Over 500 Myanmar refugees taking shelter at Indo- Myanmar border villages

UKHRUL, 25th Nov'23:  IN the wake of the intense gunfights with militia group People’s Defence Force (PDF) that broke out on 22nd November last at Myanmar's Thanan village which is situated close to Phaikok -  Kongkan Thana Indo- Myanmar border pillar 102  more than 500 refugees including several children are taking shelter in Phaikok, Shangkalok, Khenoram- Dang capital Thana under Kamjong district, Manipur India.

The Ukhrul District Working Journalist Association (UDWJA) after learning the sudden development swiftly went to take stock of the prevailing situations.

The District Administration of Kamjong the Assam Rifles and Raizan Traders Association ( RTA) and the neighbouring villagers are carrying out all measures in providing shelters, food and medical aids to the displaced Myanmarese.

Apart from the government authority it was  the locals from Ramphoi  and neighbouring villages who are extending all possible assistance like food and other eatables besides, donating blankets and utensils for the refugees.

Sources  from ground zero reported that  in the next few days, more people are likely to cross over Indian territory for safer accomodation as tension continues on inside Myanmar along the international border.

During the course of fact finding the UDWJA offiicial team was also able to establish  that he displaced Myanmarese includes many children, women, sicked and the aged persons and are facing immense hardship due to cold weather, lack of food, clothes and medicines.

Nevertheless ,the refugees are from Aungiya/ Aungzangya and Mongjang- Momo village of Myanmar, who have managed to penetrate Indo- Myanmar border  village Phaikok BP-102 ( India), Huimin-Thana, Choro( Zingshophai) and Aloyo under Kamjong district in Manipur, India.

The refugees are mostly from Shan, Myanmarese (Burmese) and a few Kukis  Kamjong District Administration  is extensively collecting biometric data and other details of all the individuals. Due to language barrier, the officers on the ground are facing difficulty collecting the necessary information. Those refugees who can barely speak Manipuri and some broken English are assisting the officers in collecting detailed data of each individual. Those Interpreters are helping the police in filling up the documents. All the Myanmar refugees are mandated to fill the 9 pages form and “Every form has its own unique serial number” stated Kamjong police.

Dr. Lucy Duidang Shaiza,  CMO of Kamjong and her medical team was  organising a health camp at Kheirongren Camp (new settlement area of Ramphoi village). Dr. Lucy while talking with the media's  informed that most of the people are suffering from upper respiratory tract infection and low hyper tension problems.

Qr. Wilson Jajo, chairman of Kheirongren Settlement Committee (Ramphoi) informed that “there are around 300 refugees at Kheirongren Camp. The camp is constructed by the youths volunteers from Ramphoi and the Committee is providing necessary assistance. The volunteers are cooking and constructing temporary camps for the refugee. Another 57 refugees from Myanmar have moved in today, he said

UDWJA team also found out that most of the refugees staying at Kheirongren Camp are from Shan and Burmese. "We brought no extra clothes along with us as our village was burn  down, we have managed to escape and cross the border,” said one of the refugees who came along with her younger sister staying at Kheirongren Camp said.

The temporary open camp is without power supply and other basic amenities.

Eno.AS. Nathan, President of Tangkhul Naga Zingsho Longphang ( TNZL) informed that currently there are also around 200 plus Myanmar refugees at Choro, Aloyo and Kaka business centre  and more people may be coming in the next few days,he stated.

TANGKHULS AND MEITEIS ARE BROTHERS?

History says that the Nagas, the Meiteis and the Kukis come from a common history.They are brothers of Mongoloid family . This is a common knowledge. With respect to the much talk about the Tangkhul and Meitei brotherhood, history is very clear. The story is, however confined only to Hundung village and does not apply to the whole Tangkhuls. History has it that one Tangkhul brother from Hundung village went down to the present Imphal valley and settled down there to live with the Meitei community. A story also says there are cases where some Tangkhuls and other Naga tribes who were married to Kuki women settled in their land and lived with the Kuki community.

Points to understand

Whereas we cannot undermine the blood relationship of the Hundung royal family and the Meiteis, one should not take it too far to give wrong meaning. We should understand that all Tangkhuls are not part of Hungdung royal family.

Hungdung was one big village in the Tangkhul community that time. But that does not mean Hundung village represents the whole Tangkhuls. Therefore, the relationship is not about the Tangkhul and Meitei but Hundung village royal family and few Meitei salais(clans) and royal family in the Imphal valley.

Individual inter-tribal marriage never mean tribe-level bond when the relationship is only between the two families.

Naga people should not be carried away or misled by such propaganda by people with vested interest to dilute the sanctity and distinct Naga national identity.

In days gone by, the past generations traced their brotherhood only in blood line. But things have changed now, where ideological brotherhood and brotherhood in one faith counts. Pakistan and India, East Bengal and West Bengal come from the same blood line. They speak the same language and read the same scripts, but they were divided in the lines of religion and politics. 

We love our Meitei and Kuki brothers and sisters and we respect them. But we know we have been living here together without political foundation. We must live together, but on correct foundation. Apart from the common blood line, we must speak the same political language and profess the same faith. We must build our world on the foundation of a living history and not on concocted history.

All said and done, there is no feeling of antagonism towards the Meiteis and the Kukis as well.

UKHRUL,21 Oct'23:   THE apex body of  Tangkhul Community,, Tangkhul Naga Long (TNL)disown the remarks and declaration made by Chief Minister N.Biren Singh on his recent visits at Ukhrul Headquarter on 18th October last .

IN a press communique made available to this Journalist Qr. David K Shimray, President of Tangkhul Naga Long clarified that the TNL is constrained to issue this statement to clear the air in the backdrop of widespread public outrage and confusion regarding the visit of N Biren Singh, Chief Minister of Manipur, to Ukhrul on 18th October 2023 and related activities thereof.

