Mnp Guv apprises Prez of prevailing situation in State




IMPHAL, 27June'23:  Governor Anusuiya Uikey called on President of India Droupadi Murmu at Rastrapati Bhavan in New Delhi on Monday evening and apprised her about the prevailing situation in Manipur consequent upon the aftermath of clashes erupted between two communities.

The Governor briefed the President about various incidents which have taken place in the state and detail discussions were held to improve the situation and bring back normalcy and peace in the State.

The Governor also apprised the President about her visits to various relief camps in Imphal, Churachandpur and Bishnupur districts and interaction with the violence affected people.

She also informed the President about the steps taken up by the Centre and the State Government for providing relief materials to the displaced people which are taking shelter in relief camps in different districts.

Issues relating to resettlement/rehabilitation of violence affected people and education of students were also discussed in the meeting.

Amit Shah meets PM Modi, briefs over Manipur violence

New Delhi: Union Home Minister Amit Shah on Monday met PM Modi to discuss the ongoing Manipur violence. This meeting comes after an all-party meeting held to discuss the ongoing Manipur crisis Saturday saw Opposition parties criticise the Bharatiya Janata Party-led state government and demand the resignation of Chief Minister N. Biren Singh.

Shah said that Prime Minister Narendra Modi has been keeping a close eye on the situation in Manipur, which has been plagued by violence, since day one and has been "guiding us with full sensitivity" to find a solution.

While in attendance at the conference organised by Union Home Minister Amit Shah, opposition lawmakers urged that a delegation made up of representatives from all parties be sent to the state to start peace negotiations and that a reconciliation commission be established to keep track of crimes committed there, particularly those committed against women and children.

On Sunday night, PM Modi returned to India after his six-day visit to the US and Egypt during which several landmark agreements were signed.

BJP chief JP Nadda and Union Minister of State for External Affairs Meenakashi Lekhi received PM Modi at the Delhi airport. BJP leaders and party MPs from Delhi such as Harsh Vardhan, Hans Raj Hans and Gautam Gambhir were also present.

Manipur chief minister N Biren Singh met Amit Shah in New Delhi on June 25. A day before the meeting with Biren, Shah had hosted an all-party meeting in which he ruled out the possibility of the president's rule in the state, which has a Bharatiya Janata Party government.

The only representative from Manipur in the all-party meeting, former CM Okram Ibobi Singh, said in a press conference that he was not given adequate time to put forth his suggestions. (Courtesy: asianetnews)

New Delhi, 23 June'23: IMPOSITION of President’s Rule in Manipur will not be on the table at the all-party meet called by Union Home Minister Amit Shah on June 24 to discuss the volatile situation in the north-eastern state.

More than 110 deaths have been recorded and 40,000 people have been displaced since ethnic violence first erupted in Manipur on May 3 following a ‘Tribal Solidarity March’ organised in the hill districts to protest against the Meitei community’s demand for Scheduled Tribe (ST) status.

Sources said Amit Shah will reach out to political parties of all hues at the all-party meeting to be held in the Parliament Library on Saturday, but added that imposing President’s Rule, a growing demand among many opposition parties, is not under consideration at the moment.

The decision seems to have been taken after North East Democratic Alliance (NEDA) convenor and BJP point-person in the Northeast Himanta Biswa Sarma briefed Shah on his meetings with Manipur Chief Minister N Biren Singh and Kuki rebels. Sarma had met Biren Singh, who belongs to the Meitei community, in Imphal on June 10. A day later, he had met a group of Kuki rebels in Guwahati. Sarma flew to Delhi late on June 21 to brief the Union Home Minister at the latter’s residence.

After the meeting, the government has seemingly ruled out discussing the option of President’s Rule in Manipur at the upcoming all-party meeting, government sources said.

A BJP source active in the Northeast told News18: “What the government does is for it to decide. But as a party, we are not in favour of President’s Rule in Manipur, at least not in the immediate future. Peace talks are going on. We are hopeful of a positive outcome.”

