Additional fund to be allocated for procurement of Fertilizer

UKHRUL July 17, 2023 : An additional fund of Rs.2.5 crore to be allocated to the Agriculture Department under appropriate Head of Account for procurement of fertilizer.

In a meeting held at Cabinet Hall of Chief Minister’s secretariat in connection with the distribution of Urea, chaired by Hon’ble Chief Minister Shri N. Biren Singh, it was decided to allocate additional fund and discussed the problem related to the distribution of fertilizer (Urea) to the farmers. For this, the Agriculture Department will monitor the procurement and distribution of fertilizer.

In the meeting, various decisions were taken regarding the distribution of fertilizer. Farmers possessing valid Farmer Identity Card issued by the competent authority can procure fertilizer from DAOs/Dealers on production of the Farmer Identity Card after payment of the requisite amount. No other documents will be required in respect of such farmers. Fertilizer (Urea) can be procured by the farmers on production of their Pattas and Aadhar Card from the District Agriculture Officers/Dealers after payment of the requisite amount.

For tenant farmers, who are unable to produce Patta of the land, may obtain a certificate from their respective Hon'ble MLAs indicating their Patta No. and size of land. Such certificate will be accepted in lieu of the Patta for tenant farmers. The tenant farmers will also be required to submit a copy of their Aadhar Card and an undertaking to the effect that they are the actual tenant farmers of the said land, when they come to procure fertilizer at the office of the District Agriculture Officers/Dealers.

A format of the undertaking will be made available at the office of the District Agriculture Officers/Dealers.Certificatesfrom concerned SDOs/SDCS/Pradhans/Up-Pradhans/Adhyaksha/Councillors/Corporators/VillageAuthority Chairman/Village Chief indicating Patta No. (where applicable), land size and Aadhar Number of the tenant farmers will also be accepted in lieu of the Patta. Such tenant farmers will also be required to submit a copy of their Aadhar Card and abovesaid undertaking to the effect that they are the actual tenant farmers of the said land.

In order to avoid the congestion at the District Agiculture Offices/Dealers, a certified list of farmers along with their Patta No., land holding size and Aadhar number may be provided bytheHon’bleMLAs/SDOs/SDCs/Pradhan/UpPradhans/Adhyaksha/Councillors/Corporators/VillageAuthority Chairman/Village Chief in advance. On receipt of such a list, the District Agriculture Officers/ Dealers will provide fertilizer to those individuals present in the list within 3 (three) days subject to the payment of the requisite amount by the farmer. When they come to the office of the DAO/Dealer to collect fertilizer, such individuals will submit a copy of their Aadhar cards to the DAOs/Dealers.

MLAs urges Union Home Minister for restoring Peace and normalcy in the state

IMPHAL, 11th July, 2023: A group of 31 MLAs of the state unanimously resolved to urge the Union Home Minister Shri Amit Shah to reach a conclusive resolution that will bring lasting peace in the state.   

The MLAs proposed the Union Home Minister on replacing the 9th Assam Rifles, the 22nd Assam Rifles, and the 37th Assam Rifles with other central security forces that are more inclined towards promoting the unity of the state. They further said that there are concerns regarding the roles played by certain units of the Assam Rifles, which currently pose a threat to the cause of unity within the state.

The representation to the Union Home Minister also mentioned that a comprehensive investigation must be conducted into the public display of firearms and ammunition during the Peace March held on July 5, 2023 in Churachandpur. It raises significant questions regarding the source of these arms and ammunitions, as well as their continuous availability which play a crucial role in this violence, and the MLAs expressed their concern for the need to address this issue and prevent further replenishment of these illegal weapons.

The MLAs urged the Union Home Minister to take stronger and effective actions against armed insurgent/cross border armed insurgent groups operating in the state in order to restore peace and normalcy.  The MLAs also reiterated their commitment to initiating decisive measures against these  armed groups that have violated the established ground rules of engagement. It is inconceivable for any conflict to persist for such an extended period without the support of such armed factions.

