Esteemed comrades, distinguished guests, and fellow freedom fighters

( Qr.Thuingaleng Muivah, Ato Kilonser NSCN / GPRN)

Hebron, Saturday 23th March, 2024

TODAY, as we gather on this momentous occasion, we stand in reverence before a towering figure in the annals of Naga history. We come together to honour and celebrate the remarkable life of Mr. Thuingaleng Muivah, a stalwart of the Naga nation, as he marks his 90th birthday and commemorates 60 years of unwavering dedication and service to our people. A man whose life story embodies the very essence of resilience, courage, and unwavering determination. It is with great reverence and gratitude that we reflect upon the profound impact he has had on our collective journey towards freedom and self-determination.

Mr. Muivah's story is not merely one of personal triumph, but of resilience, courage, and unwavering spirit of the Naga people. Born into a land scarred by conflict and turmoil, his early years were shaped by the harsh realities of life in the Naga Hills. Raised primarily by his mother, a woman of remarkable strength and fortitude, he learned from her the values of perseverance, resilience, and the importance of standing up for what is right. The loss of his father at a young age only served to strengthen his resolve, as he took on the responsibility of shouldering the burden of his family's well-being.

His educational journey began in his humble village of Somdal, where the seeds of his intellectual curiosity were first planted amidst the rustic charm of rural life. From these humble beginnings, he embarked on a quest for knowledge that would shape the course of his future endeavours. Continuing his schooling in Ukhrul, Mr. Muivah found himself surrounded by classmates from Nagaland, predominantly Ao Nagas and a Chakhesang, Rev VK Nuh. In those days, Ukhrul was a beacon of educational opportunity for Nagas, with its excellent teaching staff and affordable cost of living. Despite the challenges of accessing quality education in a remote region, he persevered, fuelled by a thirst for knowledge and a deep-seated desire to empower himself and his community. It was during these formative years that Mr. Muivah developed a keen understanding of the socio-political landscape of the Naga homeland laying the groundwork for his future role as a leader and advocate for Naga rights.

After completing his education, Mr. Muivah pursued further academic endeavours, graduating from St. Anthony's College Shillong and later obtaining a post-graduate degree in Political Science from Guwahati University. Armed with knowledge and a sense of purpose, he returned to his roots, where he served as the Head Master in NK High School Somdal, imparting not only knowledge but also the values of integrity, compassion, and resilience to his students.

In 1964, Mr. Muivah's life took a dramatic turn when he was approached by Mr. R. Suisa, former MP and Advisor to Vice President, Federal Govt. of Nagaland, to join the Naga national movement. Recognizing the urgency of the cause and fuelled by a deep sense of patriotism, he heeded the call to action, embarking on a journey that would forever alter the course of his destiny.

The years that followed were marked by unimaginable trials and tribulations as Mr. Muivah, alongside his comrades, faced the full force of oppression and persecution. From the treacherous terrain of the Himalayas to the dense jungles of Southeast Asia, he endured untold hardships in his quest for Naga self-determination. The journey to China in 1965, fraught with starvation, sickness, and constant harassment, stands testimony to his unwavering commitment and resilience in the face of adversity.

Despite facing the threat of capital punishment and numerous attempts on his life, Mr. Muivah remained steadfast in his dedication to the Naga cause. His unwavering belief in the inherent birth-right of Naga self-determination fuelled his resolve, inspiring countless others to join the struggle for justice, equality, and sovereignty.

In 1965, President NFG, with the approval of AZ Phizo, deputed Mr. Muivah to China alongside Brig. Thinuoselie and about 300 Naga soldiers. The arduous journey, known as the Marathon March, took over a year and was filled with peril and uncertainty. They faced starvation, sickness, and constant harassment from the Burmese and Kachin armies. It was a small miracle that, in early 1967, they made it to Yunnan, where Mr. Muivah remained for nearly a decade until the Shillong Accord.

After denouncing the Shillong Accord, Mr. Muivah, along with Isak Swu and Khaplang, faced the threat of capital punishment. His life hung in the balance as he narrowly escaped death on multiple occasions. Following the split with Khaplang, he survived yet another attempt on his life, enduring unimaginable hardship as he sought refuge in the forests, hunted by enemy factions.

From childhood, Mr. Muivah was a patriot and Naga nationalist, deeply committed to the cause of Naga self-determination. He believed that it was the inherent birth-right of the Naga people to determine their own destiny, free from external interference or oppression. His unwavering dedication to this principle has been the driving force behind his decades-long struggle for justice and sovereignty.

Today, let us reflect on his enduring legacy and the profound impact he has had on our collective journey towards freedom. His leadership, sacrifice, and vision continue to inspire us to strive for a better future, where every Naga can live with dignity, pride, and freedom.

