Oja RV Mingthing

 Adieu Awo Oja Mingthing

ON my own personal narrative Qr. RV.Mingthing, former Minister GOM,former Chairman HAC and former chairman ADC  is/was a historian and respectable man with unique ideology. we the in-generation need to honour him for what he has planted and encouraging us to go forward with firm foundation and roots to hold on.

As I can vividly recall him advising me Chiphang you are a journalist so you need  to note all that is worthy as a Jurnos and impart me million dollar  history of Tangkhuls and it's origin including how Tampak was settled by Meities and it's jurisdiction/ boundaries with Tangkhul(with documents) and Burma now Myanmar.
Honestly, I am crestfallen today for we will miss such an octagenerian with rich historian amongst the Tangkhul.
Awo ( Mingthing) as an advisor to one of my founding organisation " Haomee Research Guild"(founded by me and an   advocate)represented by 16 tribes of Manipur.We deeply owes him for all his selfless contribution and his legacy will certainly be inscripted in the anal of Haomee history one fine day.

May your soul Rest in Peace Awo Oja.

5th Edition State level SHIRUI LILY Festival 2023 preparation on War footing

(Shirui Lily Festival is the biggest festivals of Ukhrul district; Ram Muivah)





UKHRUL,27 Mar'23: COME May it is the season of one the Majestic and realest flower of the world called non other than ' Shirui Lily' (Kashong Timrawo).

As the season approach nearer by the day the mood of the Ukhrul denizens is changing its hue despite the lack of its infrastructure deficit besides, missing what it terms the worldly luxurious materials .Yet proudly manifest the longing of this  Lily season with tryes of the natural beauty and sociable environment.

Apart from the enthusiastic citizens the government is also gearing up to catch up in time .And the ever energetic and spirited Ukhrul MLA Ram Muivah has already bull up his socks to clean and clear for the showdown.


Nevertheless, in regards for upcoming 5th edition of State level Shirui Lily Festival 2023 the 2nd Meeting of the  Sub Committee for Entertainment was held on 27th March at the conference hall of  the Forest Division office Ukhrul  under the Chairmanship of Shri Ram Muivah, IAS (Rtd.) Honorable MLA 44-Ukhrul (ST) AC  on Monday.

While welcoming the members present,  Ram Muivah, Chairman of the Sub-Committee Entertainment, 5th State Level Shirui Lily Festival 2023 initiated the discussion. And after brainstorming discussion it was  decided to include Arthur Chiphang, IAS, Secretary, Government of Manipur, Worshang Hungyo, IAS, Special Secretary, GOM, IK Muivah, IPS, IGP, Themthing Ngashangva, IPS, Director Fire Services,  Worngam Ningshen, IPS, DIG, Shanngam Shaliwo, IFS, DFO Ukhrul and  Qlr.Thingreiphy Lungharwoshi, President, Tangkhul Shanao Long (TSL) as Co-opted members.


Agenda no 2:
Representative of 7 Sisters Foundation reported that negotiation is going on with 2 foreign bands for performance during Shirock of Shirui Lily Festival 2023. The members expressed displeasure at the absence of the promoters of 7 Sisters Foundation in the meeting. 7 Sisters Foundation shall also arrange Hangars, Marketing and Sponsorship for Shirock 2023. Action: 7 Sisters foundation

Agenda no 3:
Homestay-Shri Chunglenmang Kipgen, ADM, Ukhrul reported that, like in the
previous years, homestay subcommittee shall be constituted with some local Organisation. Creation of Shirui Lily Homestay Website is in the process. Action:ADM/Ukhrul

Agenda no 4:
Local artists- Guru Rewben Mashangva, Padma Shree Awardee shall take charge of Local artists and he shall be provided suitable budget for promotion of local artists.