TNL as the apex Tangkhul body is in no way connected to the State Cabinet meeting held in Ukhrul during the CM's visit. It is also not a party to the joint memorandum submitted by certain Tangkhul CSOs, TNL welcome and appreciate every move by the state government regarding development works in the district. At the same time, it must be understood that the State government is merely doing its mandated duty and not bestowing any extraordinary largesse to us.

Nevertheless, regarding the public declaration by the CM about Tangkhul and Meitei being brothers, TNL is compelled to remind that it does not recognize the authority of N. Biren Singh to define the blood relation of the Tangkhul trib- either as head of a State government or in his individual capacity .

Further the statement clarified that such a declaration holds no bearing for and meaning of TNL. TNL also does not dismiss or disregard instances of relationships between certain families or clans of Tangkhul and Meitei communities. However, trying to blanket the entire Tangkhul community under such stray historical and genealogical definition is bereft of any sound logic.

The press statement further amplified that TNL and the Tangkhul community are competent enough to know their own history. We also belief in our destiny as an integral part of the Naga Nation and do not wish our land to become a Summer, Second or any other Capital of Manipur, the press statement signed by the TNL president asserts.

Teinem village gets a highlight at World Food Forum 2023 Flagship Event

UKHRUL,20th Oct'23: A Tangkhul Lass from Teinem( Tuinem) village of Ukhrul District got the privilege to speak at the World Food Forum 2023 Flagship Event (from October 16 to 20) organized by the Food and Agriculture Organization of the United Nations.

Ql.Yomatha @ Thatha (29yrs) Raleng minutely  spoke on Teinem’s effort to restore biodiversity which is currently facing loss of soil nutrition and the disappearance of indigenous food and knowledge systems with a focus on reclaiming ancestral knowledge to maintain forests and establish a robust food system.

I’m very happy with this initial step in our generational work. This collaboration with Hill Wild is one of the founding principles of why we want to share indigenous food to the world while preserving our biodiversity and emphasising the need for investment in this mission. Our food system is one of the most resilient system in the world and we must protect it at all costs, Thatha said

Under the topic "Youth-Led Agro Forestry" at the Side event titled "Branching out: Youth Action and Entrepreneurship in Agroforestry for Economic and Environmental Impact," Ql.Thatha highlighting the efforts of Teinem's village in rewilding barren areas to restore biodiversity based on Indigenous Peoples' knowledge in collaboration with Hill Wild.

My background in Theology, with a specialization in Social Analysis, has fueled my interest in tribal theology, tribal spirituality, and worldview, which are deeply connected to the land and ecosystem and how intrinsically related we are that produce the very base of life. I am committed to contributing to the restoration of biodiversity in Teinem village, my hometown, which is currently facing soil nutrition loss and the disappearance of indigenous food and knowledge systems.,she added.

Teinem village focus is on reclaiming ancestral knowledge to maintain forests and establish a robust food system. The community base Teinem  Project  is located 12 KM towards the west of Ukhrul district, Manipur, India. It comes under Lungchong Meiphei Sub-division community development block. The area of LM block is a community land donated for development purposes, however, around 30-40 acres of land approximately are remained as wasteland, of which the village authorities are enthusiastic to turn the area into a land use system such as agroforestry that can have both ecological and economic impact.

It is to alleviate climate change effects through reforestation, to restore soil nutrition and to generate better income for the community. Usage of rewilding grant in collaboration with Hill wild
Three crops that grows vigorously in the given climatic conditions are identified, they are: Tree tomato, Plum and Sugarcane. These crops are widely neglected as cash crops despite the feasibility to develop and grow. One example and purpose of economic viability from the proposed crops is that every year Teinem village like every other village of Ukhrul district buy in jaggery around 2000 kgs for Christmas celebration. This rewilding project will give the opportunity to produce their own jaggery that can improve the value exchange of the community. They can also have the breakthrough to be largest producer of plum and tree tomatoes to meet the needs of the local market and even beyond.

Community Involvement rewilding project needs a lot of community involvement in terms of volunteering labours, enduring non-profit partnerships and mutual understanding within the community in using the community land for the benefits of the municipal in ecological impact an economic development as a whole. The community will involve in the traditional and easier method of planting, low investment with locally available plants.

Further,  it is targeted to plant 10000 saplings of tree tomatoes and around 5000 to 10000 of plum trees looking into the availability of saplings. Tree tomato and  sugarcane take a duration of one year for harvest while plum take 3 at the minimum and 6 years at the maximum ,Thatha amplified.

CS met Governor brief present ground situation

Imphal, 10th October, 2023: Dr.Vineet Joshi, Chief Secretary, Manipur met Hon'ble Governor of Manipur, Miss Anusuiya Uikey today at Raj Bhavan to brief on the development of the present ground situation in Manipur.

CS also updated the various initiatives and programmes taken up by the State government for relief and rehabilitation of the Internally Displaced Persons (IDPs) and measures for restoring peace and normalcy.

On being asked by the Governor regarding the availability of essential commodities in affected areas, CS informed that efforts are being made by the state machinery and security forces to ensure free flow transportation of essential goods in all the districts mainly the violence-hit districts. He further said that prices of essential commodities are now under control and District Commissioners are keeping an eye on it.

CS asserted that all the schools are now re-open barring few schools which are being used as relief camps and attendance of the students have also increased by 10 percent. For those schools that cannot be re-open in hill districts at present, alternative mode of learning has been planned to be implemented soon, he added. He continued that higher education of medical students from hill districts have been badly affected, who were previously studying in JNIMS, RIMS and Shija, talks are going on with the Health Ministry officials for recommencement of normal classes for the students.