On behalf of the Global Naga Forum, I extend our deepest gratitude to Mr. Muivah for his unparalleled service to our nation. May his birthday serve as a beacon of hope in a world darkened by oppression and injustice, and may his legacy inspire us to continue the fight for justice, equality, and sovereignty for all Nagas.

NH-102(A) Ukhrul Town

NH-102 A  Must pass through Ukhrul Town

(Ukl bypass road should  be second priority : VA)

The Dawn Tantak
Ukhrul, 8th March,'24

HUNPHUN/Ukhrul National Highway ( NH) committee under the aegis of Hunphun Village Authority( VA)  has expressed strong opposition against the proposed Ukhrul bypass road and reiterated its stand that the road of  NH-102(A) Ukhrul-Toloi-Tadubi road should not be deviated from the approved plan which is magnanimously mentated by all the Tangkhul CSO's  and  the Nagalim government.

Qr. HA. Khayaiwo ( Hunphunwo) the Headman of Hunphun/ Ukhrul  at a press meet held at the Hunphun VA's office Awungtang  on Friday stated that the village assembly (Hunphun kharik-va) has unanimously adopted a resolution that calls for the two-lane Highway to run through the heart of Ukhrul town (from via Dungrei to Kharasom Junction). And  any deviation of road of the Highway is unacceptable, he said.

During the press meet  Khayaiwo informed that the Hunphun village assembly has instituted a Highway Committee to oversee the issue and expedite the construction work in the interest of the residents of the Ukhrul town in particular and the Tangkhul as a whole in general, Hunphunwo adds

Eno. Khayui Raleng, convener of the Highway Committee supplementing the  Ukhrul chief  amplifies the issue and the process in detail elaborating that In the past some affected landowners had lodged a complaint to the Ministry of Road Transport and Highway in 2017 which has delayed the work execution in time,he alleged.

As of now, everything has been settled, as Ukhrul town is the mirror of Tangkhul's every support has been pouring in from every nook and corner of Wung region, the convenor said.

Ukhrul NH committee has submitted representation to Chief Minister N Biren Singh regarding the issue and urged  NH-102A to pass through the heart of the town.Nevertheless, Ukhrul MLA Qr. Ram Muivah has also written a letter to Union Minister Nitin Gadkari on the matter highlighting the pulse of the nitizens .

The Ministry  in its earlier order said the bypass portion of the NH would cease to be part of the NH on its completion, and the responsibility for its improvement and maintenance would rest with the State Government. And inspite of our repeated reminder no positive response has been received so far  which is totally against the interest of the Ukhrul town and our demand.

The people of Ukhrul welcome the proposed 2 lane Ukhrul-Toloi-Tadubi package-1 bypass so long as the road of the Highway is not shifted from the town,  the stand of the Ukhrul town and it's residents is clear  "will fight tooth and nail until our demands are fulfilled", Khayui said.

In the past there are some individuals working against the interest of Ukhrul/Hunphun village, but they have no legal right to interfere or represent the village in any office, base on VA Act Hunphun VA is the supreme authority related to land and village affairs," Khayui added.

He furthered said that the village authority has also submitted an objection to the survey of land for expansion of NH-102A within the jurisdiction of Ukhrul/Hunphun village to the SDO Ukhrul in connection with the issue of the proposed bypass.

The concerned  authorities should review its decisions and orders at the earliest and make sure that the NH-102A passes through the original alignment for Highway expansion( original  plan)touching all localities of Ukhrul town, the highway committee adds

As time changes expansion of the Highway to two lanes will ease traffic congestion considerably and ensure road safety and unnecessary trafic Chaois, the convenor said.

The press meet was participated by members of Village Authorities , Highway Committee, Hunphun Execution  Council( HEC) , Hunphun Katamnao Long ( HKL/ Ukhrul students union), Hunphun Shanao long( HSL/ Women's league), All Hunphun Tang Chairman Association ( AHTCA) and local Leaders.

Ukl FCS Agents : Memo demands

Ukhrul FCS Agents submitted Memorandum to CM: set 6th March deadline

( Fulfill our long-standing geniune demands: Ukl Agents)

(Ukl FCS Agents - " PC')

The Dawn Tantak
Ukhrul,2th Mar'24

THE FCS Ration Agents' Associations of Ukhrul  District, comprising 44-Ukhrul AC and 45-Chingai AC have submitted  a Memorandum to Chief Minister  and expressed their disappointment with the relevant authorities for failing to fulfill  their demands despite multiple appels.

In the Memo the Associations have issued a stern warning that they will initiate a series  of intense agitation if their long-standing demands for transport and margin money are not fulfilled by March  2024.