Agenda no 5:
Infrastructure-As usual, the event for the Shirock will be Bakshi Ground. AIl the concerned DLOs including PWD, PHED, Power as well as NHIDCL, BRTF and AR were requested for improvement of the main venue (Bakshi Ground) as well as the Shirui venue. Both EE PHED and DGM Power raised issues about the non-payment of the past expenses in connection with Shirui Lily Festival. Similar issues were received from almost all the Event Managers for non-payment of bills on time. It was decided torequest Tourism Department for timely release of funds for successful celebration of Shirui Lily festival in a grand manner.35" Assam Rifles Somasai was requested to provide good number of tents at the main venue, Bakshi Ground. NHIDCL is requested to improve the road form Finch Corner to Shirui Village, NH 202 before the Shirui Lily festival on war footing basis. Action: All DLOs, GM NHIDCL, BRTF, AR Somsai

Agenda no 6:

Partnership-it was decided to take Ukhrul District Working Journalist Association (UDWJA) as partner for Print media and DigiMedia World Ukhrul as partner for electronic media. Regarding partnership with the national level organization, chairman shall take the responsibility. Action: Chairman

Hangars-7 Sisters Foundation shall be responsible. Action: 7 Sister Foundation

Agenda No 8:
Chingmei LLP will be responsible for Light, sound and LeD. Action: Chingmei LLP

Letter head of the subcommittee- Chairman shall be responsible. Action: Chairman

Bill boards-It was decided to request Department of Tourism to put up Bill Boards in Ukhrul apart from Imphal and other location. In addition, Entertain ment Sub-committee shall erect Bill Boards subject to budget allocation. Action: Chairman

Parking area- It was proposed to request Principal of Sacred Heart Higher Secondary school for providing parking area in the school ground. AƧtion: Convener

Agenda no 12:
By-pass-PWD shall improve the bypass of Dungrei eastern Circular Road from District Hospital as well as Sashim to BRTF. Action-PWD

Agenda 13:
Traffic Management- To streamline traffic during the festival, SP Ukhrul shall take timely action for improvement of traffic management during festival. Action- SP

Agenda no 14:
Green Room behind the stage in Shirui venue. The Chief of Shirui village requested immediate construction of proper green room behind the stage at Shirui venue. Action-Chairman

Agenda no 15:
Cleanliness Drive. President of THYSO reported the past experience of cleaning the mountain of garbage left behind by the tourists at the venues especially Bakshi ground and the highways. They requested suitable budget for cleanliness drive. They also requested construction of grand welcome gate and to grand permission to sell Shirock festival badge and car stickers. Action-Chairman

Bomb blast at Ukl mini- srct'

 

Bomb blast at Ukhrul Mini secretariat complex





UKHRUL, 20 Mar'23: Unidentified miscreants hurled bomb at Ukhrul Mini secretariat at around 4:45pm here today.

Ukhrul police sources informed that the exploted  bomb was  suspected to be Improvised Explosive Device ( IED).

However,there was no human casualty or destruction of property from the bomb blast.

Police sources states that it is highly suspected to be hurled from outside the fencing wall (eastern) of Mini secretariat.

No militants claim responsibility of the bomb blast till the time of filling this report.

Suo moto FIR case registered at Ukhrul PS. And an Investigation including covered operation going on. Hopefully, a breakthrough is expected soon the police source said.

Ukhrul, Kamjong FPS agents face double whammy, threaten stir

March 11, 2023:. THE non-release of food grain for February has come as a double whammy for the Fair Price Shop (FPS) agents’ associations operating in Ukhrul and Kamjong districts.

With their long-pending grievances still awaiting redressal, the FPS agents have threatened to launch intense agitation if the state government does not take immediate steps to procure and release the food grain for February.

For the past one year, the FPS agents’ associations have been demanding redressal of their long-pending grievances pertaining to non-payment of transportation cost and margin money under NFSA and PMGKY. However, the state authorities have not paid any heed to their demands. The non-release of food grain for February has only added to their woes.

On March 9, the agents’ associations of 44-Ukhrul AC, 45-Chingai AC and 43-Phungyar AC convened a press conference in Ukhrul town to decry the lackadaisical attitude of the state authorities and highlight their course of action.

Briefing media persons during the press meet, Ukhrul FPS agents’ association president Luingam Lunghar stated that the agents’ associations of the three assembly constituencies of Ukhrul and Kamjong districts have resolved to launch stringent form of agitation if the food grain for February is not released at the earliest.He said that the agents learnt about the nonrelease of food grain for the particular month when they met the Ukhrul District Supply Officer (DSO) after the commodity failed to reach the FCI go-down in Ukhrul.