While highlighting on the introduction of Chopper services from Churachandpur to Aizwal and Kangpokpi to Dimapur, CS also informed about the progress of pre-fabricated houses that are being constructed in Churachandpur and Kangpokpi districts. Governor instructed for completion of the pre-fabricated houses at the earliest to ease some of the problems faced by the IDPs in relief camps.

Dr. Vineet also updated that experts have been consulted to provide nutritious food for children and lactating mothers in relief camps.
Governor was informed of the efforts of state government through concerned departments for reconstruction of lost or destroyed documents and cards of various categories such as bank passbooks, CMHT cards, Ayushman bharat cards, ration cards, old-age pension cards, Aadhaar card etc of persons, who have been displaced from their native villages and are now taking shelter in relief camps. On this, Governor stated that her office have already written to all the Governors to look into issues faced by the students of Manipur stationed/shifted to their respective states, who lost their original documents due to the ethnic clash in Manipur.

To ensure medical facilities for all the affected ones, nine specialized doctors were requisitioned by the Government of India and were sent at Kangpokpi, Churachandpur and Moreh, CS said.
Government of Manipur is planning for second series of financial assistance of Rs. 1000 to all the affected persons staying in relief camps and the process of distribution will be commencing soon as already 5 months have passed since the last financial assistance was extended, CS added. He continued that DCs have been instructed to make suitable arrangements for test centre for computer classes and highlighted the skill development programme started in almost all relief camps. Issues pertaining to disposal of dead bodies, ex gratia to affected families were also discussed. As cooperation of the masses is required for bringing amicable solutions, Governor reiterated the need for dialogue between the two communities in conflict to restore peace and normalcy in Manipur. She urged the need for convincing and motivating the people not to resort to any forms of violence and reiterates that normal/innocent people in both the communities wants peace. Governor suggested for opening helpline number for the people to voice their personal opinions, views and suggestions to the government.
Highlighting the continuous efforts extended through Governor’s Secretariat, Governor said that she will further extend maximum assistance for those affected by the ongoing strife in Manipur. Governor also said that she will soon visit relief camps located in peripheral areas.

Minister Awangbow  Newmai inaugurates  Right to Information week celebration

Imphal, 5th October, 2023: WATER Resources and Relief & Disaster Management Minister Awangbow Newmai inaugurated Right to Information Week Celebration 2023, today at the Auditorium  Hall of DIPR, Nityaipat Chuthek, Keishampat, Imphal.

      The function was organised by Manipur Information Commission with the objective of popularising the RTI Act, 2005 with sponsorship from Department of Personnel & Training, Ministry of Personnel, Public Grievances & Pensions, Government of India, New Delhi.
        Addressing the gathering Minister Awangbow Newmai stated that Right to Information Act is an important Act. As India is the largest democratic country this Act will help in bringing transparency and accountability for a good governance. He also maintained that we need to control misuse of RTI Act for personal gains.

Minister Awangbow continued that Right to Information Act is very important as every individual has the right to know the different activities and functioning of the government. He also said that this act is made for more public participation and to strengthen the Government in state and nation building.

Sharing his knowledge on RTI,  M.H. Khan said that a society has to be transparent. Development of any society will be fruitful and better if there is transparency as far as possible.

In connection with the celebration, a State Level Workshop was also held. Advocate Dr. Ch. Narendra Singh and Rinku Khumukcha, Editor, Imphal Times  delivered  lectures as resource person at today’s  workshop.

The inaugural session of the celebration were attended by M.H. Khan  Additional Chief Secretary (AR/Relief & DM /Forest /RD &PR /TA & Hills), State Chief Information Commissioner, Shri  Oinam Sunil Singh, also attended the function as Guest of Honour and President respectively. UKHRUL, 4th Oct'23:   AFTER decades of Hungpung chief ruling without any slightest ioda of doubt and questions on his surname/clans like ' bolds from the blue' the discription of the relationship of Khongrei King, Hungpung King and Meitei King and the Mangang- Hungshi blood line surface .

In a Press Conference held at Relish Restaurant near Naga Gate, Hungpung, today,  Qr. AS.Boniface Hungshi Chairman,Hungpung Hungshi Shangva stated that  after generations of migration from Central Asia, the ancestors of these three kings came to Makhel from Thibungmei (Kohima).

In Makhel a triune baby boy was born to the daughter of the king. The eldest son was named Riso (Khongreihung), the second son was named Hiipam (Hungpunghung) and the third son was named Mahzã (Meiteihung). And after some years the brothers along with their clan members moved to Kojifu village. After a brief stay there, they decided to look for a better fertile land. The dowager- the mother queen gave them a precious stone with blessing and telling them to settle to the place where the stone will drop by itself.

Hungshi further  stated that after searching and looking at various places the precious stone which the eldest carried on the back fell by itself at Khongrei (Khongdei), so, as instructed  by their mother they settled there. It is still there. And as the year went by. their number grew, so the second and the third brothers wanted to settle in their own land of their choice; so they- the three went a little away from the village and raised up three big boulders (Hearth) for cooking their parting meal. The stones are still there in Khongrei (Khongdei), he adds.

While supplementing their genesis  Qr. Ningkhanpam Hungshi and Qr. Barnabas Hungshi amplified that the  eldest stayed back but the younger two left Khongrei/khongdei and after long years of winding search they finally came to Hamleikhong, Hungpung Village. Subsequently, the third brother too decided to settle in the plain of Yaingapokpi/Oknao pokpi, Imphal as Meitei. Proximity allowed the youngest one to visit the second elder brother at Hungpung from time to time.

In Vashimtang, Hungpung there is a springwell, called Meitei Rakhong meaning Meitei springwell. Just South-East of the well is the Mafarung (A place for keeping Meitei Maharaja's

Elephant).