Another BJP insider, based in Delhi, concurred. “Isn’t it natural that President’s Rule is kept off the table? (Imposing) President’s Rule right now can be counterproductive and can create trust deficit with New Delhi. Why would any government want that?”
DG-CRPF’s Hush-Hush Manipur Visit

Even as officers deployed by the Centre work with the Manipur government for smooth functioning and support, DG CRPF SL Thaosen also visited the state and met the Governor. During his visit, DGP Manipur Police also met Thaosen along with other state officials. Sources said they discussed the current situation, deployment of forces and controlling the situation in tense areas. Thaosen also visited a few areas that saw violent clashes, and met the CRPF personnel there.

Team of  State Legislatures meets  Central Leaders




Imphal, June 20, 2023( DIPR): A  TEAM of BJP, NPP and JD-U MLAs of the State has met with the Defence Minister and Finance Minister and other Central leaders in the national capital over the past few days and discussed certain points and issues related to the present law and order situation in the State. 

During the meeting with the Central leaders, the MLA team highlighted several points to be considered and acted upon on priority basis including opening of National highway 39, which is considered the lifeline of the State, and has been under blockade since 3rd May at Kangpokpi,  territorial integrity of the State to be protected at all cost, stringent action/measures to be taken up against insurgent groups who have violated Ground Rules in the State, including withdrawal of SoO and bringing them back at their designated camps at the earliest.

Highlighting that the Central leaders has also been requested to stop violence across the State and bring peaceful environment in the State for everyone to live together, the team further said that the Central leaders have given their assurances to look seriously into the points highlighted. Land and Water the solid Rock of Politics; Raising

LAND and WATER are the foundations of history and politics of a people and their sovereign nation-states. All the village-states, the city-states and nation-states of the peoples and nations were built on the foundation of their respective lands.

A national territory and water are the arch-pillars of a nation-state. As people and land are inseparable so also people and water are. We know people do not hesitate even to sacrifice their lives for their country when it is challenged by the aggressors.

Sacrificing life for one’s own country is an adored nationalism. All wars in history were fought over land and water. The first and the second world wars were fought among the imperialist powers over the land and water of other nations with colonial motive. But ultimately, they faced crushing defeats in the hands of the revolutionary nationalist forces of the native peoples. The policy of expansionism and colonialism is a thing of the past already condemned and buried by the world today. And that any state or country that tries to exhume the corpse of colonialism will certainly face the judgement of history.

A people cannot imagine of politics without land. Refugees, nomadic people and immigrants do not have politics of their own. Of course, they may be granted members of a political community or citizenship of a country they migrated to. But launching a political movement by a group of refugees or immigrants for a separate homeland or a separate state in other people’s country is an act of aggression on the inherent right of the native people and their land. Claiming citizenship of a country with forgery documents from fraudsters is a crime against the state. Planting foreign populations in an occupied territory of a native people for marginalising the native people is equally an act of colonialism and expansionism to be condemned.

We cannot imagine of creating a nation-state without land. The history of a people or a nation is naturally rooted in their land. Land is the foundation of a state. The politics of a people is founded in the solid ground of land and history. Politics is naturally about the creation of a nation-state, governance of a state, protection of a state, defending the right and freedom of a people. It is about the sovereign power to determine the future of a people by themselves. Can a people imagine of creating a kingdom without land? Can they build a house without a foundation? I don’t think so. Land is the centre of a nationhood. Land and a people are inseparable; land and the history of a people are inseparable; land and the politics of a people are inseparable; land and the freedom of a people are inseparable; land and the sovereign right of a people are inseparable; land and the culture of a people are inseparable; land and the identity of a people are inseparable; land and the God of a people are inseparable.