The MLAs also affirmed that violence in peripheral areas must be halted. The central security forces must adopt a more proactive approach to ensure lasting peace in the region, which has been elusive over the past two months. Once all forms of violence and aggression cease in these areas, we can work towards achieving a peaceful solution through extensive consultations with all stakeholders involved.

The MLAs also urged that enhanced security measures, such as increased highway patrolling along the NH2 are required to facilitate the safe transportation of goods for the people of the state. The completion of the border fencing along the Manipur section of the Indo-Myanmar border should be expedited.

Following Thursday’s violence in Manipur, which had seen two weeks of relative peace in between, the security establishment is restrategising the deployment of forces in the fringe areas of the Imphal valley. It has now been decided to give responsibility of certain districts to one single force rather than deploying columns of various forces at different places in a district.

Given the frequency of violence in these troughs where the Valley meets the hills, the Manipur security establishment had decided to create buffer zones in these areas so that Valley people could be prevented from going towards the hills and vice versa. However, Thursday’s incident on the Imphal West-Kangpokpi boundary that led to deaths of at least two civilians and some incidents of arson in the preceding days has exposed the inadequacy of the security arrangement.

Among the reasons analysed by the security establishment is lack of proper coordination among various forces and the vastness of the topography to be covered. While the latter has little solution until more forces are pumped in, to resolve the issue of coordination, it has been decided to hand over responsibility of an entire district or more, depending upon the size of that force present in Manipur, to one force.

“This will strengthen the command and control structure as well as facilitate smooth logistics management. Say, if Bishnupur and Churachandpur districts are given to the BSF, it will alone be held responsible for lapses and thus will remain prompt. At the same time, it will be easier for the commanders to place and manage the forces on the ground as there will be a single command structure for the entire area. Right now a lot of energy is going into coordinating alone,” said a senior official.

For example, if the Army is manning a fringe area in Moirang, just a few kilometres ahead at Torbung, it is the Assam Rifles. In between both BSF and CRPF deployment can be seen.

“Killings are happening only when one side is going to the other with the intention of arson. The Hraothel incident where two Meitei civilians died on Thursday happened when Kukis retaliated to a Meitei mob trying to burn their houses. The Meitei action itself is a result of some Kukis trying to burn Meitei houses in another area. It is a spiralling cycle which we are trying to break by maintaining a robust buffer zone,” said another officer

Governor appeals for normalcy and peace in the state

Imphal, 1st July, 2023 : THE Governor of Manipur, Miss Anusuiya Uikey appealed the people of Manipur to bring peace and normalcy in the state. In a message given to the people of Manipur she said, “I am deeply shocked and disheartened about the unprecedented ethnic clash between the two communities that broke out on 3rd May which has been still continuing in which several lives were lost and several sustained injuries”.  

In addition, innumerable houses of both the communities were set ablaze and properties were lost and damaged.  Thousands of people of both communities were displaced and have been taking shelter in different relief camps of both Valley and Hills Districts since the fateful incident.

           I strongly condemn such an inhuman act.  Due to these unbelievable incident, activities of paddy cultivation which is the backbone of economy of the State have been adversely affected as the cultivators are not in a position to work in their respective fields without fear.   

I sincerely appeal to all irrespective of caste, creed and religion to extend their fullest cooperation to solve the problem through an amicable and peaceful dialogue so that our age-old tradition of co-existence can be maintained.

           I am fully confident that such inhuman acts will have an adverse-affect to the youths, especially to our children who are the future pillars of the State. I, from the bottom of my heart further appeal to you all, especially mothers and sisters to restrain from blocking Security Forces on the roads as they are discharging their responsibilities for the safety of the people of the State. 

Most importantly, everybody should not believe in spreading baseless rumours and should always try to desist it.  All the issues can be and should be solved through a peaceful dialogue to restore the past peaceful atmosphere of the State.  

My dear citizens of Manipur, finally, I once again, appeal to you to bring a peaceful life in the coming days and years.”