In a press conference on Saturday, the president of the Ukhrul Ration Agents' Association, Qt. Luingam Lunghar, addressed a press conference in Ukhrul town and highlighted the fact that the Food and Civil Supplies (FCS) agents operating in the 44-Ukhrul and 45-Chingai assembly constituencies have not received the stipulated transportation cost for the past two years, as well as Margin mone for several months.

Lunghar stated, 'We once again appeal to the authorities concerned to fulfill our long-pending demands by March 6. If our demands are not met by this date, we will have no choice but to launch a democratic form of agitation immediately.

The failure of the relevant authorities to meet the demands of the Ration Agents’ Associations has created an overwhelming sense of frustration and discontent among its members. “Despite our repeated pleas, the authorities have failed to take adequate measures to address our grievances.”

As a result, the agents are left with no option but to raise their voices and protest against the injustice they have been facing for an extended period of time, he said.

According to Lunghar, the 44-Ukhrul Ration Agents’ Association, on behalf of all the 101 FCS agents (ID card holders) of Ukhrul constituency, submitted a memorandum to CM Biren Singh through Ukhrul DC Zuringla Kengoo on February 27 last, and the same was copied to CAF&PD Minister L.Sushindro Singh and Ukhrul MLA Ram Muivah, requesting immediate payment of the pending transportation and margin money.

Nevertheless, in this regards we have personally submitted the same Memo to CM and Minister through their official registered Dak and personaly meet and submitted to the director of CAF& PD on Friday said ,Ngachonpam Kasar secretary  of the Agents Association.

Lunghar said non-payment of the transportation and margin money for PMGKAY and NFSA to the FCS agents, for a prolonged period has only added to the struggles of their livelihood.

He  further amplifies that the agents have been shouldering the burden of transportation costs and labor expenses for loading and unloading of ration for the past 24 months, which should have been covered by the transport contractor and relevant department under the Prime Minister's flagship program ( Free rice for all) which happens to be the only top genuine benifit that reach the rural poor   and enjoy by every citizens of the country.

"This has left the agents of Ukhrul and Chingai constituency with no other choice but to unanimously decide to take a democratic form of agitation if their demands are not met by the first week of March 2024," he adds.

At the same time, Lunghar pleaded that before clearing the outstanding payments to the agents the department should not entertain any new agents or replace the existing ones and requested that the authorities refrain from advertising notifications for new agents.

While margin money is to provide them with Rs. 65 per quintal( to the agents according to their monthly allocation respectively) the rate of transport cost has never been disclosed ( as the transport contractor never show-up / turn up on his duty) in fact , the transport contractor should be stationed at the depot to provide the same during the time of free rice distribution to the respective agents, he further said.

Usually in olden days our great grandfather used to celebrate for 12 days. During the occasion "LAA KHANGANUI" also known as the Virgin dance was strictly adhered to be participated by an undefiled maiden virgin said Ram Muivah.

Ram said in today's increasingly interconnected world, the need to preserve and ensure the continuity of “our rich culture” is felt more than ever. With westernization penetrating deep into the remotest village and to people of all ages and groups, “our cultural system, fundamental principles, and social norms” have been diluted and are dominated by foreign cultures. “If this is not kept in check and balanced, there is a danger of cultural assimilation”. Nevertheless, we as a people basically need three things in our day to day life i,e, Hard work, focality  and entrepreneurship . Keeping this in mind with requisite commitment is the only sure madicine of a  successful life, the MLA exhorts.

'Luira Phanit 'has been celebrated since time immemorial by Hunphun observing the rich cultural heritage and identity are showcased through various cultural programmes and performances in the forms of dances, songs, indigenous games, colorful traditional attires and so on, to preserve, and to pass on the Tangkhul new generation of its cultural value.

In every Luira Phanit the celebration is laced with festoons and fanfare with the showcasing of tradition and culture. The festival is also a connection between the gaping hole of their roots and modernity.

Enoli. Kangoo Zuringla Deputy commissioner of Ukhrul was the guest of honour whereas, Ningshem Vashum SP Ukhrul, ZEO, former. ADC members PO's, DLO's Ukhrul Hunphun execution council members were the special guest beside, various people  from all walks of life attended the occasion .

And by the time when I become 20 years old  my desire and endeavour becomes more intense and , from 1970, i have been actively involved in crafting unique black stone pottery using a combination of ground black serpentine stone and a special brown clay found exclusively in Longpi Village, Sasa explains.

Earlier i never thought that one day my dedication and commitment will take me to this zenit point, i honestly thank God for everything Sasa said with humbleness.