The Naga people have their own land to belong. And this Nagalim is their portion of land from the Lord. Nagalim is home to millions of Nagas, who have been living here for thousands of years and they will continue to live here for thousands more years to come. We are born here, we will live here and we will die here. Our land and water are integral parts of our nationhood.

Our national economic resources come from our land: Crops and grains come from it; oil and gas come from it. Gold and coal come from it; iron and copper come from it; clothing and housing materials come from it; flora and fauna come from it and forest and water come from it. Nagalim is the soul of Naga nationhood. The day we stop defending it and the day it is sold out or murdered, we will definitely become a lost people. Therefore, it is the sacred duty of each and every Naga to defend Nagalim from all aggressors and make this hilly country a land of milk and honey. This is the sovereign will of God of the Nagas.

A brave generation comes and goes; a dynamic leadership comes and goes; a political organization comes and goes, but land and the word of God stay. ‘Nagalim for Christ’ is the word of God. It will ever stand. The invincible spirit of the Naga nationalism comes from it. The spirit of self-sacrifice of the Nagas comes from it; the un-daunting fighting spirit of the NSCN comes from it. The tireless strength of the Nagas for the cause comes from it. Indeed, our strength comes from the Lord.

It is said that nothing will be impossible for those who trust in the Lord: no harden heart of a king is too hard to win over; no number of the enemy forces are too strong to fight through; no problem is too hard to solve; no roaring sea is too strong to cross over and no mountain is too high to climb up. The problem is not the enemies, it is our unbelieving hearts. The problem is not the organization, it is our broken faith. The problem is not the arms, it is our dead spirit. The problem is not the economic sources, it is our famine of knowledge. The problem is not the people, it is our traitorous hearts.

But the proven fact is that hundreds of uncommitted workers deserted the cause when the storms came, but the revolutionary Naga people stayed the course. The collaborators joined the enemy forces to exterminate the patriots, but they survived by His grace. Some organizations betrayed the cause, but the revolutionary Naga people stood the ground. Faithless people wavered and looked back, but those who trust in the Lord keep moving with determination and faith. The presence of the Lord has been with the Nagas since day one because it is the ‘Lord’s battle.’

The Nagas cannot part with the issue of ‘Nagalim for Christ’ because the future of the Nagas is in it. The history, the politics, the kingdom and everything of the Nagas are in it. We must uphold it at all costs and in all weathers. We must solve the problem. We cannot afford to make mistake in the negotiating table. If we make mistake, everything of us will fall. If the issue is murdered, our land will be possessed by the aggressors; our people will become their subjects and our children will be assimilated. The invaders will rewrite our history. Our identity and culture, our songs and language, our geography and political concept and our laws will be totally changed. The good name of the Naga nation will be deleted from the pages of history if we do not stand firm.

The prolonged negotiations and delayed solution has negative impact on the psychology of the weaker sections of the Nagas. It is known to all that the Government of India is deliberately playing attrition politics vis-a-vis the Indo-Naga peace process. We must not succumb to its diabolic policy. But our people sitting on the fence are very judgemental. They used to praise the works of the aggressors, but they are blind to the achievements of their own people. It is good to know - who are our people and who are our enemies; who are on our side and who are on the side of the enemies.

Then, what is to be done? How long shall we stick to the blame game which doesn’t have any merits to the cause of our people? Can the politics of mudslinging solve the problem? Some of the intellectuals of our own people infested with the virus of critic culture are witnessed to be ever-ready to cry down the workers in the forefront of the movement. They are the dogs in the Manger.

Formation of many factions to claim majority in the negotiating table will not solve the problem. Paper warfare will not solve the problem. Hundreds of decisions will not bring solution unless they are action oriented. Hundreds of agreements will not bring solution unless they are national issue-based.

Therefore, let us look for the survival strategies to deliver us a solution. The solution we are looking for is in our national principle, not in the east or in the west. It is in our right to decide our future by ourselves, not in the decision of the colonial power. It is solely in the sovereign name of the Lord who creates every kingdom.