Much later when the seat of administration was passed on to his younger brother from Vashimhung (Elder brother -King), the Meitei kings came there to and left footprints on the
stone slaps. These can be seen in the courtyard of Hungpung King.

Until recently, the Hungpung King's family or clan was just known as Ahungshi - King's clan. So, a search was made for tracing the ancient root of their ancestors, and it was found that Mangang Ningthouja was the proper SALAI name of the three brothers. MANGANG was transiated into Tangkhul dialect as HUNGSHI, they said.

Legendary story has it that in the very beginning, the Immortal Being (Pakhangba) created seven maidens for his better halves. The first one was Leikak Leiyarem. Pakhangba's spirt came upon Leikak Leiyarem and overshadowed her as a 'sun' and she conceived and gave birt to a son. Thus, it is written, 'Numitna gollaka Mangang Ningthouja pogkee'. Some wanted to take.the 'sun' name, but the sun was Pakhangba's spirit, the son's name is Mangang Ningthouja.  There are seven Salai, Salai can be solely colors, not any objects.

There has never been any king's family or clan's name as SUN or ZiMIK in Hungpung (Hundung) history as well as in Meitei Puya (historical record). If there should have been anything like that, a name or title, then, as per historical fact, such will be found in
Vashimhung clan Hungpung, Hungshi said.

The Press meet was also attended by Hungshi history research committee like,  Felix Hungshi, Innocent Hungshi,
Vareingam Hungshi and  Wungkachui Hungsh,.It is further informed that the Hungshi committee has been doing the researched work( history ) for the last 18 years.

MHRC visited New Chadong

 

MHRC Chairperson  interacts with villagers of New side Chadong village

KAMJONG, October 2, 2023: MANIPUR Human Rights Commission (MHRC) Chairperson Justice U.B. Saha today held a meeting with the villagers of New Side Chadong village in Kamjong District.

During his maiden visit to the village. The meeting cum interaction was held at the community hall of  New Side Chadong village, where the Chairperson interacted with headmen and villagers in the presence of members of MHRC and Deputy Commissioner of Kamjong District alongwith other officials and police officers of the district.

Addressing the gathering, Chairperson Justice U.B. Saha stated that MHRC has visited several areas of the state which have been affected by the recent violence and have met several displaced people of both the communities. The Commission is putting its best effort to bring peace and normalcy in the state. Mr. Saha further stated that MHRC does not belong to any particular community or individual and its sole objective is to provide and safeguard the basic human rights of every individual of the state. MHRC has wide area, and people can approach the Commission to get their basic human rights, if violated.

Regarding his visit to New Side Chadong village, Mr. Saha said that he came to know about the village through a particular case and the main purpose of his visit is to know the life and livelihood of the people of the village. Justice Saha added that Manipur is one of the best states which can be used as a tourism sector in the country. Likewise Chadong, with its beautiful landscape and surrounding,  can also be developed as a tourist spot, which in turn could enhance the livelihood of the villagers.

Expressing his deep concern over the present situation in the state, the Chairperson stated that Manipur was a peaceful state but after the recent violence, the situation in the state has changed a lot. This is the time for peace and understanding amongst the people. People of both the communities have to change their mindset to bring peace and normalcy in the state. Mr Saha opined that a third community can take a pivotal role in bringing peace and tranquility in the state. He further appealed to the villagers to work as a bridge between the two communities so as to bring Manipur back to its peaceful state.

While expressing his happiness and gratitude to the visiting MHRC team, Deputy Commissioner, Kamjong Shri Rangnamei  Rang Peter, IAS stated that the villagers of New Side Chadong village are so fortunate to have the MHRC team led by Chairperson Justice U.B. Saha right in their village as such a rare opportunity won't available to every village in the state. The DC asked the villagers to express their grievances related to their rights to the visiting MHRC team without any fear or pressure. He thanked the villagers for their   trust and co-operation to the visiting team.

               PRESS STATEMENT

IN what can be termed as playing into the nerves of the Naga people’s religious ethos as the call of the Prime Minister of India Narendra Modi for a nationwide cleanliness drive falls on October 1 (Sunday). Nagas as Christians cannot simply abide by the call of the Prime Minister no matter how noble is the cleanliness drive.

For any such nationwide drive for cleanliness,the sentiment attached with the spirit of secularism must be rightfully respected. Naga people will stand as one Christian family to resist such cleanliness initiative that defies the mutual respect for different faiths that reflects the secular character of India. NSCN cannot remain as mere spectator to any policy or initiative that obstructs and undermine Christian faith.

The bold step taken by Chakhesang Baptist Church Council (CBCC) that “We must obey God rather than human beings” is something highly valued and appreciated. It is to stress the importance  of Naga people’s attachment to God, because no matter the challenge of life, no matter the weight of problem we face, it is God who sustains us. The Christian’s Holy Bible teaches that God not only created the universe but He upholds and sustains it day by day, hour by hour. The Bible further says that " Christ, the son of God, upholds the universe by the word of His power".

All said and done, the Nagas cannot deny God by obeying the call of Prime Minister Narendra Modi.

TBCA  not happy with PM announcement on Swachh Bharat Abhiyan

UKHRUL,27th Sep' 27:  THE  Tangkhul Baptist Churches Association(TBCA) strongly oppose the Prime Minister's announcement for Swachh Bharat Abhiyan (Clean India Mission) on 1 October 2023 where all Indian citizens have been called upon to do a l-hour Shramdaan cleanliness drive
countrywide, said Rev Dr.Themreishang Horam Education secretary, TBCA.

In a press conference held at TBCA office, Alungtang Ukhrul on 27th September '23, Rev.Themreishang stated that  Cleanliness is one of the core teachings of Christianity and we advocate it with ardent devotion. However, to do cleanliness drive desacralizing our holy worship day tantamount to renegading our faith.
We are curious what intention of our dear PM has when he declared the 'Clean India Mission' on Sunday ask the secretary.

