer by the central government came after conclusion of a two- day long talks with Eastern Nagaland People's Organization ( ENPO).

ENPO which represents aeven Naga tribes of the six districts in Nagaland –
Mon, Tuensang, Kiphire, Longleng, Noklak and Shamator.

The ENPO has been demanding a separate “Frontier Nagaland” state
since 2010 over alleged discrimination.
The crucial talks between the ENPO and a central government committee was conducted amid threats by the
organisation to boycott the Nagaland assembly elections.

The six districts of Nagaland, which the ENPO represents, consist of 20 seats in the Nagaland legislative assembly.
With the offer of creation of an autonomous council in the eastern districts of Nagaland, the ENPO reportedly is set to review its stand on boycotting the elections.

“The Centre’s offer is for an autonomous council with [a] possible legislalure and the new proposed body could be called the 'Frontier Nagaland Autonomous Council’,” a local Nagaland daily reported.
Notably, polling for the elections to the 60-member Nagaland assembly
elections is slated to be held in a single phase on February 27.
Counting of votes will be conducted on March 2.

Manipur: Assam Rifles foils cross border smuggling, Pangolin shells worth Rs 5 lakh recovered

IMPHAL, 1Jan'23:   ASSAM Rifles of Tengnoupal Battalion under the aegis of HQ IGAR (South) foiled Cross border smuggling of Pangolin Shells at Village Khudengthabi, Tengnoupal on 31 January 2023.

Based on specific Input, a Team was launched in Village Khudengthabi to prevent the smuggling of Contraband items. During the Operation, 5.190 Kg of Pangolin Shells were recovered. The seized Wildlife Products were assessed to be worth Rs 5.19 Lakhs.

The recovered Wildlife Products were handed over to Forest Department, Moreh for further investigation.

On the other hand, the Shangshak Battalion under the aegis of Inspector General Assam Rifles (South) foiled Timber Smuggling in the general area of Gamnuom village of Kamjong District on 01 Feb 2023. The Assam Rifles troops intercepted 01 x Shaktiman truck loaded with illegal timber in the general area of Gamnuom village, evaluated to be worth Rs 1.28 Crores.

The seized timber along with apprehended smugglers and vehicles was handed over to the Forest department, Kamjong for further legal action.

Villagers from Kampang Khunou of Tengnoupal district rescued a Pangopup (Chinese Pangolin baby), on December 31.

The popup is locally known as Saphu.

The Pangolin was rescued by a team of villagers Dm James Maring, Khulpuwa Solomon Maring (MSc Forestry NERIST), Dm Angkham Dangshawa (BSC Forestry CHF Pasighat), Ch Kelvin Maring and wildlife researcher Yengkhom Roamer Zest from Kakching.

The Chinese Pangolin is among the critically endangered species listed in the IUCN's Appendix-I of CITES, said a member of the team.

Later the villagers with the assistance of the Wildlife and Habitat Protection Society (WAHPS) released into the wild at Langol Punsilok.

Environmentalist M Loya, MU Forestry faculty Dr L Romeechand and Y Roamer's team were present when the Pangolin was released into its natural habitat at Punsilok.

The team shared that pangolins are among the highest trafficked mammals in the world.

Kohima, Jan 31: The Ceasefire Supervisory Board has banned different factions of NSCN in Nagaland from moving around with any weapons during the state assembly election process.

The Staff Officer for Ceasefire Monitoring Group (CFMG) and Ceasefire Supervisory Board (CFSB) T Mere, said elections to the Nagaland Assembly have been announced by the Election Commission of India to be conducted on February 27. 

Eno.Mere said the state government and various district administrations have issued instructions with regard to possession of weapons within their jurisdiction to ensure peaceful elections. There is a need for all factions of NSCN to conform to the essential objective of ensuring a peaceful process and election in the state.

He directed that carriage of weapons (firearms) of every kind has been banned for the period commencing February 1 (Wednesday) while date of lifting it will be intimated after the counting day of votes on March 2, based on security situation.

In view of the above, AMTU in a press note has appealed to all Manipur tribal Christians and church leaders to organize a prayer event at home, as a group or church/organization for spiritual reconciliation and emotional integrity of all the tribals in Manipur on February 5, 2023 .