UKHRUL June 15, 2023: EDUCATION Minister Th. Basantakumar Singh declared the result of the Board of Secondary Education Examination, 2023 today at a function held at the Top Floor Examination Hall of Board of Secondary Education, Manipur (BOSEM) at Babupara, Imphal.

Minister said that the overall pass percentage of this year examination is 82.82 per cent. Pass percentage for Government Schools, Aided Schools and Private Schools are 66.96 per cent, 81.69 per cent and 87.39 per cent respectively.  The pass percentage of Male candidates is 84.53 per cent and that of Female candidates is 83.45 per cent, he added.

Minister further added that overall pass percentage has improved from last year which shows the effort of the teachers of the schools irrespective of whether the school is a government, aided or private school.


Basantakumar Singh applauded the hard work of the staff of the Board in declaring the result on time. He also congratulated all the students for clearing the examination and expressed his hope that the students will continue to work hard for their future endeavours.

IN  Manipur, during last 24 hrs. 57 arms, 318 ammunitions and 5 bombs have been recovered from Porompat Police Station, Imphal East and Sugnu Police Station, Kakching Districts. A total of 868 arms and 11,518 ammunitions have been recovered till date.

Curfew relaxation has been made for 12 hours in 5 valley districts and 10 hrs. and 8 hrs. in neighboring hill districts. There is no curfew in six other hill districts.

Movement of essential items along NH-37 is ensured. 244 empty vehicles have left Imphal for Jiribam today. A total of 212 loaded vehicles have left Noney and 212 loaded tankers and trucks left Jiribam today.

The National Eligibility cum Entrance Test (NEET) UG 2023 for entrance to MBBS/BDS Course was conducted yesterday (06.06.2023) at 22 centers (12 in Imphal West and 10 in Imphal East). The examination was conducted in a peaceful manner and the attendance was normal.

Hon’ble Ministers and MLAs of the state are visiting different areas of state and appealing for peace and normalcy by meeting public at large and CSOs. Security forces are also organizing meetings with CSOs, village heads of different villages and making appeal for peace and normalcy, besides doing their duties of area domination, patrol.

Concerted effort needed for peace restoration : Prof.Meijinlung Kamson

Imphal, 06 June, 2023 (DIPR): FORMER Union Minister of State for Home Affairs, Prof. Meijinlung Kamson calls for concerted effort from all sections of society for the restoration of peace and normalcy in the state.

In an exclusive interview with the DIPR, Prof. Kamson said, “Various ethnic communities reside in the state together and live in harmony since times immemorial. The recent incident has affected all the communities of the state and this issue is a blot in the history of Manipur.”

He added, “This time, the matter becomes worse even to the point that the state’s territorial integrity is at risk. In order to bring peace and tranquility, all sections of the society should join hands towards bringing amicable solution and should pacify each other.”

He further said, “Till now, the Center and State Government have taken up various preventive measures and constructive solutions to bring back ‘the much-needed’ normalcy. As of now, the incident is being seen as a riot between the Meiteis and the Kukis. But I think there is larger deeper background to it and we need to see it too. I think the state has its own problems before and the current incident is a manifestation of those unsolved earlier problems.” 

The former MoS said, “After Independence, since 1950s various waves of refugee influx from Burma side had occurred. And our inability to tackle that influx properly at that time by the then governments is one of the major reasons of the happenings today. The blame was not entirely the governments’, as the phenomenon of migration is a part of historical development.”

Prof. Kamson further said, “Another reason is the inability to complete the NRC implementation process. What I want to comment is that the issue should not be viewed on the surface layer, but should be looked into deeply. Other factors such as poppy plantation and encroachments also come into play. Both the Center as well as State Government, politicians, intellectuals need to see the problem deeply as a serious issue and concrete steps should be taken up.”