As every year, on Gandhi Jayanti (2" October) the nation perform
cleanliness drive. There is no need to prepone it to Sunday. This seems like a systematic persecution of religious minorities. This is not the first instance. In the past, we've experienced same persecutions during his regime.
Such as December 25 declared as Good Governance Day" in 2014
April 17 was declared as "Digital India Day" in 2017
And Swachh Bharat Abhiyan (Clean India Mission) on 1" October which falls on Sunday.

We would like to remind that Article 25-30 of the Indian Constitution provides and guarantees our fundamental rights to advocate, propagate, and administer the practice of our own religion, the Reverend added.

UKHRUL, 20th Sep'23:  THE  Tangkhul Naga Long (TNL) strongly condemns and reiterates its warning against the unexpected and unwarranted acts of stopping. threatening of the innocent commuters and passengers and intimidating of workers engaged in restoration/repairing work along the Imphal-Ukhrul route by fully armed Kuki militants.

We, the Tangkhul Naga community, have been very tolerant towards such provoking and unconcerned behavior on part of the militants on multiple occasions. Even if the act was wrong, we had exercised maximum restraint not wanting to jeopardize the prevailing peace and tranquility of the region.

The TNL calls for immediate end to such public nuisance in our jurisdiction which has so far been peaceful and tolerant despite repeated provocations in the midst of the ongoing unrest.

We strictly warn the concerned that any untoward happening due to their provocation, will be the responsibility of the perpetrators and that they will be solely held accountable for all the unwanted consequences that follow.

The Kuki villagers who are residing on the stretch of Ukhrul-Imphal highway should take serious note of such incident and bring immediate end to such nuisances lest they should also be equally blamed in the event of any untoward incident that follows.

It is, therefore, forewarn for the last time that any militants/group/individuals should immediately stop their irresponsible acts in the interest of maintaining peace and harmony in our jurisdiction stated Qr. Govt introduces Women’s reservation Bill

DELHI, 20th Sep' 2023:  THE. government on Tuesday introduced a constitutional amendment bill reserving 33 per cent seats for women in the Lok Sabha and state assemblies, reviving a bill pending for 27 years and blending history, politics and societal imperatives on the first day in the new Parliament building.

The women’s reservation bill, named Nari Shakti Vandan Adhiniyam and introduced in the Lower House by Law Minister Arjun Ram Meghwal, will come into effect only after a delimitation exercise is completed and is therefore unlikely to be in force during the next Lok Sabha elections in 2024.
It was the first bill to be introduced in the new Parliament building.
September 19, Prime Minister Narendra Modi said, is a date that will be etched in history and god has chosen him for the “noble work”.

“The Narishakti Vandan Adhiniyam will further strengthen our democracy…I assure all mothers, sisters and daughters of the nation that we are committed to making this bill into a law,” Modi said in the first speech in the first session in the new premises amid thumping of desks by members of both treasury and opposition benches.
The government, PM stressed, wants more and more women to join the development process of the country. Modi also urged opposition members of both Houses to pass the bill unanimously.

Pending since 1996 when the first bill on the matter was introduced but could not be passed due to lack of political consensus — several regional parties demanded ‘quota within quota’ — it is likely to see smooth passage this time with most parties pushing for guaranteeing women one-third representation in Lok Sabha and state assemblies.

However, provisions in the Constitution (128th Amendment) Bill make it clear the reservation will come into effect only after the delimitation exercise, or the redrawing of constituencies, taking into account data of the census conducted after the bill becomes a law. Meghwal said number of women members in the Lok Sabha will rise to 181 from 82 currently after the bill comes into force.

UKHRUL,22nd Sep'23:   THE Nagas of Manipur are on for peaceful atmosphere and environment we are not a party to any community neither we are neutral but  Nagas of Manipur are genuinely for Peace to prevail in Manipur  said  Eno.Dingkhanglung @ Dipu Gangmei Chairman of Hill Areas Committee ( HAC).

As the peace loving citizen of Manipur, to enjoy the peaceful environment so that they can focus on the development and future. As a HAC chairman, I am keeping in touch with our members and used to discussed but since time has come to the situation sort of where its difficult to control. However, we are reaching out to each other and trying to sort out to bring peace in our state. As a HAC chairman, I want to say that the situation has come in Manipur in such a critical juncture where we all should stay together as one and live together and think for our future generation. We don’t have any alternative but to live together as one, Gangmei added.

While interacting with this Journalist the HAC Chairman further amplified that 'Delimitation of Autonomous district council' has been entrusted us as a sub-committee of the HAC and we have done our homework very well with the consultation of the stakeholders as well as with the members of the HAC but due to the law and order situation, we are not able to proceed with the report for finalisation by the government. Once the situation in the state are normalise, we are ready with all necessary paperwork has been done and the report itself has to be approved by the HAC and it has to be tabled by the government. We are ready to do whenever the government ask .

When asked about the present crises in Manipur and the position  of the Nagas, Kangmei  said that our position is on "Peace"  and we are not a party to any community neither we are a.neutral.

The state has faced such communal violence earlier as well and we learnt from the past incidents. History has taught us that all issues has been resolved by sitting across the table and a dialogue has to happen. Until and unless two warring faction or any opposite, if they are not willing to come to the table, it will be very difficult to sort out the differences and difficult to bring peace.

