Nagas of Chandel, Tengnoipal

Nagas of Chandel, Tengnoupal object to Kuki MLAs' demands

"Any kind of administrative arrangement for any non-Naga community affecting an inch of Naga area will not be acceptable at any cost".

22nd Aug'23
THE  Naga tribes of Chandel and Tengnoupal districts have opposed the inclusion of the two districts for the creation of the post of Chief Secretary and DGP or its equivalent posts for the five hill districts demanded by the 10 Kuki-Zo MLAs in a memorandum submitted to Prime Minister Narendra Modi on August 16, 2023.

In a letter submitted to the Prime Minister and a copy sent to Union Home Minister Amit Shah, the nine Naga tribes of the two districts, viz. Aimol, Anal, Chothe, Khoibu, Lamkang, Maring, Monsang, Moyon and Tarao, along with the Chandel Naga People’s Organisation (CNPO) stated that they empathise with the victims of the violence which remains unabated till date.

They also stated that the recent ethnic violence in Manipur has drawn us back to two or three decades behind the development and progress that the successive governments have undertaken.

“However, we the nine Naga Tribes viz, Aimol, Anal, Chothe, Khoibu, Lamkang, Maring, Monsang, Moyon and Tarao who are the original land owners living in the erstwhile Chandel district and now forcefully bifurcated into two districts such as Chandel and Tengnoupal against our interest by the then Govt of Manipur in 2016 to appease certain communities, are surprised to note that the 10 Kuki-Zo MLAs have blatantly included our districts in their demand for separate Chief Secretary and DGP or its equivalent posts without consulting the Nagas,” the leaders of the apex body of the nine tribes stated in the letter.

It is worth mentioning that the Naga populace of Chandel and Tengnoupal, despite being temporarily separated by the Manipur state administrative division, had been persistently advocating and endorsing the historic Framework Agreement signed between NSCN and Gol on 3 August 2015 based on Unique history and the situation of the Nagas, they stated.

While the whole Naga people are yearning for an enduring, honourable and acceptable solution under the Framework Agreement, any kind of administrative arrangement for any non-Naga community affecting an inch of Naga area will not be acceptable at any cost, the leaders further stated.

“Therefore, we strongly oppose the demand for inclusion of Chandel and Tengnoupal districts for the creation of the post of Chief Secretary and DGP or its equivalent posts for the five hill districts as demanded by the 10 Kuki-Zo MLAs in a Memorandum submitted to your esteem office on 16th August 2023 and it should not be conceded,” the Naga tribe leaders said.

The letter was signed by David Boyes, President, Chandel Naga Peoples' Organisation; Ng Benethan Monsang, President, Sirti Upa Ruh (Monsang Tribe Union); Joseph Hongsha, President, Uipo Marou Koukartuo (Khoibu Tribe Union); Munthuireng, President, Aimol Tribe Union; SK Moningam, President, Lamkang Naga Kver Kunpun (Lamkang Tribe Union); L. Modun Charang, General Secretary, Maring Uparap Assembly (Maring Tribe Union); Franchise Chinir, President, Bujuur Aangchangpu (Moyon Tribe Union); Minthing Thao, President, Chothe Lim Abom (Chothe Tribe Union); Bejan Mathangmanao, President, Tarao Tribe Union and Phamhring Sengul, President, Anal Naga Tangpi (Anal Tribe Union).

21st August 2023
WHILE the Nagas have better sense of hardships, distresses etc. borne by the Kuki-Zo peoples as the consequences of the present ethnic conflict, it has become all the more inevitable for the Nagas to register our opposition to the issues raised and incorporated in their memorandum submitted to different authorities as it is posing a big threat to the very existence and inalienable rights of the Nagas particularly in the state of Manipur.

The United Naga Council has been putting all possible efforts to end the ongoing ethnic conflict between the warring communities Kuki-Zo and Meiteis through dialogue but unfortunately things are not turning positive as expected. The Nagas are also taken aback by the blatant lies, lop-sided history and fabricated information contained in every statement and memorandum issued by the Kuki-Zo community which is tantamount to distortion of Naga history and insult to the Naga people.

With regard to land, the Nagas’ opposition to the creation of new districts in 2016 remains alive as unfinished issue. Of the districts, ones carved out from Senapati and Chandel districts are the handiworks of the Congress government’s appeasement policy carried out in the name of administrative convenience. Hence the demand of separate administration which incorporates the so-called new two districts is necessarily opposed. The Nagas’ stand on the opposition remains unchanged. The bifurcation of the so-called two districts is an issue virtually with the Kukis only not with Zo peoples. In this regard the Kuki-Zo people’s representation to the Union Government, Israeli’s Prime Minister, European Parliament, UNO, etc. is on false territorial foundation and an attempt to befool those authorities because in the context of Manipur, the name Kukis were first heard sometime between 1830-1840 and therefore, ‘Kuki hills’ that appear in the fourth para of the mentioned memo to the Prime Minister of Israel is non-existence and utopian concoction.

And, what is mentioned in the memorandum as the area of ‘Outer Manipur’ for the creation of Kuki State (for the Kukis only excluding the Zo peoples?) also with Kuki Hills which may exist somewhere else. Do the Kukis speak with sense? Such wild venture will lead the Kukis to nowhere today and in future. It is sheer attempt to script bad history for unending enmity between us.

As for an instance, it is an act of befooling them if the establishment of new villages in Kuki areas within Naga districts is stated to be for their displaced people of 1990s conflict being kept the fact of illegal immigrants hidden before those authorities. The doctored statement is mentioned in the memorandum submitted to the United Nations Organization.