He appealed the Government, politicians, intellectuals, CSOs and other stakeholders to continue to strive towards upholding the unity and integrity of the state of Manipur, which has a rich history of over 2000 years.

It may be mentioned that Prof. Meijinlung Kamson is an Indian politician from Manipur who has served as the Union Minister of State for Home Affairs from 1995–96. He was elected four times to 8th, 9th, 10th and 11th Lok Sabha from Outer Manipur (Lok Sabha constituency) in Manipur, India

Manipur turmoil continued

 

Kuki villages burned down amid Home Minister Amit Shah's visit on May 30, 2023

The Kuki-Zo tribal villages in Manipur continued to be attacked and burned down under the nose of the central security forces deployed for protection and surprisingly amid the Home Minister of India, Shri Amit Shah’s arrival and holding peace meeting with both the communities.

While meeting with the leaders of Indigenous Tribal Leaders Forum(ITLF) in Churachandpur, he appealed for allowing 15 days peace time to take up various immediate and long term solution to the ongoing conflict. He also requested the Kuki tribals to hand over the arms.

Meanwhile  as many as 10 Kuki-Zo villages under Island sub division kangpokpi district were attacked burnt down. The burned down villages with number of houses, dated and time of attack/burn are given hereunder:

1. Beulahland (about 40 houses) on 29.05.2023 at 4:00 pm
2. S. Bongjang, about 70 houses, on 29.05.2023 at 6:00 pm and again on 30.05.2023 at 11:00 am
3. Saichang (about 70 houses) on 30.05.2023 at 9:00 am
4. L. Songphel (about 20 houses) on 30.05.2023 at 10:00 am
5. Kamusaichang (about 50 houses) on 30.05.2023 at 12:00 am
6. Nongdam kuki (about 60 houses) on 30.05.2023 at 2:00 pm
7. Maphou kuki  (about 100 houses) on 30.05.2023 at 3:00 pm
8. Molnom (about 55 houses) on 30.05.2023 at 12:00 pm
9. Molkon (about 60 houses) on 30.05.2023 at 1:00 pm
10. Chaningpokpi (about 60 houses) on 30.05.2023 at 1:00 pm

The final hope for protection of the Kuki-Zo tribals appear dimmer with time as the presence of Chief of Defense Staff, National Security Advisor and the Home Minister in Manipur does not make any difference. While the state government continue to point fingers at the tribal militants for the ongoing conflict, he is completely silent on the Arambai Tenggol, a Meitei militants who looted guns and ammunitions from the state forces.

The following state police and security forces have been looted without any resistance on 3rd, 4th, 28th & 29th May 2023:
i) 7th MR at Khabeisoi, Imphal
ii) 3rd IRB at Thoubal
iii) 2nd MR at Imphal
iv) Yairipok PS under Thoubal district
v) Nongpok Sekmai PS, under Thoubal district
vi) Manipur Police Training Center (MPTC) at Panggei, Imphal
vii) Tengnoupal PS, Chandel district.

It is surprising to see that the Chief Minister, N Biren Singh has not uttered a word about these loots. One can imagine what could his reaction be had the above lootings have been done by the Kukis. Now, the Arambai Tenggol militants are using the looted guns and ammunitions to attack the defenceless Kuki-Zo villages one after another.

Not only is N. Biren Singh the chief minister of Manipur but he is also the overall chief of Arambai Tenggol militants. Nevertheless, he keeps pointing fingers at the tribal village volunteers standing up in self defence as terrorists.

In addition, N.Biren Singh also has directly ordered the Manipur Police Commandos and IRB(Indian Reserved Battalion) to attack the Kuki villigates settling along the foothills of Manipur. He also approved the use of ML 3-Inch mortar, grenade bomb and Sniper Rifles on 27/28 May 2023 killing the village defence volunteers. While defending their villages, Paohao Khongsai s/o Lunthang khongsai of Saichang village and Nehlenlal Chongloi of Khunkho village were killed by snipers of Manipur police.