First and foremost, to bring peace in the state is to have a dialogue. As long as we stay aloof from each other, we won’t be able to bring peace. So my humble appealed to all the stakeholders and leaders who love Manipur and our great nation is to come together and puts our head together and try to sort out the differences and try to amicable solution. In this process, the Union Government under the leadership of PM Modi and Home Minister Amit Shah and state government is giving us full cooperation and support to all the leaders who are working on it, so once again I appealed to all the church leaders, CSOs leaders to come out from our comfort zone and try to bring peace. And other political issues can be sort it out together but until and unless, we sit together but we won’t be able to find any solution in this current imbroglio, the HAC Chairman adds

The government has set up a peace reconciliation committee of the legislators and as a HAC chairman, I was made the chairman and other members are from Nagas and Meitei Pangals community. We are also working on it to restore normalcy and bring peace in the state but whomsoever we have approached, they have apprehensions. There is a hidden agenda groups are working on it to sabotage the peace process. So first thing if we want to bring peace the openness of our leaders, especially from both the communities, should come out. Until and unless they come out openly, it will be very difficult for others to intervene and its high time now that better sense to prevail and violence will never bring peace and progress. In this kind of crisis, there won’t be any victors or vanquished. It will be almost a berievef  victory for both the communities.  So the best option now is if we have any differences, we should find it  out  and struggle it out together constitutionally and democratically with parliamentary process of the political procedures, Gangmei quote.

The  intending MP candidate for outer Manipur Parliamentary Constituency, in the upcoming 18th Lok Sabha election 2024 Qr K.Timothy Zimik,IRS Principal Chief Commissioner of Income Tax(retd.), Ministry of Finance (Revenue), Government of India  informally kick start his public audience.

While giving his speech  former Chief Commissioner  Qr. Timothy Zimik who hails from Sinakeithei village in Manipur Ukhrul district has emphasised the need to resolve the long-standing conflicts of the Indo-Naga political issue, calling for an expediency in the matter.

My prime concern is to resolve the Indo-Naga political issue. It has been dragging on far too long, and a political solution is long overdue. I want to work for the resolution of this issue if I am elected as a Member of Parliament,’ he said, seeking public support, during the public interaction programme.

Timothy further stated that in essence, he’s running for the forthcoming MP elections with a commitment to find a solution to the Indo-Naga political issue and ensure meaningful development of the hill districts, address grievances of his people once and for all. “Let’s all take a stand today and fight for our rights so that our people have a much better future,” Zimik exhorted the gathering comprising hundreds of local church elders, public leaders and public members.

The 61-year-old former bureaucrat also listed other issues that he is concerned about, such as unemployment, lack of development, lack of basic amenities, economic backwardness, and corruption in the hill districts. He added that he is committed to find effective solutions to these pressing issues.We basically  need to promote our economy and grab the opportunity for over all development if we as a citizen have to go along with the epoch of time. On my personal belief  I am a strong believer in Christian principles and values in public life including political field Timothy  amplified on his speech.

Zimik is an MA in School of International Studies, JNU, New Delhi. He worked as a research scholar at JNU before joining the Indian Revenue Service. During his stint at IRS as PCC from 1985-2022, Zimik held many important positions while posted in Delhi, Mumbai, Kolkata and other cities of India.

As the Tangkhul society evolves and grows, Zimik has been there every step of the way. With an impressive career span of 36 years as an experienced bureaucrat, he has become a valuable asset to many. With such extensive experience in public policy implementations, highly specialized legal fields, and top level administration, Zimik has become a well known benefactor for many Tangkhul youths working in various fields including airlines, shipping etc.

His commitment didn’t stop there however. As an individual striving to support the betterment of the society, Zimik said he has his sights set on further developing and improving the quality of life of the hill people. He looks forward to using his knowledge and experience to help grow agricultural activities in the hill districts and boost rural economy.

He also pointed out that a vast disparity in distribution of development funds between the valley and the hills, which he claimed as the major factor for lopsided development in the state. He said he is committed to ensuring proportional fund flow for the hill districts to bring them at par with the valley.

UKHRUL, 8th Sep'23:  FEELING the pulses of  the general public Ukhrul MLA Ram Muivah has written to the Chief Minister of Manipur N Biren Singh, while drawing the latter’s attention towards the public hardships, to consider restoring internet services in Ukhrul district as a special case and in the interest of public service.

“Given the public outcry and demand, may I request you to kindly restore internet services in Ukhrul district as a special case and in the interest of public service,” Ram Muivah said in his representation to the Chief Minister on September 4, 2023.

The MLA urged CM Biren for restoring internet services, and cited peaceful atmosphere in the district, apart from the growing public outcry over the information blackout.

He had also written to the Chief Minister earlier on 26 July, 2023 for restoration of internet service in Ukhrul district which, he mentioned, is not affected by the current crisis in the state.

He also took reference of the public demand for lifting the internet shutdown as published in local newspapers. “TKS rings out restore internet services call” which appeared in ‘The Sangal Express’ dated September 3, 2023, inter alia, it is reported that, ‘The more than 120 days prolonged internet ban has affected the economy, education and many other important sectors particularly in Ukhrul”, he mentioned.

He also cited the report stating “While it has paralysed and killed businesses, students including Civil service aspirants are not able to access online resources, complete assignments, fill and submit forms necessary and mandatory for various examinations’, ‘the speed of the Wi-Fi services provided to Government offices is too slow and needs upgradation’,

He went on to refer to the report, stating “The Digital india campaign launched by the Government of india has failed in Manipur since the service has been banned since May 3′, ‘that the Supreme Court of india in 2015 had declared access to the internet as a Fundamental Right under Article 19(1)(a) of the Constitution”.

He also mentioned another news item entitled “Lift mobile net ban” which appeared in ‘The Peoples’ Chronicle’ dated September 3, 2023. “It is reported that, “Tangkhul Naga Wungnao Long (TNWL) has urged the state government to restore the basic internet facility in the district at the earliest”, “Many people have left their hometown for neighbouring states in search of internet connectivity, while those staying back face immeasurable hardships”,  Qr. Woman files 2nd FIR against EGI, seeks CBI probe

UKHRUL, 9th Sep'23:  A woman in Manipur who filed the second police case against the Editors' Guild of India (EGI) chief and three members of its fact-finding team has requested for the Central Bureau of Investigation (CBI) to take over the case.