The Union also appealed to all Christians and tribal leaders in Manipur to put aside petty internal rivalries, and respect one another and stand together in unity for the common interests of all the tribals in Manipur and upholding together the rights enshrined to them under the Constitution of India.

'Until and unless we are united for our common interests as tribals, our future as tribals in Manipur is bleak. Let us remember that the cost is too high to sacrifice our common interests due to our petty rivalries within ourselves', added the press note.

Nagaland: Naga People's Front not getting enough candidates to contest in 60 seats, claims party leader

January 27,2023: AHEAD of the Nagaland assembly election, the chief of Naga People's Front (NPF), Azo Nienu claimed that the party lacks enough candidates to contest in all 60 assembly seats.

The NPF legislature party leader Azo Nienu while speaking at an interview for a local media outlet asserted that his party is not getting enough candidates to contest in all 60 seats.

"Our party is just hand to mouth...we are having a shortage of candidates to find in all the 60 seats," he added.

When asked if the NPF would contest all 60 assembly seats, he stated that the party was considering contesting no more than 30 seats, but that seat allocation and ticket distribution would be decided by party leaders and legislators.

The regional party has disclosed their plans of keeping doors open for any post-poll alliance, for which they are working towards building understanding with all political parties.

Earlier on January 19, the NPF legislature, Azo Neinu, said that the party has formulated a policy/strategy called “Pre-poll understanding for Post-poll alliance”. He also dismissed speculations of an alliance between NPF and Congress in the forthcoming election by reiterating that NPF will pursue “Pre-poll understanding for the post-poll alliance”.

Azo said this was also shared by party president Shurhozelie Liezietsu when Congress leaders visited him recently.

He also stated that the NPF, NDPP, and BJP had formed the United Democratic Alliance (UDA) in the larger interest of the Naga political issue. "The pressing demand for a solution to the Naga political issue may grow stronger after 2023, and thus we cannot rule out another all-party government (after the election")," he said.

Azo, on the other hand, stated that an all-party government would not be formed if it did not serve the interests of Nagas.

Ukl MLAs inspected the National Highway 202 Yaingangpokpi-Finch corner Sector

(Expressed dismay over in ordinate delay of progress which has become terrible and torturous for travellers)

UKHRUL,25th Jan'23: IN a significant development, the Ukl MLAs have voiced the mountain of grievances faced daily by travellers, particularly the Ukhrul and Kamjong districts as National Highway 202 is the lifeline for the two districts.

Ukhrul MLA Shri Ram Muivah while talking with this journalist on the sidelines of inspection of NH 202 sector from Yaingangpokbi to Finch Corner states that on the advice of Hon’ble CM Shri Biren Singh, he along with Kamjong MLA Shri Leishiyo Keishing, DC Ukhrul Krishna Kumar, NHIDCL officials led by Dharmendra Chaudhary Executive Director and his colleague Lt.Col.John Shelley General Manager, SDO Ukhrul Suranjoy  Singh and sub- contractor of National Highway construction started from Yaingangpokbi to Finch Corner NH- 202 sector.

We went to inspect, realising the terrible condition of the lifeline of Ukhrul and Kamjong districts. Yesterday, Hon’ble CM took a marathon meeting regarding the inordinate delay of the 2-lane widening of NH 202. On his advice, today starting at 7:30am we all went to inspect the road of NH-202 especially Yaingangpokpi to Finch Corner sector, which is one of the oldest NHs in Manipur, but we were all crestfallen, shocked and despaired at the terrible condition of the road. The entire stretch was full of dust and we were all enveloped by the dust. Imagine the condition of the people of Kamjong and Ukhrul district subjected to such excruciating and torturous travels almost every day.

We questioned the NHIDCL as to why the work which was awarded way back in 2018 even after lapse of 4 years, the road has not been blacktopped. The sub- contractor of NHIDCL has, of course, made lots of promises. We inspected their hot-mixed plant which is installed at TM Kasom We are happy that at least they have installed stone crusher and Hot Mixed Plant. They promised to start blacktopping work from 28th January '23. However, till date they have yet to mobilize Paver finisher and without paver finisher they can't do blacktopping. I hope that NHIDCL will keep their word and start the blacktopping from 28th January '23.