Ukhrul old road SH-8

Ukhrul Old road:   New Haven to Tolloi junction via Lamlang gate JAC apprise  to ensure quality

( One of the oldest highway in the state Highway-8 neglected for over 4 decades)

JAC was formed in 2016 by the direct stakeholders of seven villages, namely Shokvao, Ramva, Tashar, T. Chanhong, Lamlang, Pharung, and Hunphun/Ukhrul through the endorsement of the apex civil society organizations of the district such as Tangkhul Naga Long (TNL) and Tangkhul Naga Zingtun Longphang (TNZL).”

The Dawn Tantak
Ukhrul,26th Jan'24
THE Joint Action Committee (JAC) for Development of Old Ukhrul Road - New Haven to Tolloi Junction (SH-08) via Lamlang Gate, has called for satisfactory completion of the ongoing restoration of the state highway, without being influenced by any external or political forces.

In a press conference held at Hotel Ice Land, Wino Bazaar on Friday, the JAC's general secretary, Happylife Leisan, informed that the restoration and improvement work of the old road, which is being taken up under the Central Road Fund (CRF), had commenced on January 4, 2024.

He stated that the project aimed to cover a distance of 29 km from Shokvao (New Haven) to Talui Junction via Lamlang Gate, adding that the old road runs through a fertile stretch along the Thoubal River, making it a crucial connectivity link for the most populous region of the district.

He stated that the ongoing project is very importance to the people of the region, and it should not be subjected to any political agendas.

“We appeal to the authorities concerned to ensure that the restoration work is completed successfully without any hindrances,” Leisan said, flanked by JAC's convenor, AS Wungnaoyo, headman Ramva village, Qr. HA. Khayaiwo  headman of Hunphun/ Ukhrul and other members of the committee.

He said that the JAC has been actively monitoring the progress of the restoration project and has conducted an inspection on January 24 last. Leisan said that the JAC was pleased to note that the work was progressing smoothly, and they urged the contractor and departmental officials to maintain the same level of dedication and commitment till the project's completion.

On behalf of the JAC, Leisan also expressed gratitude to Works Minister Govindas Konthoujam for approving the improvement of the road.

He further added that the State Highway-08 is one of the oldest highways in the state, but sadly, it had been neglected for over 40 years due to various reasons, including political influences. “As such, all stake holders came together to revive the lifeline and thus, the JAC was formed in 2016 by the direct stakeholders of seven villages, namely Shokvao, Ramva, Tashar, T. Chanhong, Lamlang, Pharung, and Hunphun/Ukhrul through the endorsement of the apex civil society organizations of the district such as Tangkhul Naga Long (TNL) and Tangkhul Naga Zingtun Longphang (TNZL).”

Leisan further cited prime reasons for the formation of the JAC and mentioned the state government's acute apathy of this road section, as well as the practice of corrupt 'flying bill' activities by politicians and contractors. He also pointed out the negative effects of vote-bank politics, leading to the cancellation of work programs and the competition between valley-based and hill-based contractors for contracts.

He then appealed to the authorities to refrain from conducting financial transactions for the ongoing Central Road Fund (CRF) work without first obtaining a No-Objection Certificate (NOC) from the JAC. “Any issues that arise in the implementation of the road improvement work should be settled only in consultation with the JAC, as it is the only legitimate body for the local people,” he said.

Simultaneously, Leisan urged the state authorities to consider developing the existing road into a four-lane highway for the benefits of the public. He cited the proposal made by Ukhrul MLA Ram Muivah in 2022, as evidence of the urgent need for this improvement.

According to Leisan, MLA Muivah, during his tenure as Secretary of the North Eastern Council (NEC), and Masakhui Rungsung (IFS), High Commissioner to Jamaica, successfully convinced the then Union Secretary of Ministry of Road Transport and Highways (MORTH), Vijay Chibber, to undertake the improvement work of the road under the category of Economic Importance.

Leisan further disclosed that the JAC brought the sorry state of the road section to the attention of Th. Biswajit Singh, former Minister of Public Works Department (PWD). “He consented to repair the road under the CRF program for which the JAC is thankful to our minister,” he said.

Thereafter, the JAC undertook tasks such as landslide clearance and jungle clearance, to facilitate the necessary survey for the road improvement work by pooling its own resources, he said.

According to Leisan, in 2018, a survey was conducted and an amount of Rs. 1 Crore was sanctioned under the Ministry of Road Transport and Highways (MORTH). He recalled that a consultancy firm had already completed the necessary DPR for the project which was then forwarded to the state government for its implementation.

“This was during the tenure of former Ukhrul MLA, Alfred Khanngam Arthur. And it was later discovered that the fund was diverted elsewhere, leaving the target project unfulfilled,” lamented the JAC secretary.