Imphal resident Sorokhaibam Thoudam Sangita had filed the first information report (FIR) against the EGI fact-finding team who went to Manipur for four days to look into the media's reportage of the Meitei-Kuki ethnic conflict. Hers was the second FIR; the first was filed by another Imphal-based social worker N Sarat Singh.

The EGI in the report released on Saturday last said there are clear indications that the leadership of the state became partisan during the conflict. "It should have avoided taking sides in the ethnic conflict, but it failed to do its duty as a democratic government which should have represented the entire state," the report said among its several observations in a concluding summary.

The EGI has condemned the state government's move to file the FIR as an effort to intimidate journalists. The Supreme Court yesterday said no coercive action can be taken against the four accused till Monday.

Sangita, however, alleged the EGI is trying to divert the issue and escape from answering with evidence all the allegations the three-member team had made against the Meitei community, who are a majority in the valley areas of Manipur.

"This issue is very serious. The team was crowdfunded too. We want to know who all donated to them for the Manipur visit. The CBI should take this case and go into the root of the case," Ms Sangita said.

"There was relative calm in Manipur, but after the report that used words like 'Meitei police' and 'Meitei media' came out, the atmosphere has become tensed following the ethnic clash with Kukis. This report led to fresh enmity between the two communities and there has been fresh trouble in the past few days," she alleged. "The EGI may try to pressure us to cancel the case. I don't want that to happen. I beg the government to request for a CBI probe into the entire case," Sangita said.

The EGI report alleged the Manipur government branded all Kuki tribes as "illegal immigrants" after some 4,000 refugees fleeing the military coup in neighbouring Myanmar crossed into Manipur. The EGI in the report faulted the state government for taking a series of steps that led to resentment among the Chin-Kukis to build up.

"The state government seems to have facilitated the majority's anger against the Kukis through several seemingly partisan statements and policy measures," the report said.

The All Manipur Working Journalists Union, and the Editors' Guild of Manipur said they have taken strong exception to the "half-baked so-called fact-finding report, which was completed in merely four days." "The report has many contentions and wrong representations which are damaging to the reputation of the journalist community in the state, especially Imphal-based news outlets," the Manipur journalists' collective and the Editors' Guild of Manipur said in the statement.

Sep' 6 ,23: FOUR months has well passed ever since the mayhem broke out on May 3rd 2023 and all the ethnic communities living in the state of Manipur including Nagas as the third parties have been suffering untold miseries in every sphere.
 
With all concern and patience, hoping for resolution to the ongoing conflict between the warring communities viz, Kuki-Zo and Meiteis, Naga people have endured all the hardships and provocations from both the communities and on top of that UNC has been giving all efforts-goodwill peace mission towards the
resolution of the same but it turns out otherwise and all the more weight is being put upon the Naga people in many ways.

At this given situations, UNC is necessitated to draw the following concerns from the state authorities and the two warring communities for immediate redressal in the greater interest of all the communities living in the state of Manipur;

1. The state and central government should initiate necessary steps to ensure the uninterrupted supply of essential commodities throughout the length and breadth of the state.

2. Unwarranted checking/frisking/detentions/ unloading of essential commodities and various strictures imposing upon Naga people in sporadic areas and unabated illegal taxation/extortion towards the commuters and suppliers of essential commodities along the National Highways and Inter-District highways should be stopped once and for all.

3. Persistent ongoing Economic Blockade being imposed by COTU along the Highways be lifted immediately in the interest of all communities living in the state.
That, the state and central government must also address the grievances like non-availability of life-saving drugs and essential commodities being faced by the kuki-Zo community as demanded by COTU.

UNC is hoping that this statement will find well to all the concerned and pave way to prevail peace and return to its normalcy.

Supreme Court tells State to submit report on recovery of illegal weapons; Manipur

New Delhi Sep'6 (Agency): The Supreme Court on Wednesday told the Manipur government to submit a report regarding the recovery of all illegal arms in the state, which has been affected by ethnic violence since May.

A bench headed by Chief Justice of India DY Chandrachud said, "The state needs to seize illegal arms. The state has to take action irrespective of who is holding the illegal arms."

"Regarding recovery of arms, let a status report be furnished to this court by the government. The report shall be made available only to this court," the bench ordered.

The top court also acknowledged an affidavit from the chief secretary of Manipur, which said that there was no shortage of essential items such as food and medicine for those affected by the economic blockade.

The chief secretary also denied allegations of chickenpox and measles outbreaks in relief camps.

Issuing a slew of fresh directions, the Supreme Court told the Union home secretary to communicate with Justice (retired) Gita Mittal, who heads a three-member panel appointed by the Supreme Court to oversee relief and rehabilitation efforts in Manipur.

The top court also asked the Manipur government to nominate an officer to interact with the committee and to submit a status report detailing steps taken to improve the state's victim compensation scheme.

After the Supreme Court was told that a large number of bodies were lying in morgues and needed to be disposed of in a dignified manner, the beach said the government would have to take a call so the unclaimed bodies don't spread diseases.

The top court told Solicitor General Tushar Mehta, "You have to do something about the bodies. They can't be kept like that. It's been four months now, else they will become a source of disease."

India: UN experts alarmed by continuing abuses in Manipur

( UN human rights chief “distressed” over plight of India’s internal migrants, welcomes measures to limit impact)

GENEVA (4 September 2023) :  UN experts* today raised the alarm about reports of serious human rights violations and abuses in the Northeast State of Manipur in India, including alleged acts of sexual violence, extrajudicial killings, home destruction, forced displacement, torture and ill-treatment.