Ukhrul MLA Ram Muivah further stated that in today's inspection all along the way there were, village chiefs and the affected families who complained that there were wrong cases of measurements, wrong surveys of the building and the standing structures, the land, the horticulture farm, Fishery Pond etc. I believe there are genuine cases of discrepancies and mistakes. Of course, we human are prone to mistakes. The Deputy Commissioner of Ukhrul who was also present on the spot and advised the affected land owners who are not happy and satisfied with the survey/ measurement or who feel that some injustices had been done to them should approach the Arbitrator.  Recently, Mr. Devesh Deval, a senior IAS officer was appointed as an Arbitrator by the GOM.

They found the progress of the work extremely slow; the quality of the works was sub-standard & shoddy. On further enquiry, the sub-contractors who were present on the spot complained that they had not been paid by the contractor for the last 2 years. The Executive Director NHIDCL clarified that they had no knowledge of the sub-letting of the work and it is against the guidelines of NHIDCL to sublet without the prior approval of NHIDCL. NHIDCL had advised the sub- contractors to File FIR against the contractors.

The land owners at Shangkai, Mongkot Chepo, Litan Sareikhong, TM Kasom, Shokvao & Ramva complained that there were numerous mistakes, inconsistencies in the awards of compensation including awards to the wrong person, mistakes in the measurements and wrong identification of land owners. In particular, the landowners in Litan Sareikhong have not been paid at all till date. DC Ukhrul, who was present on the spot, promised to pay within 15 days compensation for the standing structures. However, as regards to land compensation, he reported that the matter was sub judice. The affected land owners are free to approach the Arbitrator through DC (CALA). Finally, they all agreed to allow NHIDCL to resume the work without any hindrance from Mahadev to Finch Corner pending the payment of compensation. 

Detailed inspection report will be submitted to the Hon’ble CM, Shri N.Biren Singh and we hope that NHIDCL and the sub- contractors will start the blacktopping from 28th  January as promised because our main concern is that in Manipur, given the heavy rain, the season for blacktopping is from November to March when there is no rain. If they missed the season, they missed the whole year.  I along with my colleague Hon’ble MLA Leishiyo Keishing will be submitting a detailed report of the inspection to the Hon’ble CM , Ukhrul MLA Ram added.

75% of sitting Nagaland MLAs are crorepatis, says ADR report

DIMAPUR 24th Jan' 23: Seventy-five per cent of the sitting MLAs of Nagaland are crorepatis, while 3 per cent have declared criminal cases against themselves, revealed an Association for Democratic Reforms (ADR) report on Tuesday.

The report said that out of 60 sitting MLAs analysed, 45 (75 per cent) are crorepatis.

Party-wise, 32 out of the 42 MLAs are from the Nationalist Democratic Progressive Party (NDPP), 9 out of 12 from the BJP, 3 out of 4 from Naga People's Front (NPF) and 1 out of 2 Independent MLAs have declared assets valued more than Rs 1 crore.

ADR and the Nagaland Election have analysed criminal, financial and other background details of the 60 sitting MLAs based on the affidavits submitted by the candidates prior to the 2018 Assembly elections and bypolls conducted thereafter.

The report said that the average of assets per sitting MLA is Rs 5.14 crore.

It said that the average assets per MLA for 42 NDPP MLAs analysed is Rs 5.73 crore, 12 BJP MLAs Rs 3.68 crore, 4 NPF MLAs Rs5.34 crores and two Independent MLAs have average assets of Rs 1.13 crore.

While two MLAs (3 per cent) have declared criminal cases against themselves, two (3 per cent) others have declared serious criminal cases.

On education details, the ADR said that 19 (32 per cent) MLAs have declared their qualification to be between class 8 and class 12 pass, while 40 (67 per cent) have declared having an educational qualification of graduate or above and one declared himself as illiterate.

On age details, the report said that 10 (17 per cent) MLAs have declared to be between 31 and 40 years, while 32 (53 per cent)are between 41 to 60 years.

There are 17 (28 per cent) MLAs who have declared their age to be between 61 to 80 and one is aged above 80.

The report said that out of the 60 MLAs analysed, none are women.