“DSO informed us that the allocation for February has been lapsed because 50 percent of allocation for the entire state has been deducted due to inadequate use of e-POS devices and that this was announced by chief minister N Biren Singh in the state assembly recently,” he said, quoting the DSO.

Lunghar contended that the hill areas being poor in internet facility, e-POS application has never been feasible in various locations. However, the agents have been carrying out 90 per cent of transaction using manual/offline registration across the three assembly constituencies.




“So, it is our earnest appeal to our chief minister to look into the matter and prevail upon the authorities concerned to release of the food grain at the earliest. Failing this, we would be compelled to launch a stringent agitation,” he warned.

Regarding their long-pending grievances over non-release of transportation expenses and margin money, Lunghar further appealed to CM Biren Singh to intervene in the matter.

He said that the agents’ associations have repeatedly apprised the CAF &PD minister and other relevant authorities including district administration. However, nothing positive is forthcoming from their end.

The concerned minister has been sitting on the issue of failure of the transport in-charge to disburse the transportation costs and to make himself available at the FCI depot during lifting of food grain.

“This has continued since April of 2022 and is a gross violation of the norms, according to which, the transport contractor/in-charge concerned must be present when the rice is lifted from the FCI go-down and distribute the transportation expenses to the agents,” he mentioned.

According to Lunghar, information has been received from DSO regarding the sanction of a backlog of margin money under NFSA from April of 2022 till January 2023. However, margin money under the erstwhile PMGKY for the same period has not been sanctioned till date.

“Now, PMGKY is wrapped up but the agents had already incurred a huge amount during its implementation,” he pointed out.

It is learnt that there are 101 rationing agents under 44-Ukhrul FPS Agents’ Association and 73 under 45-Chingai FPS Agents’ Association and 54 under 43-Phungyar FPS Agents’ Association.

State released MGNREGD fund

 

State releases Rs 406.49 Cr MGNREGS fund

UKHRUL,7-Mar-2023 : IN view of the Yaoshang festival and the closure of the financial year, the State Government has released Rs 406.49 crore for payment of MGNREGS wages.

With this amount, the State Government has fully released the whole amount of Rs 756 crore sanctioned by the Central Government.

The Ministry of Rural Development and Panchayati Raj sanctioned Rs 756 crore under MGNREGS for the State of Manipur in June last year.

The amount was meant to pay liabilities of 2021-22 and take up new works in 2022-23, sources informed.

The amount of Rs 406.49 crore released by the State Government today included Rs 31.35 crore for Bishnupur, Rs 9.76 crore for Chandel, Rs 53.10 crore for Churachandpur, Rs 67.20 crore for Imphal East, Rs 38.36 crore for Imphal West, Rs 12 crore for Jiribam, Rs 19.27 crore for Kakching, Rs 11.30 crore for Kamjong, Rs 22.83 crore for Kangpokpi, Rs 11.36 crore for Noney, Rs 6.55 crore for Pherzawl, Rs 34.18 crore for Senapati, 11.20 crore for Tamenglong, Rs 27.04 crore for Tengnoupal, Rs 25.56 crore for Thoubal and Rs 25.38 crore for Ukhrul.

Even though the Central Government sanctioned Rs 756 crore in June last year, the State Government was releasing Rs 100 crore to 150 crore in phased manner on account of its unsound financial condition, said the sources. 

As the sanctioned was not fully utilised, the Ministry of Rural Development and Panchayati Raj did not release funds for MGNREGS material component.

However, as the State Government has fully released the sanctioned amount of Rs 756 crore, the fund for material component is likely to be released after submission of utilisation certificate, said the sources.

As the sanctioned amount of Rs 756 crore should be utilised before the end of the current financial year, the State Government, despite its financial constraints, released the remaining amount of Rs 406.49 crore so that utilisation certificate can be submitted before the closure of the financial year and the material component can be obtained without hassles, added the sources.

The amount for the material component can be between Rs 350 crore and Rs 400 crore and it is likely to be sanctioned within the current month, the sources said.

Even though the works of 2021-22 had been completed, the same works are reflected as ongoing in the MIS as the wages and funds for material components were not released fully and it posed serious hurdles in taking up new works in 2022-23.

As a result, the MGNREGS job card holders are not able to work for a greater number of days, according to the sources.