The experts pointed to an “inadequate humanitarian response” in the wake of the grave humanitarian situation in Manipur following the latest round of community conflict between the predominantly Hindu Meitei and the predominantly Christian Kuki ethnic communities that erupted in May 2023.

By mid-August 2023, an estimated 160 persons had reportedly been killed, mostly from the Kuki ethnic community, and over 300 injured. The conflict also reportedly resulted in tens of thousands of people from the communities being displaced, thousands of homes and hundreds of churches being burnt down, as well the destruction of farmland, loss of crops and loss of livelihood.

“We are appalled by the reports and images of gender-based violence targeting  hundreds of women and girls of all ages, and predominantly of the Kuki ethnic minority. The alleged violence includes gang rape, parading women naked in the street, severe beatings causing death, and burning them alive or dead,” the experts said.

“It is particularly concerning that the violence seems to have been preceded and incited by hateful and inflammatory speech that spread online and offline to justify the atrocities committed against the Kuki ethnic minority, particularly women, on account of their ethnicity and religious belief,” they said. “We are further alarmed by the reported misuse of counterrorism measures to legitimise acts of violence and repression against ethnic and religious minorities.”

The experts said recent events in Manipur were another tragic milestone in the steadily deteriorating situation for religious and ethnic minorities in India.

“We have serious concerns about the apparent slow and inadequate response by the Government of India, including law enforcement, to stem physical and sexual violence and hate speech in Manipur,” the experts said.

The experts welcomed the fact-finding mission conducted by lawyers and human rights defenders in Manipur and the follow-up by the Supreme Court of India on the situation in Manipur, though the response could have come in a timelier manner. They urged the Supreme Court to continue monitoring the response of the Government and other actors, with a focus on justice, accountability, and reparations. “We are also concerned about reported criminalization and harassment of human rights defenders documenting the cases,” they said.

They urged the Government to step up relief efforts to those affected and to take robust and timely action to investigate acts of violence and hold perpetrators to account, including public officials who may have aided and abetted the incitement of racial and religious hatred and violence.

UKHRUL,25 Aug'23: THE 30th Naga Students Federation ( NSF) the apex students organisation of  the Naga community covering  all the Naga inhabited areas was held at Ukhrul Town ground Wino Bazaar here for three day starting Thursday.

Under the theme, " Solidarity beyond Borders" the 30th NSF general conference was kicked-off on 24th Aug & concluded on 26th Aug, 2023 at Ukhrul Town, Manipur.

The General Conference was one of the biggest Students conference
of the Nagas.

It is pertinent to mentioned that NSF is the apex Students Organisation of all the Naga community covering  all over the world beyond borders.

Nevertheless, the Conference of the NSF is to be seen as one largest Naga platform to strengthen the spirit of 'Oneness' among our Nagas brethren, brothers and sisters, and reinforce cultural and emotional bond among the Nagas living across the borders.

Honoured guest MLA Yhome on his inaugural speech said that the position of Nagas is clear that Nagas will never compromise with our land .Despite our Diversity, despite our differences ,and despite our geographical cap a lot of good changes take place and NSF was founded as a federation in 1947  for a political cause to achieve our  political aspirations,he exhorted.

Eno  Prof.GT. Thong, Pro- Vice Chancellor, Nagaland University Kohima Campus, on his speech as a Theme speaker stated that "Solidarity beyond Borders"  should be our commitment to strengthen ourselves and care for our people with concern for justice no matter where they are beyond borders. Solidarity would allow us to understand our sufferings. If we are to survive as people and live with dignity and leave a legacy to our children, we have to respond today and vigilant guard against all other forces.

Together in unity, the Nagas can achieve anything. Divided houses can only bring suffering and untold miseries. How many lives do we have to sacrifice to realise our folly. Dedication to unity and oneness is the essence of this conference. Though divided by state and international boundaries, the Nagas can be one beyond borders. Let us together ensure the legacy of the NSF. Long live the Nagas, the Prof.added.

Earlier in the morning session Rev. Dr. Banner Makan, chief operating officer,TNBC dedicated the MONOLITH and unveiled by Dr.Kekhrielhoulie Yhome MLA of Nagaland at Nayi Kaphung, Hunphun 12 kms away from Ukhrul town.

The conference was participated by,  NSF  federating units like, All Sumi Students Union(  ASSU - Nagaland), All Zeliangron Students Union( ASSUI  Nagaland),  Anal Lenruwi Tangpi( ALT), Angami Students Union ( ASU), Ao Kaketsir Mangdang( AKaM), Chakesang Students Union( CSU), Lamkang Karchuknao Kumpun((LKK), Lotha Students Union( LSU), Mao Students Union( MSU), Maram Students Union,  Maring Students Union( MSU),  Monsang Students Union, Moyon Students Union, Pochury Students Union( PSU), Poumei Naga Tsitumei Me( PNTM), Rengma Students Union( TSU), Tangkhul  Katamnao Shaklong( TKS)  and it's subordinate units such as, Naga Students Union Dimapur, Diphupar, Aizawl, Ahmednapur, Kolkata, Bangaluru, Chenai, Delhi, Gujarat, Guwahati, Mangalore, Mumbai, Phagwara, Prayagraj, Pune, Shillong, Medrophema Campusi, Lumami Campusi, MASU, SETAM, Merima Campusi and Society for Naga Students welfare Kerala etc .

Nevertheless, on  day-1 evening program Ukhrul MLA Eno.Ram Muivah attended the programme and on day-2 was also attended by NESO, ENSF, Khashi students Union, Meghalaya and UNC  where they deliver a special speech of  greetings on the occasion.

Cultural dance troop from Tangkhul Nagas of Myanmar and the Trio- band from Dimapur, Nagaland, Guru Reubin Mashangva and various prominent singers perform an enthralled the jamp-back audience.