Historically, the advent of British in the History of Manipur has brought about many unwanted changes. One of the many problems that we inherit from the British colonial rule is the issue of the planting of the Kuki tribe in the Naga hills. As a mercenary Tribe the British found the Kukis quite useful. Their total lack of attachment to any land and landscape was immediately recognised by the British thus making them instrumental to crushing the indigenous communities of Manipur. That, UNC would like to set the record straight that the recent blatant attempt of Kukis at distorting history of kuki rebellion of 1917 -1919 as Anglo-Kuki War to legitimize their imagined Kuki homeland within Naga ancestral homeland is one of the classic examples of their habitual lies. It may be recalled that Kuki Rebellion 1917-1919 was a savage episode of murdering, torching houses, plundering and enslaving women and children of indigenous Naga community in Ukhrul , Chandel and Tamenglong in Manipur. Thus, it was never a war but a mere rebellion with the colonial power as there is no record of Anglo-Kuki War in the history of India (MHA).

It is also pertinent to bring to the notice of all the conscientious individuals and authorities that, the state of Manipur is now flooded with illegal immigrants from Myanmar and Bangladesh. In all the districts, there has been increasing and expansion of villages and creation of new villages rampantly and at the rapid pace. Columns of illegal camps are being built in alarming rate near the town of Moreh and its surrounding areas to facilitate the settlement of those intruding Kukis from Myanmar. If the flow of illegal immigrants is not stopped by the Government of India and the Government of Manipur, the day will not be long when the Indigenous population will be reduced to a minority.

In the Memorandum dated 16th August 2023 submitted to the Prime Minister of India by the 10 MLAs of Kuki-Zo demanding the creation of the post of Chief Secretary and Director General of Police or equivalents, other posts, is nothing but a mere different tune sung out of the same lyrics, the demand for separate administration. In this regard too, the Nagas are not with the Kukis as it involves the problems raised above. Moreover, it is completely uncanny and unfortunate on the part of the Kuki-Zo peoples to have clubbed Chandel district along with the so called Tengnoupal district together with Churachandpur district as their land. Remember, (the areas remain without time) the stone megaliths, menhirs found in different parts of Churachandpur speak of the precedence of the Nagas (especially the Zeliagrongs) over the present inhabitants and the Anals and Lamkangs in Pherzawl areas. And, prior to the submission of the memorandum, nine names of Naga tribes of Chandel district are incorporated in Kuki Constitution as Kuki tribes. The Nagas urge the Kukis to show the basis of the inclusion. The Nagas will not remain mute over the issue. Having said all these the
Nagas believe that nothing in this regard is too late to set the wrong to right.

Naga MLAs on demands: Clarifies

Naga MLA's debunk allegation of representations to Prime Minister of Inda

( Manipur Unrest: 40 MLAs Send Representations to Prime Minister of India dated 9th August 2023 but the meeting never took place, and the paper was not submitted to anyone: Naga MLA)

The Dawn Tantak
UKHRUL,19th Apr'23:. THE  9th August 2023  news in some local papers  which carries quoting 40 MLAs of the Manipur Legislative Assembly  submitting Representation to the Prime Minister of India consisting of six demands was herein clarified by the Naga MLA's

Sources from Naga MLA informed  that
in the first place, it was only points for discussion with Prime Minister of India  but the meeting never took place, and the paper was not submitted to anyone.

The Naga MLAs signed the paper only after approval of the collective leadership obtained by Mr Awangbao from Mr Aneikham Makunga, who is the Convenor for PAC and contact person for the past over 3 months.  All contacts are normally made by either Awangbao or Kumosha, who are the Convenor and Secretary, respectively, for Naga MLA FORUM. This is so for cohesion and to avoid communication gap or misunderstanding said the MLA.

(Representational pic)

However, it is truly sad about the u-turn of the collective leadership. Their message to the Naga MLAs were that we could sign as long as there's no so-called protection of Manipur territorial integrity in the agenda note, which the Naga MLAs forced CM to delete and he did it reluctantly.

Nevertheless, Mr Aneikham also conveyed to Mr Awangbao that collective leadership, including Ava kharar, Qr.Atem, and Qr.Khayao, had agreed. So in good term and In any case, we believe all the 6 agendas are in the interest of the Nagas:which includes  Removal of Assam Rifles - this was the unanimous demand of the Nagas since the 1950s.

Moreover, removal of SOO- As this is the unanimous demand of the Nagas. for instance, SOO designated camp at the So-called Sinai camp near Zelengbung Ukhrul district has been creating havoc for Tangkhuls, especially during election and road blockades by KSO.

The source further amplified that NRC - This is another unanimous demand of the Nagas to check the demographic engineering of the Kukis in Naga areas. For instance, there were only 6 Kuki MLAs until 1970,against 13 Naga MLAs, but today they are 10 and 10 Naga MLAs.

No separate administration for Kukis- where? In Naga areas? Think about the Nagas in Kangpokpi, Tengnaupal, and Chandel.

And  to strengthen the ADC , it doesn't mean we ask for the 6th schedule, but include UT or even statehood.  More importantly, it's only in the ADC the political boundaries of hill and valley are mentioned under Art.371 C.

It is the onus of the people's representatives to feel the pulse of our people and give voices so , "Pro Bono Publico "  we unanimously  demands DIALOGUE- to start so that peace can be restored, the sooner the much better.

Are all this points not in the interest of the Nagas?  the Naga MLA ask.
